1.0 Scope
This statement of work (SOW) defines the effort required for the contractor to deliver replacement Increased Capacity Latrine to the United States Air Force. The work performed shall consist of the design, fabrication, manufacturing, packaging, kitting, and shipment of low-rate production and full rate production kits. The scope of this program is to replace the existing KC-135 latrine with a larger model with at least 8 gallons of capacity. The size of the new latrine is limited to the existing footprint within the latrine compartment. The new latrine cannot interfere with existing structures, components, or access to aircraft systems. No modification to major aircraft load bearing structures is allowed. The latrine should be comfortable, according to industry standard. The effort shall use a systems-based engineering process that defines the requirements and updates the engineering products necessary to qualify the solution. The contractor shall deliver meeting minutes, reports and analysis supporting Airworthiness Approval, installation and maintenance instructions, as well as Increased Capacity Latrine kits. The Increased Capacity Latrine must:
1. Have a capacity of at least 8 gallons, not to include the rinse tank.
2. Fit within the existing latrine compartment and be useable without interfering with the aircraft battery, a circuit breaker panel located on the aft wall, or any structural component.
3. Be secured to the existing floor in a manner that meets crash certification requirements in accordance with MIL-HDBK-516C 5.1.9 a(5).
4. Be installed and secured without any modification to the existing aircraft or load bearing structures (e. g. mounting to the flooring without going into the aircraft structure).
5. Be capable of servicing without removing either the latrine or any subcomponent. The latrine may be serviced by an existing cart that will connect to servicing points on the latrine. For access to the servicing points, modifications may be made to the aft latrine compartment wall. This wall is non-structural nor load bearing.
6. Be equipped with commercially available servicing points and connections.
7. Connect to an existing aircraft electrical wire connector that supplies 28 volts DC, 5
Amp circuit (cannot draw more power). The latrine may come with appropriate wiring that can be pinned to the existing connector.
8. Be capable of performing without leaks or splashing from the container at maximum roll and bank angles.
9. Latrine must have a way to prevent pressure build-up due to temperature or changes in altitude.
10. Contractor will supply an adapter fitting for standard servicing hose end to allow connection to the outbound toilet mating connector for clean out. Adapter is requested to be see through to allow visual inspection of fluid leaving the toilet holding tank.
11. Contractor shall create and install a placard to be made visible on the front of the latrine with emergency number, kit number/or serial number of kit, and date of manufacturer for reference purposes in discussion of any problematic issues.
