1. PWS Appendix 2.0 Applicable Documents Will the government make available to offerors copies of all documents listed in PWS Appendix
2.0 prior to RFP release?
Government response: All necessary documents to propose for this effort will be provided at final RFP release.
2. CLIN 0001 Product Support Service
2.1 The unit of issue for this CLIN is MM (man-month). Typically, a man-month is bid as either 1/12 of man-year or 160 hours. Neither of these is the same as 1/12 the annual cost/price to provide the specified services under CLIN 0001.
• Is it the government’s intent that offerors bid a monthly rate for all the services specified under this CLIN?
Government Response: Yes, offerors should bid in (MO) or months as a unit price and that amount should also be rolled up to an amount per CLIN which would be 12 months. This will be reflected in the RFP release.
2.2 The incumbent contractor knows historical workloads and can use them as a basis of estimate. To ensure a fair competition, will the government provide workload data that all offerors must use in developing cost/price for this CLIN, specifically quantitative bases for estimating level of effort needed to perform:
• “Technical data maintenance”, such as quantity of ECPs, TCTOs, modifications, deviations, and waivers and annual quantity of drawings/sheets affected by changes.
• Recurring “sustaining engineering services” not covered by CLIN 0010, such as quantity of evaluations, studies, and reports.
• “Inventory management”, such as quantity of equipment requests fulfilled, requisitions and purchase orders executed, inventory transactions (receipt and issue) performed, and demilitarization/disposal events executed.
Government Response: Sufficient workload data will be provided for estimating purposes only with final RFP release to ensure fair competition. The data provided should not be interpreted as firm quantities, but only as a historical basis for building your estimates.
3. CLIN 0002 Maintenance Labor and Materials
3.1 The CLIN refers to PWS 1.14, but there is no 1.14 in the draft PWS.
• Please clarify which PWS paragraphs and subparagraphs are covered by this CLIN.
Government Response: Reference to PWS 1.14 is incorrect. The correct reference should be
1.1.14. Correction will be made in final RFP release
3.2 The unit of issue for FFP CLIN 0002 is MM (man-month), but the requirement is to “provide labor and materials”
• Does the government intend that offerors include material in the unit cost/price for this
CLIN?
• If yes, will the government provide a list of materials to be supplied each month so that offerors may develop a cost/price for this CLIN?
Government Response: Yes the government intends that offerors include material in the unit cost/price. Maintenance labor and maintenance materials- other than high value items (consumables) should be bid in monthly units and rolled up in a total annual amount.
3.3 The unit of issue for CLIN 0002 is MM (man-month). Typically, a man-month is bid as either 1/12 of man-year or 160 hours. Neither of these is this is the same as ‘1/12 of the annual cost/price’ to provide all of the services specified under CLIN 0002.
3.4 The incumbent contractor knows historical workloads and can use them as a basis of estimate. To ensure a fair competition, will the government provide workload data that all offerors must use in developing cost/price for this CLIN, specifically quantitative basis for estimating level of effort needed to perform:
• “Maintenance”, such as type, quantity, and condition of equipment maintained and repaired under this CLIN.
Government Response: Sufficient workload data will be provided for estimating purposes only with final RFP release to ensure fair competition. The data provided should not be interpreted as firm quantities, but only as a historical basis for building your estimates.
4. CLIN 0003 Other Direct Costs
4.1 The unit of issue for this Cost Reimbursement CLIN is MM (man-month), but the Other Direct Costs (ODC) applicable to this CLIN do not include labor.
• Please clarify the unit of issue for CLIN 0003.
Government Response: Unit of issue for this CLIN is MO, months. CLIN will be corrected at final RFP release.
4.2 ODC applicable to this CLIN includes unquantified amounts of travel, shipping, subsistence, and other expenses incidental to the CLS effort.
• Will the government provide quantified requirements upon which offerors may develop cost/price consistent with the unit of issue?
• If no, please clarify how offerors are to develop a cost/price for this CLIN.
Government Response: There are no firm quantities for the ODCs. However, historical data can be provided by the government for purposes of estimating the CLIN amount.
5. CLIN 0006 Programmed Depot Maintenance This FFP CLIN includes reconstitution/refurbishment of equipment, but the PWS provides no specifics as to the condition of equipment to be reconstituted/refurbished.
• Is it the government’s intent that offerors bid a firm fixed price for this CLIN?
• If yes, will the government please provide a scope of work which offerors must use to develop their cost/price for the reconstitution/refurbishment effort?
Government Response: There is no ‘standard’ condition that equipment will arrive. TRV should be sent as a complete unit. Condition of equipment depends on amount of use, location of use, environmental factors and time since the last PDM. Offerors should consider worst case condition and best case condition and apply appropriate amount of risk when proposing.
Historical data can be provided as to the percentage of worst case versus best case conditions.
This CLIN cost/ price will have some amount of risk as equipment state is unknown.
6. CLIN 0007 Mobile Depot Maintenance The unit of issue for this CPFF CLIN is LO (lot), but the scope and location of the task is not specified.
• Is it the government’s intent that offerors bid a unit price for this CLIN?
• If yes, will the government provide a definitive scope of work which offerors must use to develop their cost/price for this CLIN?
Government Response: See PWS 1.1.7, Contractor will provide a ROM as needed to the Government and then CLIN is negotiated/funded. Therefore, offerors should only propose their fixed fee percentage at this time, for inclusion in the basic IDIQ that will apply to delivery order cost estimates per requirement.
7. CLIN 0008 Training The unit of issue for this FFP CLIN is LO (lot), but the PWS does not specify location, duration, and scope of the training.
• Is it the government’s intent that offerors bid a unit price for this CLIN?
• If yes, will the government please specify the location, duration, and scope of the training event that offerors must use to develop their cost/price for this CLIN?
Government Response: Per PWS 1.1.20 Training would be held at a CONUS operators base.
Training would be 5 days, plus required travel for contract personnel. Additionally, the unit of issue will be changed in the final RFP releaser from LO to EA, with an estimated number of training sessions established in the basic contract.
8. CLIN 0012 Transition Services – Base Year Will the government please clarify the current incumbent contractor’s responsibility for:
• Participating in a joint physical inventory of government-owned inventory to be transferred to the successor contractor;
• Packing and packaging the government-owned inventory and hard-copy documents prior to re-locating them to successor contractor’s facility;
• Providing to successor contractor all digital records, files, databases, etc. needed to support the ongoing CLS effort; and
• Participating in a joint inventory of all hard-copy and digital data, records, drawings, etc., needed to support the ongoing CLS effort, prior to transferring those materials and electronic files to the successor contractor.
Government Response: Final RFP release will include sufficient detail to propose to.
9. The DRFP mentions a CMMI level III certification requirement. Given this contract is a CLS type effort and not a software development program, recommend dropping this requirement from the RFP.
Government Response: This requirement primarily applies to the modification CLIN. There may be a need for the requirement as software development/ upgrades fall within the scope of system modifications so the requirement remains valid. Offerors should not propose on this CLIN at this time as it will be proposed as needed. However, offerors should propose their fixed fee percentage as this is a CPFF CLIN.
10. Reference PWS paragraph 1.1.5, what support, test, and maintenance equipment will be provided by the government?
Government Response: All applicable items are listed in Appendix 1.0 Government Furnished Property. See PWS 1.1.5 for additional information upon final release of RFP.
11. The proposal organization for the Price Volume shown in DRFP table 2.2, page 49, does not match the instructions provided under paragraphs 5.3 Volume Organization and 5.4 Estimating Methodology starting at the bottom of page 57 and continuing to the middle of page 59. Please clarify the required Price Volume table of contents, including a mapping of each paragraph 5.3 requirement to a specific table of contents paragraph or subparagraph.
Government Response: The volume organization will be corrected on the Final RFP.
12. The proposal organization for the Contract Documentation volume shown in DRFP table 2.2, page 50, does not match the instructions provided under paragraph 6.0 Contract Documentation starting on page 59 and continuing to the bottom of page 61. Also, table 2.2 cites ITO paragraphs 7, 7.1, and other 7.x subparagraphs, but there is no paragraph 7 in the ITO.
Please clarify the required Contract Documentation volume table of contents, including a mapping of each paragraph 6.0 and subordinate requirement to a specific table of contents paragraph or subparagraph.
Government Response: This information will be clarified in the final RFP
13. DRFP Section L, paragraph 6.3.5 states that offerors must include a "Performance Plan" as an attachment to the model contract included with their proposal. Please describe the purpose of the Performance Plan and its content and format requirements. The 2011 RFP included an attachment for a Performance Plan but it is not included in the DRFP. Will the Performance Plan be evaluated? If yes, please explain evaluation methodology and how the results will be used in the source selection process.
Government Response: This requirement will be deleted. The contractor will be expected to follow the Government’s Performance Plans now known as a Quality Assurance Performance Plan (QASP). The QASP will be included at final RFP release.
14. Page 30, FAR Clause 52.219-8- Does the Government have a suggested small business utilization percentage requirement for this effort?
Government Response: There are no suggested percentages at this time. However offers will be expected to submit a satisfactory subcontracting plan that reflects small business utilization to the maximum extent possible.
