Following Section 4.0, there is a Question Numbered 2 that refers to a rating of "B/E (Blue/Exceptional)";
the rating in the table that seems to equate is "G (Green)". Which reference should we use?
Government Response: Either is acceptable and interchangeable.
FAR Clause 52.216-22 is listed. The sentence for (d) is incomplete. Please advise us the correct date for this sentence.
Government Response: Contractor will not be required to make any deliveries under this contract after the expiration of the last order.
Far Clause 252.216-7006 is listed. The sentence is incomplete. Please advise the correct completion of the first sentence.
Government Response: Such orders may be issued from contract issue date to the final date of the contract.
Vol I - ITO 2. General states a 50 pg limit but 3.1 Technical states unlimited page count. Please clarify if Technical section in unlimited or part of 50 page count for Vol I Government Response: The total limit for the section is 50 pages. The page count under section 3.1 therefore the most total number of pages allowable for 3.1 is 50.
Page line spacing is stated at 1.5 lines; does that apply to Tables and Graphics also?
Government Response: Yes
Requests early submittal of Vol II Past Performance - is email submittal acceptable?
Government Response Yes
As a follow-up to the Pre-solicitation question 2.2, INDUSTRY would like to know where we could find historical workload data for CLIN 0002 (Maintenance labor and Materials) and CLIN 0005 (Spares).
Specifically, INDUSTRY would like to request a data extract from the incumbent's logistics management database to provide insight into quantity of "quantity of equipment requests fulfilled, requisitions and purchase orders executed, inventory transactions (receipt and issue) performed, and demilitarization/disposal events executed."
Government Response:
Tech Data Maintenance- This is usually done on an as needed basis. In the previous years this CLIN was minimally funded only to keep line open. For the FY11/ FY12/ FY13 there were 0 ECP’s/ 3 TCTO’s 2 of which pertained to minor modifications to the 3rd was for a safety issue on the HMMVW and was not generated by the TRV Contractor/ 2 minor or small sustainment modifications. There is an expected update to the -1 and -4 estimate of approximately 150 pages.
Sustaining Engineering Services- 2 studies have been funded during FY11-FY13. One was to identify a replacement part that became one of the minor modifications and TCTO, the other is an initial study for an obsolete/unsupportable unit and is possibly part of a larger, long term effort. Any funded study is expected to have a deliverable, normally in the form of a report be provided to the Government.
Inventory Management- For contract purposes plan for an average of 3-4 inventory transactions per month to include shipping of new part and return of old part from the field. This number is only an average. A spares list is worked with the Government team yearly. Recommendations, to include possible lifetime buys are sent to the Government and depending upon available budget, is agreed to and normally drives an amendment to the contract. This list may require multiple purchase orders for various vendors. Spares list average of 20-30 line items annually. Current item inventory has been provided with the solicitation. There has been 1 demilitaritization event executed from FY11- FY13 after receiving Government approval. As items age this could reasonably be expected to increase to 1 or 2 events per year to include multiple line items.
See excerpt from Pre-solicitation questions and answers:
Along these same lines, INDUSTRY would like the database history on the refurbishment of systems and the condition/status of the AN/MSN-7 systems, in preparation for estimating CLIN 0006.
Government Response: Programmed Depot Maintenance (PDM) is done on the TRV systems on a 4-5 year cycle. With the contractual break in PDM coverage, this should be expected to be closer to 5-6 years for purposes of this contract. Systems come in in various states but are typically in a fully operational status with minor issues, often the unit will advise on any problems or findings they have had on the system. Systems are kept outside in all climates, locations of systems are attached. PDM accounts for corrosion, weather and system use at home station as well as when sent as a part of training, exercise and/ or deployments. Average PDM has historically taken ~180 days. The high side has been ~10 months and has taken as little as ~120 days. Government decides the PDM schedule and works with Contractor on a yearly basis to advise upcoming planned system inductions, these inductions may change depending on the needs of the warfighter. If a system needs to come in earlier the Government would inform the contractor.
Is the EDM system covered by this life cycle maintenance contract? Yes, but this system does not go in for PDM. System should be kept operational and modifications are usually proofed and/ or tested on this system. It would be reasonable expected that the Depot Mockup (system 18) be kept indoors.
What is the location of the 18 systems so INDUSTRY can estimate shipping costs and travel costs on CLIN 0003? See attached.
