Questions and Answers 2 August 2024

1. The previous contract included two ambulances. If this contract is for one, what is the rationale behind the reduction?

Response: The requirements outlined in the solicitation best meet the Government’s needs at this time.

2. Previous contracts, dating back to 2003, were structured as five-year terms. What is the rationale for changing the contract duration to a one-year term with an option for a two-year extension?

Response: The contract duration for this requirement is a one (1) year term with a one (1) year option and a six (6) month extension. This structure best meets the Government’s needs at this time.

3. Is the current incumbent permitted to submit a bid for this contract?

Response: Any business that meets the criteria stated in the Combined Synopsis/Solicitation is permitted to submit a quote. Of note, this acquisition has been determined to be a total small business set-aside.

4. According to the description of services and section 1.15.3.5 of the performance work statement, when the primary ambulance is engaged in responding to calls or transporting patients, the contractor must provide backup ambulance support. Is there a specified response distance expectation for the backup unit, or is it sufficient for the backup unit to meet the response time requirement for a 911 call?

Response: There is no specific response distance expectation for the primary or secondary ambulance but rather a response time expectation of 12 minutes at the 90th percentile, in accordance with PWS paragraph 1.8.1. The requirement outlined in 1.15.3.5 must comport with requirements outlined in this PWS including section 1.8.

5. If the second responding unit is unable to meet the allotted response time, will Tinker Fire Department automatically call for mutual aid?

Response: No. All ambulance service requirements for Tinker AFB are to be provided entirely through the awardee, IAW the PWS, specifically paragraph 1.8.

6. Will there be a communication protocol in place for the backup responding unit to coordinate with Tinker Fire dispatch? (The Government is still reviewing this question and will update as soon as practicable)

Response:

7. If the backup unit is unable to respond to a second call or provide coverage, is this considered a breach of contract, potentially rendering the contract void?

Response: If there is a failure of performance, as performance is dictated and required in the PWS, the agency reserves the right to pursue any course of action legally available and as outlined in the terms and conditions of this contract and the underlying FAR clauses that serves in the best interest of the agency.

8. Are we required to offer the same positions at Tinker to the incumbent’s employees if the incumbent does not win the bid?

Response: No. Of note, all contractor employees assigned to perform this contract must comport with the requirements outlined in the PWS as far as qualifications and certifications.
