RFP FA8056-11-R-0001
Question and Answer Set #1
Question #1: Does the AFWay II Requirement information (ESG-002, Attachments 3-10) need to be submitted with the RFP response that is due on June 27, 2011.
Answer #1: The AFWay II requirement information does not need to be submitted with the response that is due on 27 Jun 2011.
Question #2: Questions regarding the pricing/CLIN schedule.
Answer #2: Please follow the instructions in the Addendum to 52.212-1 Instruction to Offerors and 52.212-2 Evaluation Criteria/Basis for Award as this will be used to evaluate proposals.
Volume II -- You must enter the not-to-exceed pricing (unit price, max amount, and net max amount) for each applicable CLIN. This information will be included as Volume II.
CLIN 0017 is not separately priced (NSP) and no price should be filled in for this CLIN.
Volume III -- The initial order is firm fixed price and only requires completion of the
CLINs that will be included as the initial order (CLINs 0001, 0004, 0007, 0014, and
0016).
Any other form of pricing proposal submission other than the CLIN structure of the Pricing
Schedule (CLINs 0001-0016) and the initial delivery order (Attachment 1) will be considered unacceptable and disregarded. The Government will not accept the Offeror's own pricing matrix or schedule.
Question #3: Can you clarify the difference between the net price, Max Amount and Max Net
Amounts required for each CLIN on the pricing proposal?
Answer #3: There is no “net price”. The Max Amount and Max Net Amounts on the pricing proposal are the same, but both must be completed for each CLIN. The duplication is a matter of our solicitation software that is being used. Because there is only one price per CLIN, the Max
Amount will be equal to the Max Net Amount.
Max Quantity x Unit Price = Max Amount
Question #4: Is there an area of the solicitation that allows the Offeror to account for annual inflation and predicted changes in CPI’s over the five year ordering period, or is the
Government’s expectation that the Offeror provide fixed pricing to be honored over the five-year contract?
Answer #4: The Offerors must propose a fixed price to be honored (as a price not to be exceeded) over the five-year ordering period of the contract. Each delivery order will be competed among the awardees over the five-year ordering period.
Question #5: Do the pages of the Subcontracting Plan Submission count towards the (20 page maximum) Volume I Technical Capability Proposal, or are they separate documents?
Answer #5: The Subcontracting Plan does not count against the 20 page limitation, but shall be included as part of Volume I – Technical Capability Proposal.
Question #6: Is it customary to charge for the report in CLIN 0017 - DATA-Performance, Impact, & Spend Report – shown on page 11 of 47 of the Solicitation? If so, is there a scale or general price that is typical or allowed?
Answer #6: CLIN 0017 is a report that will be submitted quarterly to include the information contained in Exhibit A to the RFP. Although this item is not separately priced, the cost is usually spread out over the cost of all the other line items. The cost of the report is determined by your costs to submit the quarterly report, and there is no scale or general price that is typical or allowed.
Question #7: Page 12 of 47 on the Solicitation, CLIN DELIVERY/TAKS ORDER
MINIMUM/MAXIMUM QUANTITY AND CLIN ORDER VALUE. What is expected to be entered here? It shows on page 11 that the minimum quantity is to be 300 and maximum 33,905.
Answer #7: Page 12 of 47 is generated by the solicitation software and there is no information that should be entered there. It is a table in the template that is used to state what the minimum and maximum quantities are.
