SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been modified:

ADDENDUM 52.212-1

Addendum to 52.212-1 – INSTRUCTION TO OFFERORS

FAR 52.212-1 and Addendum thereto, FAR 52.212-2 and Addendum thereto, and FAR 52.212-3 will be physically removed from any resultant award, but will be deemed to be incorporated by reference in any award resulting from this solicitation.

1. This Addendum prescribes the format for proposals and describes the approach for the development and presentation of proposal data. These instructions are designed to ensure the submission of information essential to the understanding and comprehensive evaluation of proposals. The instructions permit the inclusion of any additional data or information an Offeror deems pertinent within the stated page limitations. Offerors are cautioned to follow the detailed instructions fully and carefully, as the Government reserves the right to make an award based on initial proposals received, without discussion of such proposals. The Offeror shall make a clear statement in the proposal documentation that the proposal is valid for 90 days.

2. If an Offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unclear or unsound, the Offeror shall immediately notify the Contracting Officer in writing with supporting rationale. All questions in reference to this solicitation shall be submitted to Molly James, Contract Specialist, at molly.james@wpafb.af.mil and Sharma Wilkins, Contracting Officer, at sharma.wilkins@wpafb.af.mil.

Main Cover Letter: (Optional) Limit 1 Page. If a cover letter is provided for the Offeror’s entire proposal, it should include the Offeror’s CAGE Code for their Central Contractor Registration (CCR).

Part I – Technical Capability Proposal: Limit 20 pages for the original proposal (Note: Subcontracting plans are not included in this 20 page count). See Proposal Content, below.

Part II – Price Proposal: No page limitation. See Proposal Content, below.

Part III - Price Proposal for initial order: No page limitation. See Proposal Content, below.

3. To ensure timely and equitable evaluation of proposals, Offerors must follow the instructions contained herein.

Offerors are required to submit all documentation/information detailed herein, including terms and conditions, representations and certifications including FAR 52.212-3, DFARS 252.212-7000, and technical requirements.

Failure to submit all required documentation/information may result in a proposal being ineligible for award. In submitting a proposal, Offerors are agreeing to the terms and conditions as written in this RFP. Offerors shall submit an original paper copy of the completed proposal and two (2) exact copies as described below. If there are discrepancies between the original paper copy and duplicate copies, the original paper copy proposal will take precedence and will be the one evaluated. If an Offeror’s proposal is determined unacceptable upon completion of proposal evaluations, the Offeror will be notified promptly of the basis for the determination.

4. The Contracting Officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial proposals, the Contracting Officer will review this determination and if, in the Contracting Officer’s opinion, adequate price competition exists, no additional cost information will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the Contracting Officer determines that adequate price competition no longer exists, Offerors may be required to submit information to the extent necessary for the Contracting Officer to determine the reasonableness and affordability of the price.

5. In addition to the proposal, Offerors must submit the following: 1) Manufacturer data sheets shall be submitted with the proposal for review and consideration of the award. 2) A copy of the Airport Lighting Equipment Program

Certificate of Conformance signed by the Program Administrator in accordance with FAA Advisory Circular

150/5345-53C shall be submitted with the proposal. The L-861T and L-852T LED fixtures shall conform to the requirements of Federal Aviation Administration (FAA) Advisory Circular 150/5345-46C, Specification for Runway and Taxiway Light Fixtures and FAA Engineering Brief No. 67, Light Sources Other Than Incandescent and Xenon for Airport Lighting and Obstruction Lighting Fixtures (that is, the fixtures must be compliant with the most current

FAA mandates) .

6. Offerors must submit a copy of the Offeror’s manufacturer’s warranty with this proposal.

7. Page Format: Each page of the proposal, other than foldouts, will be typed on 8-1/2” by 11” paper and will use

Times New Roman, 10 pt. font. Margins will be no smaller than 1”. Each page will be numbered. If printing appears on both sides of a sheet of paper, it is considered to be two (2) pages.

8. Proposals are due at 1100 hours Eastern Daylight Savings Time on June 27, 2011. Proposals shall be delivered to the attention of Molly James, 771 ESS/EGA, 1940 Allbrook Drive Door #15, Wright-Patterson

AFB, OH 45433. Proposals may be mailed, overnight mailed, or hand-carried to the above address so they are received by the contracting office by the due date and time.

9. The acquisition will utilize Lowest Price Technically Acceptable (LPTA) source selection procedures in accordance with FAR 15.101-2, as supplemented.

10. Standard commercial packaging applies to this acquisition.

11. Proposal Content:

a. VOLUME I – TECHNICAL CAPABILITY PROPOSAL (1). The Technical Capability Volume (Volume I) shall not make reference to cost or price information. The proposal shall meet all technical capability/technical requirements stated in FAR 52.212-2 elsewhere in the

RFP to be eligible for award. The Offeror should provide documentation which supports all the evaluation factors contained in the addendum to FAR 52.212-2 below. The information provided should be adequate and sufficient to allow the Government to evaluate an Offeror’s technical capability.

(2). As the technical approach will primarily describe and demonstrate the capability of the Offeror to fulfill all requirements stated in FAR 52.212-2, the technical capability proposal should be specific and complete in every detail.

(3). It is the Offeror’s responsibility to ensure the completeness of the technical capability proposal; therefore, the technical evaluation panel for the Government has been instructed to evaluate on the basis of the information provided. The Government shall not assume an Offeror possesses any capability unless specified in its proposal. Understanding of the requirements must be demonstrated by more than a reiteration of them.

Repeating the technical requirements without sufficient elaboration will not be acceptable. Statements such as “the Offeror understands,” “can or will comply with all the requirements,” “standard procedures will be employed,” etc., are insufficient.

(4). The specific topics to be addressed in Volume I are stated in addendum to FAR 52.212-2.

Any factor determined unacceptable will render the entire Technical Proposal as unacceptable. Upon final determination that a proposal is unacceptable, the PCO will promptly notify the Offeror submitting the proposal that it will not be considered for award and shall indicate in general terms the basis for the determination.

Proposals should cover all aspects of technical requirements. Offerors should, to the maximum extent possible, clearly communicate and articulate how the proposed product meets these evaluation factors. If it is not mentioned, the presumption by the evaluators will be that it does not meet the criteria and was thus not included in the proposal for that reason.

Subcontracting Plan Submission: IAW FAR 52.219-8 and FAR 52.219-9, large businesses whose proposal exceeds

$550,000 shall submit a subcontracting plan with their proposal. The following information is provided as the agency goals:

(1). Small Business= 23%

(2). HUBZone Small Business= 3%

(3). Service-Disabled Veteran-Owned Small Business= 3%

(4). Small Disadvantaged Business= 5%

(5). Women-Owned Small Business= 5%

Offerors shall explain if subcontracting is not achievable for this RFP.

Failure to submit will result in an Offeror’s proposal being found non-responsive.

b. VOLUME II – PRICE PROPOSAL

(1) General – All information relating to pricing data shall be included in this volume. Under no circumstances shall pricing data be included elsewhere in the proposal. Should such pricing data be included in the technical capability, the result will be removal of such pricing data and all other information included on the same page with such data. This could result in the exclusion from evaluation of critical technical capability/technical information. The price proposal shall contain the following in the order shown:

i. Cover letter, only if Offeror desires to provide a cover letter for the Pricing Proposal.

ii. The pricing schedule for CLINs 0001-0016 (base award contract) shall be quoted as not to exceed pricing (“unit price”) and is to cover all types of L-861T and L-852T fixtures. CLIN 17 is not separately priced (NSP) and no price should be filled in for this CLIN. Fill in amounts for unit price, max amount and max net amount prices. Max amount and max net amount prices must be equal. All dollar amounts shall be carried out two (2) decimal places.

iii. Offerors must complete all appropriate blocks on the cover page of the solicitation to include block

17a, 30a, 30b, and 30c.

iv. Completed provisions/clauses for Offeror’s Representations and Certifications – Commercial Items

(see FAR 52.212-3 and DFARS 252.212-7000).

v. Required Statement Regarding Expiration Date of Proposal: A statement shall be provided that the proposal and prices will remain in effect for 90 days after solicitation closing date. Include this statement on the cover letter or last page of pricing schedule.

vi. Signed acknowledgement of any Amendment(s) issued against this solicitation (if applicable).

c. VOLUME III – PRICE PROPOSAL FOR INITIAL ORDERS

(1). The Offeror must complete the pricing schedule for the initial delivery order (Attachment 1, CLINs 0001, 0004, 0007, 0014, and 0016) and shall be quoted as firm fixed prices. Upon contract award, a delivery order will be issued to each awardee to meet the minimum order quantity requirement in accordance with FAR

16.504 (a)(1). Distribution of CLINs 0001, 0004, 0007, 0014, and 0016 quantities will be based upon the unit prices offered. Initial delivery orders among awardees may not be identical in quantity or amounts, and these differences shall not constitute grounds for a protest.
