About this file
This addendum to a solicitation provides evaluation criteria for a waste and PII disposal services contract for the Air Force Drug Testing Laboratory. The government will award a firm-fixed price contract using the LPTA source selection process to evaluate technical capability on an acceptable/unacceptable basis and price reasonableness. The contractor must properly dispose of medical waste, used sample collection bottles containing PII and urine according to all laws and regulations by supplying disposal containers, performing weekly pickups, and providing disposal certification. The contractor must also destroy all data on discarded bottles and properly destroy bottles. The solicitation seeks these services for one base year with no option periods and has a NAICS code of 562219 with a $41.5 million size standard.

ADDENDUM TO 52.212-2
1. The Government will award a contract resulting from this combined synopsis/solicitation to the responsible Offeror whose offer conforms to the solicitation and attached Performance Work Statement (PWS) utilizing the Lowest Price Technically Acceptable (LPTA) Source Selection technique. This technique requires two (2) factors to be evaluated: Technical Capability and Price. Both factors are considered equal. Evaluation may be made with or without discussions with the Offeror(s). The Government technical evaluation team will evaluate the technical proposals on an acceptable/unacceptable basis, assigning ratings of Acceptable or Unacceptable.
Only those offers determined to be technically acceptable, either initially or as a result of discussion, will be considered for an award.
a. Factor 1. Technical Capability (Part I: Technical - no more than 5 pages addressing technical capabilities)
(1) Technical Capability Proposals will be given a rating of Acceptable or Unacceptable
DETERMINATION DEFINITION
Acceptable ALL of the minimum acceptable criteria are clearly met by the proposal. The Offeror’s proposal meets the performance and technical capability requirements defined in the PWS.
Unacceptable Not ALL of the minimum acceptable criteria are met by the proposal.
An unacceptable proposal contains one or more deficiencies. The proposal fails to meet specified minimum performance and technical capability requirements defined in the PWS.
(2) A technically acceptable proposal shall have a sound technical approach that:
(a) meets all PWS requirements;
(b) demonstrates technologies used in the approach are viable, procurable and producible;
(c) proposal has an approach that allows flexibility to incorporate new technologies without a major revamp of the requirement;
(d) has a sound risk mitigation approach for all identified technical risks; and
(e) provides an effective approach to manage and minimize schedule and personnel disruptions.
(3) Technical Capability Evaluation Factors
(a) Subfactor 1. Provide supplies for the disposal of waste IAW the PWS.
The proposal must clearly state how the Offeror will provide the required supplies to dispose of waste in an appropriate manner (as described in paragraphs 3.1.2)
(b) Subfactor 2. Remove discarded sample collection bottles IAW the PWS.
ADDENDUM TO 52.212-2
END ADDENDUM to 52.212-2 Page 2 of 2
The proposal must clearly state how waste will be properly removed from the premises within the designated timeframes (as described in paragraphs 3.1.3)
(c) Subfactor 3. Properly and sufficiently destroy all data on discarded sample collection bottles IAW the PWS.
The proposal must include a plan to ensure Privacy Act (PA) and Personal
Identifiable Information (PII) data is disposed of IAW local, federal, and other laws and provide evidence thereof (as described in paragraphs 3.1.6, 3.1.7, 3.1.8, and 3.1.9)
(d) Subfactor 4. Properly and sufficiently destroy all urine and sample collection bottles IAW the PWS.
The proposal must include a clear process explaining how urine and containers will be disposed of IAW local, federal, and other laws in addition to providing evidence and certification of the disposition of both (as described in paragraphs 3.1.10)
b. Factor 2. Price (Part II: Price Proposal)
(1) The price evaluation will document the reasonableness and affordability of the proposed total price based upon a comparison of the Offeror’s price to the Independent Government Estimate. When two or more technically acceptable offers are received (competition) and the lowest price is selected, the price of the lowest Offeror can be concluded to be fair and reasonable. A price that is very low will be verified to assure that the Offeror understands what is being asked for and has made no errors.
(2) In accordance with FAR 15.403-1(b) and FAR 15.403-3(a), information other than pricing data may be required to support price reasonableness or realism in the absence of competition. Information shall be provided in accordance with FAR 15.403-5. If, after receipt of proposals, the contracting officer determines that there is insufficient information available to determine price reasonableness and none of the exceptions in FAR 15.403-1 apply, the Offeror shall be required to submit informal pricing data.
