This is not a solicitation, and the Government is not obligated to award a contract based on the responses received.

Sources Sought Synopsis: Advancing Artificial Intelligence Multiple Award Contract Notice ID Number: FA8003-24-R-0014 Posted Date: 4 September 2024 Response Date: 9 October 2024

INTRODUCTION

This is a Sources Sought synopsis in support of the Department of Defense (DoD) Chief Digital and Artificial Intelligence Office (CDAO) Advana program.

The purpose of this Sources Sought synopsis is to identify and determine qualified sources who can help the CDAO build a competitive, adaptive, and responsive ecosystem of digital products and services providers around the largest DoD data, analytics, and artificial intelligence (AI) platform, Advana.

The Government requests that all interested parties review and respond to this notice with the information it needs to further its acquisition planning activities. The Government is interested in all types of sources and all types of small businesses, to include 8(a), Service-Disabled Veteran-Owned, HUB-Zone, Woman-Owned, and other small business concerns.

PROGRAM NEEDS

The CDAO is the lead organization responsible for accelerating DoD’s adoption of data, analytics, and AI to generate decision advantage, from the boardroom to the battlefield. In doing so, the CDAO centrally provides and manages Advana, a DoD-wide, multi-domain data, analytics, and AI platform that, as of August 2024, provides over 100K DoD military and civilian decision makers, analysts, and builders with enterprise data, tools, and capabilities—all in a scalable, reliable, and secure environment.

The Advana platform hosts curated analytics applications in several DoD business domains, to include logistics, people and health, intelligence and security, readiness and global force management, etc.; it provides market-leading, self-service tools to perform data exploration, model development, data visualization, and other analysis activities; and it provides both users and builders on-demand data, analytics, and AI capabilities via a DoD-wide platform.

As the CDAO looks to scale adoption of Advana’s enterprise data management, analytics, and AI capabilities, while continually building and fielding strong, foundational capabilities through its DoD-wide platform, it is searching for proven digital technologists who can continually deliver high-impact products and/or services in some or all of the following Focus Areas:

COMPANY INFORMATION AND FEEDBACK

Interested parties who feel they possess the necessary capabilities should respond by e-mailing their Capabilities Statement (8 ½ X 11, 10pt minimum font)—inclusive of a one-page Cover Sheet with company point of contact information, an up to 10-page Summary of Capabilities, and one-page, optional Acquisition Strategy Feedback addendum—to richard.wahidi@us.af.mil, nicholas.kimmey@us.af.mil, and bryana.gentry@us.af.mil by 12PM Eastern on Wednesday, October 9, 2024.

1. Cover Sheet Must Include:

· Who/Where are you? List your company name, Unique Entity Identifier (UEI) number, location(s), and current number of employees.

· Most applicable Focus Area(s).

· Primary NAICS codes.

· Are you a small business under any of your primary NAICS codes? If so, what type?

2. Summary of Capabilities should specifically answer all the following questions:

· What digital capability/capabilities do you provide, and what problem(s) does your company aim to solve in doing so?

· Which Ability To statements under SOW paragraph 2.3 can your company demonstrate prior experience in? Which Focus Area(s) does your company’s prior experience link to?

· What expertise does your company have in developing solutions in Government cloud environments?

· To successfully meet the requirements in the SOW, would you require major subcontractor(s) and/or teaming partner(s)? Note: A major subcontractor and/or teaming partner is defined is defined as one which is expected to perform 20% or more of the work on a given contract/order.

· What experience does your company have supporting federal Government agencies as a prime contractor?

· What experience does your company have supporting DoD agencies as a prime contractor?

· What is the highest Facility Clearance Level (e.g., Secret, Top Secret) your company has held?

· What experience does your company have with the DoD Risk Management Framework?

· To what extent can your company support work outside the continental U.S.?

3. Acquisition Strategy Feedback Addendum (Optional) is encouraged to address:

· What aspects of the SOW are unclear and/or need potential clarification?

· What is the most appropriate NAICS code for this acquisition?

· If you have participated in a competitive procurement for digital technology, what practices do you recommend adopting? What practices do you recommend not adopting?

· If the Government proceeded to solicit technical proposals for an unpriced, multiple- award, indefinite-delivery, indefinite quantity contract that allows for decentralized DoD ordering, would you participate? Why or why not?

· What recommendations do you have to help in establishing a streamlined, flexible procurement process for future orders?

· This Sources Sought synopsis is issued for information and planning purposes only. This is not a solicitation, and Government may or may not award a contract as a result of this Sources Sought synopsis.

· The Government is neither committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought synopsis.

· Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly.
