Is a cross-reference matrix required for all volumes? In which section should it be included? (It is not listed in the requirements for each volume.)
L.C.1.4 The Government states, “Call-outs may be single-spaced.” Are the paragraphs also to be single-spaced?

L.C.2.3.4 The Government states, “2.3.4. Offeror shall provide all Teaming
Arrangements and Letters of Intent for Team Members to receive credit for performing as a team.” What does the Government mean by letter of intent? What is required outside of the teaming agreement to meet this requirement?
L.C.2.5 Are offerors required to remit the representations and certifications, including all required fill-ins, in the clauses included in the solicitation attachment? If so, are they to be included in this section?
L.C.2.5.2 The Government states, “2.5.2. Company/Division Address, Identifying
Codes, and Applicable Designations: provide Company or division’s street address, county and facility code; CAGE code; DUNS code; TIN;
and labor surplus area designation.” Would the Government like us to include the Unique Entity Identifier instead of the DUNS number?
L.C.3 To confirm, a technical approach to meeting every Performance Work
Statement task is not required. We are only required to address mobilization and recruiting, hiring, and retention-related tasks. Is that correct?
L.C.2.5.4 The Government states, “List all locations where work is to be performed and indicate whether such facility is a division, affiliate, or subcontractor, and the percentage of work to be performed at each location.” To confirm, all work will be performed on the government site.
Is that correct?
L.C.3.3.2.4 The Government states, “Provided the offeror’s methodology that demonstrates an effective process to verify and validate qualifications against PWS requirements to ensure the submission of complete and accurate resumes and qualification packages for its workforce prior to the start of performance…” Please confirm that resumes are NOT required with proposal submission but rather prior to the start of performance as indicated.
L.C.4.4 The Government states, “Offerors, including teaming partners or subcontractors proposed to perform 20% or more, shall submit a copy of their CPARs for their recent and relevant contracts submitted in paragraph 4.2 above.” What if we do not have a CPARS report for a past performance reference we are citing?
L.C.4.4.1 The Government states, “If adverse performance information exists (i.e.
Marginal or Unsatisfactory ratings), then the offeror shall submit with its proposal a response to the adverse performance review.” Is this requirement in reference to the three past performance references featured?

M.5.8.5 The Government states in order to receive a Very Relevant rating, the offeror must have “recruited, qualified, managed, and retained of 25 or more full time equivalent (FTE) positions.” The majority of role player contracts are episodic, short-duration efforts. By stating the past performances must be for FTEs, the Government is severely limiting competition. Will the Government consider revising the past performance evaluation criteria?

Will the government please clarify the travel portion of this effort in respect to reimbursement and price submission for travel.
Does the contractor in the pricing template need to estimate travel costs or will the government provide a plug travel number for the CLIN?
Will the travel CLIN be cost reimbursable or a fixed rate? If a fixed rate will the government, please provide the number of times per month that travel is required between the different locations and the number of personnel required to travel. Without that estimate there is no way to estimate or price travel requirements.
PWS section 2.5 states “Travel will be local to Fort Bliss and Hollman” however these two locations are 90mi/90min away from each other and are not local travel.
In the CDRL A0001 it states “Summary of Travel expenses incurred required in monthly status report” is this for a travel reimbursement?
Pricing Template has a CLIN for Travel but no quantifiable structure.

Para. 2.5 indicates "Travel Requirements: Not required. There is no long-distance travel requirements". However, para. 3.1.6. states "The contractors shall provide personnel that can operate in all-weather environments that are associated in El Paso, Texas and/to from
Alamogordo, New Mexico, while operating within all facilities, grounds and infrastructure associated or assigned to DD."
The distance between Ft. Bliss and Alamogordo is between 89 and 112 miles which would not be considered local travel. Will the government clarify what they consider local travel and/or if any travel authorizations will be considered?

Vehicle Weight Rating (GVWR) / State of Texas--Class B CDL: Bus seating capacity of 24 passengers or more with 26,001 pounds GVWR.
The Government shall provide training to meet the requirements for Air
Force Bus fleet and GSA Bus Fleet requirements in accordance to Fort
Bliss Policy for transportation outside of Fort Bliss. This includes the transit of students during inbound and outbound for pick up and drop off students at El Paso International Airport (EPIA) or at Fort Bliss, Biggs Army Airfield, Arrival Departure Airfield Control Group
(ADACG) IAW Defense Travel Regulations (DTR) or as provided by
USTRANSCOM. Some DD training transport of students shall be required to and from training areas during field training exercises.
QUESTION: Can the government clarify that the transportation duties of the students from/to the exercise locations is part of the OPFOR Role
Players duties? Does the government require a position that is specific to the transportation of the students?

Commented [HOJTUA7E70]: It is the contractors responsibility to manage their employees number of hours worked per day. There will NOT be an overtime CLIN for this contract. Employees can be changed out during the day to prevent overtime.
