This document provides questions and answers regarding Amendment 001 to solicitation number FA800322Q0002 for OCONUS Working Dog. The solicitation is issued by the Department of the Air Force Materiel Command Installation and Mission Support Center Installation Contracting Agency as a Request for Quotation for working dogs to support the Department of Defense working dog program's mission of providing trained working dogs for patrol, drug and explosive detection, and specialized mission functions for the DoD and other government agencies. One question asks if a vendor from Peru could offer working dogs to the U.S. government, to which the response indicates inability to purchase directly from Peru according to relevant regulations. Another question asks if a vendor without past performance could be eligible, to which the response is that a lack of past performance would be evaluated as acceptable and not as a favorable or unfavorable factor.

FA800322Q0002 Amendment 001 Questions and Answers
My country, Peru, would be considered to offer working dogs to the United States Government?
Thank you for your interest, but we unable to purchase dogs whelped in Peru per The Buy American Act. DFARS 225.003 explains further that we are unable to purchase directly from Peru as it is not on the list of qualified countries in the requirements of section 36 of the Arms Export Control Act (22 U.S.C. 2776) and 10 U.S.C. 2457.
If I do not have any previous experience selling products or services to the American government, could I be eligible as a vendor of working dogs?
A lack of Past Performance will not be evaluated favorably or unfavorably and will therefore be evaluated as Acceptable.
