This request for proposal solicits proposals for a single award indefinite delivery indefinite quantity contract to supply approximately 8,100 standardized ballistic helmets per year over three years to Air Force Security Forces Squadrons located in the continental United States and overseas. The solicitation sets aside this procurement entirely for small businesses with less than 750 employees involved in surgical appliance and supplies manufacturing. Proposals are due by August 29, 2019.

The Air Force will use the tradeoff source selection process between technical and price factors to make an award decision. Technical capability, which includes technical acceptability and capability subfactors, is significantly more important than price. The subfactors are equal in importance, and any tradeoff will occur between the second technical subfactor and price. The solicitation does not obligate the government to make an award.
