The Air Force Security Forces Center is seeking a firm-fixed-price single award indefinite delivery indefinite quantity contract over three years to supply approximately 8,100 ballistic helmets per year to Security Forces Squadrons in the contiguous United States and outside the contiguous United States. This is a 100% small business set-aside requiring the size standard of 750 employees in Surgical Appliance and Supplies Manufacturing. Proposals are due by August 29, 2019 and the tradeoff process will be used to evaluate technical capability and price factors, with technical being significantly more important. Technical questions are due by August 21 and answers will be posted. This notice does not obligate funds and the government may cancel at any time without liability.

FA8003-19-R-A007 Next Gen Ballistic Helmets RFP Attachment 1: Salient Characteristics
The Standardized Security Forces Ballistic Helmet shall:
1. Meet or exceed National Institute of Justice (NIJ) Level IIIA ballistic protection in accordance with
(IAW) National US Times Dataset (NUSTD) 0106.01/0108.01
2. Meet or exceed current Advanced Combat Helmet (ACH) Blunt Impact Protection requirements while providing center channel communication headband clearance
3. Fit head sizes 52-63cm with shell sizes and adjustable padding to accommodate the sizing spectrum
4. Fall between the ACH mid-cut and high-cut surface area and have a high-cut ear area in order to accommodate tactical headsets and other accessories (see item #5 below)
5. Accommodate the following accessories:
a. AN/PVS-7B: 5855-01-228-0937
b. AN/PVS-7D: 5855-01-422-5413
c. AN/PVS-14: 5855-01-423-0524
d. AN/PVS-31A: 5855-01-618-8462
e. AN/PSQ-20: 5855-01-534-6449
f. NVG Bracket Mount: 5340-01-509-1467
g. Streamlight Sidewinder Flashlight: 6230-01-571-1311
h. SureFire HLM-01-TN
i. Princeton Tech Switch MPLS LED Task Light
j. Liberator V Advanced Dual Communications Headsets
k. M-50 Gas Mask: 4240-01-512-4437
6. Feature a dial retention system and a single action quick release capability utilizing high strength materials that are resistant to weather and perspiration degradation
a. The retention system must be boltless (i.e. not have its own bolts) in order to reduce the size and quantity of holes in the ballistic shell
b. The chinstrap must have locking mechanisms to secure straps and prevent slippage
7. Include accessory rail connector system with slots for custom mounting and compatibility with accessories using the Picatinny system
8. Be between 1.5 lbs and 3 lbs before and after installation of shroud, accessory rail, impact liner, and retention system
9. Be in the color Coyote Brown or Tan with helmet covers available in Tactical Black and Operational
Camouflage Pattern (OCP) (Note: The helmet cover must fit over the helmet)
10. Be fully compliant with the Berry Amendment
11. Be listed on the United States Air Force (USAF) Approved for Use List (AUL) as required by Air
Force Instruction (AFI) 11-410, Personnel Parachute Operations, paras. 4.3.1 and 4.4.1
