Targets II 5 May 2022

COMBINED SYNOPSIS/SOLICIATION ‘COMBO’:

TARGETS II

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, and in accordance with the guidance provided at FAR Subpart 13.5 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This solicitation is issued as a Request for Quotation (RFQ) FA800322R0201.

The solicitation document and incorporated provisions and clauses are those in effect through

Federal Acquisition Circular (FAC) 2022-04 published in January 30, 2022.

This is a small business set-aside. The associated North American Industrial Classification

System (NAICS) code for this procurement is 323111 with a small business size standard of 750

Employees.

The Pricing Schedule is incorporated as Attachment 1. Offerors shall complete Attachment 1 in its entirety and return with any other documentation/data as required by this Combo.

The government intends to award a firm-fixed price contract for the following:

Qualification Targets: Military E-Type Silhouette Qualification Targets in accordance with the attached salient characteristics (Attachment 2). Requesting 3 types of Air Force specific targets:

Pistol Air Force Qualification Course (AFQC) Practice target, the Pistol AFQC Evaluation target, and a Rifle/Carbine target. Packaged in boxes of 500.

FAR 52.212-1 Instructions to Offerors -- Commercial Items (Nov 2021) is hereby incorporated by reference, with the same force and effect as if it were given in full text. The following have been tailored to this procurement and are hereby added via addenda:

1. To assure timely and equitable evaluation of the proposal, the offeror must follow the instructions contained herein. The proposal must be complete, self-sufficient, and respond directly to the requirements of this solicitation.

2. Specific Instructions: The complete proposal shall consist of three (3) separate parts: Part I –

Technical Acceptability, Part II – Price Proposal, Part III – Reps and Certs Part IV. The page limit includes coversheets and any extraneous documents if the contractor believes will improve their proposal. Related documents of a Part shall be combined as one document. The Parts must be labeled respective to the information contained within. Small business and certifications/representations and other requested information in this solicitation do not count towards the page limit. At the Contracting Officers discretion, any other documents over the page limit or not labeled with a Part number will not be evaluated.

a. Proposal documents shall be at minimum the following:

a. PART 1- TECHNICAL CAPABILITY - Submit one (1) copy of technical capability narrative, limit to 10 pages.

b. PART 2- PRICE – Submit one (1) copy of price schedule any additional documentation is limited to 10 pages.

c. PART 3 – REPS AND CERTS - A copy of this document with filled out clauses and applicable fill-ins. This does not count towards proposal pages.

Only the certification and representations will be reviewed for completion.

b. Only email proposals to the POC’s below will be accepted.

c. Send email correspondence to both CO TSgt Jonathan Davidson

d. Contractor shall use the following subject line format for correspondence with the CO and CS;

Subject: FA800322R0201 Targets II [Company name] – [Reason for email]

e. Proposals are due on Thursday, 19 May 2022.

f. Questions are due on Thursday, 12 May 2022.

3. Award will be made to the offeror whose offer is conforming to the solicitation and is determined to be the best value to the Government.

Additional Information:

a. IAW FAR 52.251-1 Government Supply Sources use of government sources is permitted on this contract.

b. Contractor shall fill out below information and return pages one and two of this

Combo with signature. Contractor must also acknowledge any future solicitation modifications.

c. Contractors must be registered in System for Award Management (SAM):

https://www.sam.gov/portal/public/SAM at time of award. Any responsible source may submit a complete quote in response to this solicitation, which shall be considered before RFQ submission deadline. Failure to register in SAM, or having active exclusions, will make the contractor INELIGIBLE for award.

Technical Acceptability, at a minimum, is defined as meeting all of the criteria listed in

Attachment 2 (Targets II Salient Characteristics 15 April 22). Price and technical acceptability will be considered. The Government intends to evaluate offers and award without discussion, but reserves the right to conduct discussions. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.

Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(i) technical capability of the service offered to meet the Government requirement;

(ii) price;

Technical capability is more important than price if the technical ability provides a higher quality of performance. The lowest priced offer will be evaluated for technical acceptability and price.

If found technically unacceptable the government will evaluate the next lowest offer for technical acceptability until award can be made to the lowest priced technically acceptable offeror. Past Performance will not be evaluated. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

This will be a lowest price technically acceptable purchase. Technical acceptability – at a minimum – will consist of meeting all characteristics, including those above and all items listed in Attachment 2.

This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer. FAR 52.323-36 Payment by Third Party (May 2014)

(a) General.

(1) Except as provided in paragraph (a)(2) of this clause, the Contractor agrees to accept payments due under this contract, through payment by a third party in lieu of payment directly from the Government, in accordance with the terms of this clause. The third party and, if applicable, the particular Governmentwide commercial purchase card to be used are identified elsewhere in this contract.

(2) The Governmentwide commercial purchase card is not authorized as a method of payment during any period the System for Award Management (SAM) indicates that the Contractor has delinquent debt that is subject to collection under the Treasury Offset Program

(TOP). Information on TOP is available at http://fms.treas.gov/debt/index.html. If the SAM subsequently indicates that the Contractor no longer has delinquent debt, the Contractor may request the Contracting Officer to authorize payment by Governmentwide commercial purchase card.

(b) Contractor payment request.

(1) Except as provided in paragraph (b)(2) of this clause, the Contractor shall make payment requests through a charge to the Government account with the third party, at the time and for the amount due in accordance with those clauses of this contract that authorize the Contractor to submit invoices, contract financing requests, other payment requests, or as provided in other clauses providing for payment to the Contractor.

(2) When the Contracting Officer has notified the Contractor that the Governmentwide commercial purchase card is no longer an authorized method of payment, the Contractor shall http://www.acquistion.gov/far/ http://fms.treas.gov/debt/index.html make such payment requests in accordance with instructions provided by the Contracting Officer during the period when the purchase card is not authorized.

(c) Payment. The Contractor and the third party shall agree that payments due under this contract shall be made upon submittal of payment requests to the third party in accordance with the terms and conditions of an agreement between the Contractor, the Contractor’s financial agent (if any), and the third party and its agents (if any). No payment shall be due the Contractor until such agreement is made. Payments made or due by the third party under this clause are not payments made by the Government and are not subject to the Prompt Payment Act or any implementation thereof in this contract.

(d) Documentation. Documentation of each charge against the Government’s account shall be provided to the Contracting Officer upon request.

(e) Assignment of claims. Notwithstanding any other provision of this contract, if any payment is made under this clause, then no payment under this contract shall be assigned under the provisions of the assignment of claims terms of this contract or the Assignment of Claims

Act of1940 ( 31 U.S.C.3727, 41 U.S.C.6305).

(f) Other payment terms. The other payment terms of this contract shall govern the content and submission of payment requests. If any clause requires information or documents in or with the payment request, that is not provided in the third party agreement referenced in paragraph (c) of this clause, the Contractor shall obtain instructions from the Contracting Officer before submitting such a payment request.

FAR 52.251-1 Government Supply Sources

The Contracting Officer may issue the Contractor an authorization to use Government supply sources in the performance of this contract. Title to all property acquired by the Contractor under such an authorization shall vest in the Government unless otherwise specified in the contract.

The provisions of the clause at FAR 52.245-1, Government Property, apply to all property acquired under such authorization.
