About this file

This is a Questions and Answers document from a USAF site visit regarding the restoration of an audio-visual system in Dickens Hall.

The Government seeks to restore a non-functional A/V system that was installed in 2021 and has been out of commission since an unspecified electrical event (possibly 2024). The system must be restored to 100% functionality consistent with its original capabilities, including local video monitoring, recording, and high-quality web-streaming for livestreaming performances, video-teleconferencing, and briefings. The Government will provide existing system files (Crestron control system source files, Biamp Tesira DSP configuration) and administrator credentials if available, though the Government is unsure of complete file possession. Original files should remain on the system as installed. The 30-day calendar-day performance period does not continue while awaiting Civil Engineering or Government approvals. Final acceptance requires successfully powering on the system and fully demonstrating all intended operational capabilities. The underlying facility electrical/power issue has not been corrected.

Specific existing components must be retained and tested for integration, including the Digital Projection M-Vision 18K Projector with 0.9–1.2:1 lens, eight JBL SRX812 speakers, two JBL SRX818S subwoofers, two Crown 4-channel amplifiers, existing Shure handheld microphones, two Lumens PTZ cameras with controller, and existing Crestron touch panels. The existing 175-inch by 150-inch motorized projection screen requires complete replacement as it has degraded past useful life. The contractor may provide current manufacturer-supported equivalent components if existing items are failed or discontinued, provided required functionality is maintained. The one-year warranty applies only to newly supplied equipment and contractor-performed work, not retained Government-owned legacy equipment. The Buy American Act applies to this requirement. No documentation such as line diagrams or floor plans is available, and no equipment can be confirmed as fully functional beyond visual inspection.

USAF HG Dickens Hall A/V System Site Visit Questions

1. Does the Government possess the current Crestron control system source/project files, including processor code and touchscreen project files, and will those files be provided to the awardee?

-The Government is unsure of our possession of the files; however, the system has not been touched since it went out of commission. All files and projects should remain on the system exactly as they were when it was installed.

2. Does the Government possess the current Biamp Tesira DSP configuration/project file, and will that be provided to the awardee?

-The Government is unsure of the specific Biamp Tesira DSP configuration, but as mentioned above, all original files should still be on the system.

3. Will the Government provide all available administrator credentials, passwords, IP information, and device-access information associated with the installed A/V and control system?

-Yes, the Government will provide this information if we have it available.

4. For purposes of the PWS requirement to restore the system to 100% functionality consistent with the current equipment's capabilities, what specific A/V functions were operational immediately prior to the reported electrical event and are expected to be restored?

-The expectation is for the system to be fully functional again. Since the issue occurred, the Government has not been touching it or doing anything with it.

5. Can the Government identify the date and nature of the electrical event, the components known or suspected to have been affected, and whether the underlying facility electrical/power issue has been corrected?

This happened a while back, so the exact date is unknown. The underlying facility electrical/power issue has not been corrected/fixed since then.

6. If diagnostics determine that the installed system can be restored through controlled power cycling, hard reset, configuration, or Crestron reprogramming without replacing major hardware, will that satisfy the repair/restoration requirement provided the system passes final acceptance testing?

Yes, this will satisfy the requirement as long as the system is fully functional again.

7. If any existing component is determined to be failed, discontinued, or unavailable, may the contractor provide a current manufacturer supported equivalent or successor model that maintains the required system functionality?

Yes. Like items are acceptable as long as they meet the required system functionality.

8. What specific functional tests and demonstrations will constitute final Government acceptance of the restored A/V system?

Final acceptance will be based on successfully powering on the system and fully demonstrating that it meets all the intended operational capabilities and functions of the equipment.

9. Regarding the existing motorized projection screen, does the Government require replacement of the complete screen assembly, or is repair/restoration of the existing motor/control system acceptable if it can be returned to full functionality?

Complete replacement is required. The PWS states the physical projector screen has "degraded past its useful life" and directs the contractor to "Provide and install a new physical projector screen to replace the current failing screen."

10. If the replacement equipment requires Civil Engineering or other Government approval, does the 30-day calendar-day performance period continue while the contractor is awaiting that approval?

No.

11. Please confirm that the required one-year warranty applies to newly supplied equipment and contractor performed repair, programming, configuration, and installation work, and does not require the contractor to warranty unrelated retained Government owned legacy equipment.

Confirmed. Section 4.0 of the PWS explicitly states: "The Contractor shall provide a minimum one (1) year warranty on all newly provided hardware and installation labor."

12. What is the primary purpose of the cameras?

1. Recording (Please confirm desired and/or required recording medium such as hard drive, USB, CD)

2. Live feed on projection screen

3. Streaming (Please indicate the desired streaming platform)

Based on the original 2021 Contract (FA706021P0015) and current MRR, the primary purpose is "local video monitoring, recording, and high-quality web-streaming" for "livestreaming performances, video-teleconferencing and general briefing needs." *(Note: Specific recording medium and streaming platform preferences still need to be confirmed).*

13. Is the display opposite the projector part of the scope of this RFP? (TV screen on the back wall)

No, the TV screen on the back wall behind the blue curtains is not a part of the scope of this project.

14. When was the system originally installed?

The original contract (FA706021P0015) was awarded in August 2021, with a delivery and installation requirement of February 2022. The Market Research Report (MRR) confirms: "The current A/V system in Dickens Hall was installed in 2021."

15. When was the last known time the system was known to work?

We are not entirely sure, possibly sometime in 2024.

16. Is there any documentation such as line diagrams, floor plans, or reflected ceiling plans that can be provided on the existing system and space?

None.

17. Besides the visual inspection conducted during the site walk, can any equipment be confirmed as fully functional?

No.

18. Are there any Trade Agreements Act, Buy American Act, or Build American, Buy America Act requirements for this RFP?

The Buy American Act will apply to this requirement but not the other two.

19. Would you like us to consider replacement of the complete AV system, or at minimum the primary AV electronics, so the upgraded system would be covered under new manufacturer warranties?

No. The Government intends to retain and integrate specific existing components rather than executing a complete system replacement.

20. If a complete system replacement is not desired, are there specific existing components you would like to retain and integrate with the new system?

Examples include:

1. Ceiling-mounted speakers

2. Rolling/mobile speaker array

3. Lecterns

4. Control desk

5. Equipment rack

6. Other existing AV equipment or infrastructure

Yes. The following items are to be retained and/or tested for integration:

* Existing Digital Projection M-Vision 18K Projector and 0.9–1.2:1 Lens (to be tested)

* 8x JBL SRX812 speakers and 2x JBL SRX818S subwoofers

* 2x Crown 4-channel amplifiers

* Existing Shure handheld microphones

* 2x Existing Lumens PTZ cameras and controller

* Existing Crestron touch panels

21. When the existing system was fully operational, were there any performance issues, limitations, or operational pain points that you would like addressed as part of the upgrade?

1. Was the brightness of the existing 18,000-lumen projector adequate for the room and typical lighting conditions?

2. Did the existing camera locations and viewing angles provide adequate coverage for the room configuration and typical events?

3. Was the existing microphone coverage and speech pickup satisfactory?

4. Were there any other audio, video, control, or operational issues that should be improved with the new system?

Yes, it was all good. The previous capabilities, including projector brightness, camera coverage/angles, and microphone speech pickup, were all adequate and satisfactory.

There are no specific operational pain points that need to be addressed.

22. What is the width of the existing projection screen?

175-inch wide by 150-inch tall projector screen.
