Questions and Answers
Question: Who is the incumbent contractor and what is the award price on the current contract?
Response: Historical Government award information can be retrieved from www.fpds.gov.
Question: Please provide the current AFM contract number.
Response: The current AFM BOS contract was awarded under FA2860-17-C-0016. For future award information above the simplified acquisition threshold, please visit www.SAM.gov to view published Award Notice(s).
Question: Is there a collective Bargaining Agreement?
Response: A Collective Bargaining Agreement is available on www.SAM.gov for cleaning service.
Question: Is there an office space for the contractor?
Response: No formal office space will be provided. An area with desk and paper file storage will be available for contractor use. Network and/or phone connection is not available in the work area.
Question: Is there storage for supplies?
Response: Yes, storage for supplies will be available.
Question: How many toilets, sinks and towel dispensers will require service?
Response: There are five (5) toilets, two (2) urinals, seven (7) sinks and four (4) towel dispensers which require service.
Question: Who owns the dispensers? What type dispensers?
Response: The Government owns three (3) tri-fold type dispensers.
Question: How many walk-off mats require cleaning? Does the Government own the mats?
Response: There are three (3) Government owned mats which require cleaning.
Question: What is the location of trash dumpster(s)?
Response: The trash dumpster(s) is located at the end of main entrance drive in the circle.
Question: Does the AFM BOS effort include snow removal for entrances or sidewalks?
Response: No, the AFM BOS does not include snow removal for entrances or sidewalks.
Question: Who does the elevator maintenance?
Response: There are no elevators on property.
Question: Who changes the Heating Ventilation and Air Conditioning (HVAC) filters?
Response: The successful AFM BOS contractor will be responsible for changing HVAC filters.

Question: Does high dusting include pipes and diffusers?
Response: Yes, high dusting includes pipes and diffusers. The maximum interior ceiling height is
119 inches.
Question: Does exterior include window washing? Can the exterior be cleaned from the ground level or are the windows accessible inside for cleaning?
Response: Yes, the exterior includes window washing. Windows can be cleaned from ground level.
Question: Is a list of the equipment to be maintained available? What is the age of the equipment?
Response: A detailed list of equipment is not available currently. A list of equipment will be made available soon. The Air Force Memorial was commissioned in 2006. Most equipment is original from 2006 with the exception of: one (1) of the two (2) rooftop 3/5 pound air conditioning (A/C) and heat pump units that were replaced two (2) years ago. In addition, the entrance gatehouse rooftop unit was installed approximately four (4) years ago.
Question: Will the Government provide the successful contractor a phone or radio?
Response: No, the Government will not provide a phone or radio to the successful contractor.
Question: What is the current number of personnel working the existing AFM BOS contract?
Response: Currently six (6) personnel which includes two (2) gate staff, three (3) custodial staff and
(1) skilled maintenance / electrical.
Question: How many special events are estimated to occur annually?
Response: The Government estimates 150 events in 2023. Please note, this is an estimate.
Question: Is there any Government Furnished Property or Government Furnished Equipment?
Response: At this time, the Government does not foresee providing Government Furnished Property or Government Furnished Equipment.
Question: What billable materials are currently in use on the existing contract?
Response: Lighting, custodial / cleaning, and plumbing supplies are provided on the existing contract. Additional items used for facilities maintenance may also be provide.
Question: What automated systems are used for service calls and maintenance logs?
Response: There is not an automated systems for service calls and maintenance logs.
Question: Are any special permits or licenses required in order to execute this contract?
Response: There are no current special permits or licenses requirement to execute the AFM BOS contract.
Question: Can a list of “as – built” drawing and warranties be provided?
Response: The Government is unable to provide a list of accurate “as – built” drawings.
Question: Will past performance as a prime or subcontractor be considered?
Response: All relevant Government past performance will be evaluated.

Question: As stated in the synopsis, what is meant by “An offeror without a record of relevant performance will not be evaluated favorably or unfavorably”?
Response: The lack of past performance does not impact offeror(s) positively or negatively during the evaluation process. It is deemed a neutral rating.
Question: Is the Government looking for offerors to follow the outline provided in the Synopsis
Solicitation evaluation criteria or should they follow the Performance Work Statement
(PWS)?
Response: The Government anticipates offeror(s) will consider and follow all documents published as part of the combined Synopsis Solicitation.
Question: Does the Government anticipate offeror(s) respond to every requirement listed in the
PWS or can offerors provide an overarching solution that encompasses the PWS requirement?
Response: The Government expects offeror(s) to provide a complete proposal based on the requirement published as part of the combined Synopsis Solicitation.
Question: Will the Government accept Contractor Performance Assessment Reporting System
(CPARs) in lieu of Past Performance Questionnaire (PPQ) for evaluation of relevant past performance?
Response: As not to provide an unfair advantage to any offeror(s), the PPQ must be fully completed and submitted with the proposal.
Question: Does the Government have a projected value for the “Not to Exceed” (NTE) contract line-item numbers or are offeror(s) expected to provide these values?
Response: The Government will provide additional feedback to this question.
Question: Does the contractor need to price the preventive Maintenance for all various equipment types (water fountains, elevators, switch gear, generators, HVAC, plumbing, etc.)?
Response: Pricing should correspond with the attached pricing sheet.
Question: Are brand(s) and model number(s) available for equipment which will be serviced?
Response: No detailed list with this information is currently available, but Government can provide one in near future.
Question: What areas need custodial services?
Response: All areas must be kept clean and free of trash, debris, and dirt/dust.
Question: How many Full Time Equivalent (FTE) positions will be needed on this effort?
Response: Six (6) FTE will be required for this effort.

Question: What is the budget for paper products at the AFM?
Response: Paper products are provided by the contractor.
Question: What is the square footage of the facility?
Response: The AFM Service Building is 1,875 square feet. The AFM property is approximately three acres.
Question: What is the projected trash output at the AFM?
Response: Trash and debris totals are aligned with litter for any similarly sized public area.
Question: What grounds maintenance is required?
Response: Grounds maintenance is outside the scope of this effort and should not be considered as part of an offeror(s) proposal.
Question: How often do the AFM windows need to be cleaned?
Response: Windows are cleaned on an as needed to maintain a clean appearance.
Question: How often do carpets need to be washed?
Response: Carpets are washed annually with additional selective stain removal as needed.
Question: How often does the facility need a deep cleaning?
Response: Deep cleaning of the AFM Service Building is completed annually.
Question: What are the daily hours of operation for the manned guard shack?
Response: The guard shack is manned 0800 to 2000, seven (7) days per week except for Christmas
Day or weather emergencies as dictated by the Office of Personnel Management (OPM).
The OPM can dictate Government closure for Washington, DC Metropolitan Area as necessary.
Question: The Collective Bargaining Agreement does not provide the hourly pay for various positions. What will be needed to price the whole agreement?
Response: Each offeror(s) is to propose necessary pricing to complete the requirements provided in the PWS and associated attachments. The Collective Bargaining Agreement for cleaning service is provided.
Question: What are some pain points of the AFM?
Response: Receiving quotes from other companies for required work.
