SECTION I

DESCRIPTION OF SERVICES

General The Air Force Memorial (AFM) is a much needed and wanted remembrance of our many air force hero's throughout this nation’s exceptional history. This memorial gives honor to those men and women who have served fearlessly in this great military service. Not only does this air force remembrance endow veterans with a mental state which envelopes them with a sense of sublime calm, it also gives them a feeling of pride knowing that those who do not or cannot serve recognize their commitment and sacrifice. This remarkable monument also brings in much needed economic sustenance to the surrounding areas.

Scope The contractor shall furnish all personnel, labor, equipment, transportation, tools, materials, supplies, supervision, quality control, management and services necessary to perform facility operations maintenance, preventative maintenance, maintenance management and facility support services for the AFM in accordance with this Performance Work Statement (PWS). The contractor shall continually maintain all areas in a clean, neat and fully functioning manner. The contractor shall comply with all Federal, State and Local regulations in the performance of this PWS. As part of this fixed-price contract, the contractor shall provide all facility support services to include facility presence (guard booth) / visitor access control and monitoring services, custodial services, refuse services, preventative maintenance of all equipment, winterizing/de-winterizing, and daily lighting upkeep as well as pest control.

Background Dedicated on October 14, 2006, the AFM rises on a promontory overlooking the Pentagon and the Potomac River and is the Virginia gateway into the National Memorial Corridor.

SECTION II

Task Descriptions Task 1 - Facility Maintenance, Safety and Compliance The Contractor shall operate, maintain, and repair all infrastructure, structural, mechanical, electrical, plumbing, and utility systems installed at the AFM including heating, ventilation, air-conditioning equipment and systems, and air-handling/distribution equipment and systems (HVAC), domestic water equipment and systems, electrical equipment and indoor - outdoor lighting systems, generator, intrusion protection systems fire protection system, and portable fire extinguishers.

Task 2 – On-Site Personnel The on-site personnel shall perform a daily walk thru of complex, checking for equipment deficiencies, non-working lights, clogged toilets, leaking sinks, or any fixtures/equipment that is not functioning properly. The on-site personnel shall immediately repair deficiencies identified. If a deficiency cannot be repaired concurrently with inspection, the on-site personnel shall contact and provide the Contracting Officer’s Representative (COR) with a detailed explanation of the work required, and why a delay is required. The COR will then approve/disapprove the request for delayed repair. The on-site personnel shall have the authority to schedule approved repairs on behalf of the contractor as soon as possible or within the service call guidelines listed in paragraph 2.6 of this PWS.

2.2.1 Staffing. The contractor shall provide adequate staffing to perform the requirement of this contract.

2.2.2 On Site Manager (may be dual-hatted). The contractor shall designate a full-time, on-site representative and alternate in the contractor's absence, designated in writing to the contracting officer prior to the contract start date and updated as necessary. This representative and/or alternate shall be responsible for the performance of the work and have full authority to act for the contractor on all contract matters relating to daily operation of this contract. After normal duty hours, the representative or alternate shall be available within two (2) hours. The contractor shall provide the CO with contact information, which allows Government personnel to have immediate contact with contractor personnel during normal duty hours and other than normal duty hours. 2.2.3 Maintenance Mechanic (may be dual-hatted). Performs a variety of tasks involved in the up keep of buildings, grounds, and related structures, fixtures, and utilities. Mechanic shall have the knowledge, skills, and abilities to repair or replace lighting fixtures, ballast and lamps, repair or replace plumbing fixtures as needed, and basic carpentry and masonry repair.

2.2.4 Contractor Employees. At least one designated contractor key personnel, or their designated alternate, shall be physically present and able to respond to Government requests and inquiries at all times during hours of operation Task 3 – Lamp Replacement The contractor shall check exterior lighting daily to ensure proper function and repair fixture or replace lamps as needed. The contractor shall immediately replace non-operational lamps, and repair broken fixtures within the allotted service call time frame. The contractor shall install cool white lamps in all fixtures for interior lighting except for specialty lighting. The contractor shall reseal in ground lighting with a water tight sealant each time fixture is opened.

Task 4 - Preventive Maintenance (PM) Program The Contractor shall develop and implement a PM program for all systems and equipment, as well as a pest management program for the AFM complex. The contractor shall plan, schedule, and perform PM services on all equipment and systems in accordance with industry standards or manufacturer’s recommendations. The pest management programs shall meet and be certified in accordance with (IAW) all federal, state and local laws regarding chemical usage. Identified Deficiencies and all repairs during PM will be treated as a service call. Repairs shall be made at the time of discovery without prior approval when the accumulative value is under $400. Repairs over $400 may be approved verbally by the CO. The contractor shall provide a PM report to the COR within three (3) days upon the completion of any scheduled preventive maintenance. The report shall have a unique identification number and shall include the date work was accomplished, the work location, the equipment serviced, and a description of service performed, description of reimbursable parts, technician's name, company and job title. The report should also note equipment condition, deficiencies and recommendations for future or further maintenance. The records of inspections for the services listed in the Service Delivery Summary shall be kept and made available to the Government throughout the contract performance period. It must specify areas to be inspected on either scheduled or unscheduled basis, how often the inspections will be accomplished, the titles of the individuals who shall perform the inspection. The documentation shall be made available to the Government after contract completion until final settlement of any claims under this contract.

Task 5 - Pest and Animal Control The contractor shall provide, establish and maintain a safe, effective, and environmentally sound integrated pest management (IPM) program to prevent or control pests and disease vectors that may adversely affect the health of personnel or damaging structures, materiel, or property. The contractor shall employ methods to control pests to include, but not limited to: insects, rodents, birds, and domestic animals at all locations. The contractor shall inspect for, control and treat infestations including but not limited to, mosquitoes, wasps, fungi, termites, beetles, and ants. The contractor shall provide miscellaneous pest control to include the removal of dead or dying rodents or other small animals. The contractor shall implement a mosquito-monitoring program. Chemical application records complete with dates of application, EPA registration numbers, and current weather conditions must be filed on site and made available to COR, upon request.

Task 6 – Service Calls The Contractor shall respond and make corrections to deficiencies identified via contractor walk thru, or by request of the COR. Repairs shall be made immediately, if possible. If a deficiency cannot be repaired the on-site personnel shall contact the COR. If the COR approves the request for delayed work, a deadline will be set for the repair to be completed. The Contractor shall provide a single contact telephone number for service calls. The Contractor shall receive and respond to calls at this number 24 hours per day, seven days per week. A service call consists of all personnel, labor, equipment, transportation, tools, materials, supplies, supervision, quality control, management and other items and services necessary to provide the service call repairs IAW the PWS. It does not include travel time, or breaks taken while on the job site. Job site is defined as the actual repair/service work location.

Routine Service Calls shall be classified as routine when the work does not qualify as an emergency. Routine calls shall be considered as received by the Contractor at the time and date the call is made to the single point of contact, or discovered during on-site manager/technician walk thru. The Contractor shall respond to the work site, for all routine calls no later than the following business day upon required approval in accordance with threshold matrix in billable service calls.

Emergency Service Calls shall be classified as an emergency call when the work consists of correcting failures, which constitute an immediate danger to personnel or threaten to damage property. Emergency service call notification shall be considered as received by the Contractor at the time and date the call is made to the single point of contact or discovered during on-site manager/technician walk thru. The Contractor shall respond to the work site within two hours or less after receipt of an emergency service call. The Contractor shall work continuously without interruption and shall arrest the emergency condition before departing the job site.

Billable Service Call, The Contractor shall bill the Service Call Contract Line Item Number (CLIN), only for COR approved work time that extends beyond normal business hours (0800 to 2000 daily) of the full time trades personnel, or any time a COR approved specialized technicians is utilized. The COR will request a quote when the need for specialized services are necessary. The contractor shall quote the service call by estimated man hours, itemizing hours per labor category and reimbursable parts. Contractor shall immediately contact the COR at any point actual costs exceed those originally proposed. Upon completion, the contractor shall bill actual man hours performed and parts provided. The service call CLIN will include a pricing schedule for all fully burdened labor category hours. The billing for the actual hours of each labor category shall be added together for a total cost. The contractor shall annotate in the comment line below the CLIN in Wide Area Workflow (WAWF), the actual labor category breakout for hours billed. Service tickets are required for all billable service calls. Only service tickets which have been annotated by the COR or facility manager (FM) with the start time, completion time and the appointed COR's or FM's signature will be accepted for payment. Service ticket shall have a unique identification number and shall include the date work was issued, the work location (building, room, or distinct location), the equipment serviced, and a description of service performed, description of reimbursable parts, technician's name, company and job title. A service ticket shall be supplied to the COR directly after each billable service call.

Service call log, the contractor shall annotate the required information in the service call log for all routine and emergency service calls. This includes work completed by the on-site personnel. The Contractor shall develop, implement and maintain a service call log in sufficient detail to describe services performed under each call. The service call log format shall be submitted to the COR by the contract start date. The service call log shall contain, at a minimum, the name and telephone number of the complainant, date and time the call was received, nature of the call, and the date and time when the call was completed. The Contractor shall submit a copy of the service call log to the COR each week, by the end of day, Monday of the following week.

Task 7 – Reimbursable Parts The Contractor shall be responsible for obtaining all parts necessary for the performance of this contract and shall be reimbursed at price, with no additional cost for overhead, profit, or general and administrative expenses. Shipping and handling costs shall be permitted but must be annotated on the submitted invoice. The Contractor shall obtain at least three (3) quotes, if possible, for all individual parts in excess of $1,000. For the purpose of reimbursement, the Contractor shall submit invoices and supporting documentation to the designated COR. Vendor receipts shall be original and submitted to the COR within five (5) days of purchase. Materials required for PM, cleaning supplies, trashcan liners, and restrooms supplies are not reimbursable.

Additionally, the receipt must identify the following:

(I) Manufacturer or brand name of item

(2) Unit of issue

(3) Actual cost to Contractor

(4) How item was used Task 8 – Availability of Parts and Materials The Contractor shall maintain sufficient off-the-shelf materials and equipment on hand to support service call and repair requirements. Lack of availability of materials or equipment shall not relieve the Contractor from the requirement to complete service calls and repair within the time limits specified. All bench stock items are considered reimbursable parts.

0. Task 9 – Facility Support Services The contractor shall provide all supervision, tools, equipment, supplies, and labor necessary to ensure that custodial, refuse services are performed in a manner that will maintain a satisfactory facility condition and present a clean, neat and professional appearance. In addition to facility maintenance staff, the contractor must provide:

Over Watch Facility Presence staff (guard booth) to monitor visitor access to AFM, count, record and log visitors and vehicles, support the daily operations and events of the AFM with interaction and coordination with the AFM civilian staff and visitors, exercise vigilance and report suspicious activity immediately to AFM Facility Manager or Joint Base Myer-Henderson Hall Police, if Facility Manager is unavailable, ensure facilities are maintained to the highest standards of aesthetics for this high-profile military memorial appropriately, and to provide a positive and rewarding experience for all visitors to the AFM property.

Custodial. All interior and exterior surfaces shall be maintained in a condition that is free of dirt, dust, streaks, water marks, spots, oils, spots, smudges and grime, and does not present a cloudy appearance. All vertical surfaces and all under surfaces (knee wells, chair rungs, table legs, etc.), shall be kept free of an obvious accumulation dust and dirt. The contractor shall clean accumulated amounts of bird guano/feces from all hard surfaces. Cleaning shall include but not be limited to continuous litter pickup, cleaning and removing fingerprints from displays, bronze statues, and glass, offices, guard booth, drinking fountains and cleaning and stocking of restrooms. Quality Control inspections shall be sufficient to ensure the high level of maintenance is consistently achieved. The contractor shall provide a minimum of one worker to continuously clean the Air Force Memorial Complex seven (7) days per week, 364 days per year, between the hours of 0600 to 2100. Special events requiring extended cleaning hours may occur with prior notice. The Air Force Memorial Complex is closed only on Christmas Day. Contractor shall provide and replenish soap and paper products in kitchen area in a quantity that shall meet daily needs but not in an overflow condition.

Restrooms. All surfaces shall be cleaned and disinfected using a germicidal detergent. Restrooms shall have a clean scent or no odor at all. Toilets and urinals shall be free of spots, water spots, scale build up, soap scum, odors, and any other deposits. Mirrors shall be clean and have no streaks or other removable matter. Partitions shall be smudge, stain free. Vents shall be clean. Moveable items shall be tilted or moved to sweep and damp mop underneath. Grout on the wall and floor tiles shall be free of dirt, scum, mildew, and residue. Contractor shall provide and replenish soap and paper products in all restrooms in a quantity that shall meet daily needs but not in an overflow condition. Dispensers to be fully stocked with supplies (e.g.., paper towels, soap, toilet paper, and seat-cover liner)

Flooring. All floors, floor mats and carpets shall be maintained free of grit, soil, dust, scuff and heel marks, stains, spills, debris, litter and other foreign matter. After cleaning, floor surface's shall have a uniform, clean appearance without streaks, swirl marks, detergent residue, or any evidence of soil, stain, film, or standing water. Chairs, trash receptacles, and other easily moveable items shall be moved to maintain floors underneath these items and returned to their original and proper position after cleaning. Any spots and/or spills shall be removed by the manufacturer's approved methods or other commercially accepted practices as soon as noticed. All tears, bums, and raveling shall be brought to the attention of the COR.

Annual Floor Cleaning. Hard floors shall be cleaned, scrubbed, sealed, polished, waxed, and stripped as required for the appropriate surface to maintain, protect and ease normal routine floor cleanings. After periodic maintenance, floor surfaces to include grout shall have a uniform, clean appearance without streaks, swirl marks, detergent residue, or any evidence of soil, stain, film, or standing water. Carpets and Floor Mats shall be steam cleaned as required, annually at a minimum. After periodic maintenance carpet surface shall have a uniform, clean appearance.

Trash Recycling Receptacles (inside/out). The contractor shall empty all trash/recycling receptacles prior to overflow. All trash/recycling receptacles shall be clean and odor free. The contractor is responsible for replacement of plastic trash bags. Liners shall not be torn, worn, or contain residue.

Recycling/Refuse. The contractor shall furnish all necessary labor, materials, equipment, and supervision to provide recycling/refuse removal service. The contractor shall provide services on business days from 0600 hours to 1800 hours. The contractor shall monitor all containers to ensure no overflow.

Cleaning/Restoration of Spires, Bollards, Guard booth, Trim plates and Statues. The contractor shall annually perform specialized degreasing, cleaning and restoration of three Spires on each side, up to a height of approximately 15 feet or the second connecting spire seam from the base of each spire, the trim plates around each spire at the base, the guard booth on all four sides, all bollards and trim plates, and the trim plates for the missing man wall. The contractor must consult with a professional metal conservator to obtain guidance, best methods and treatment of these sensitive metal architectural elements, before attempting to clean.

Task 10 – Equipment All equipment necessary for the performance of the services under this contract must be installed and ready for use at the designated Government location on the first day of service under the contract. Contractor is responsible for providing all equipment necessary to perform maintenance. No gas operated equipment is allowed to be stored inside facility. Dumpsters shall be a neutral "grey" color in order to blend with surroundings and shall be maintained in good physical and mechanical condition, without rust, damaged seals, tops, rollers, or leaking hydraulics and in a sanitary condition, avoiding offensive odors, and any unsightly appearance. All trash or garbage containers shall have tight fitting lids and/or doors. Reported deficiencies shall be corrected by the contractor within 24 hours after notification.

Task 11 - Events Contractor personnel shall be required to meet contractual requirements during events at the Air Force Memorial. A list of events, and time and date of requirement will be supplied to the contractor at least one week prior to the event. Contractor personnel shall assist facility personnel in the set up and take down of chairs and bleachers before and after scheduled events. Events requiring additional personnel, or that fall outside the hours of 0600 to 2100, will be treated as a service call.

Task 12 – Replacement Parts The contractor shall provide new parts and components when providing maintenance and repair services as described herein. The contractor shall ensure all replacement units, parts, components, and materials used in the maintenance, repair, and alteration of facilities and of equipment are compatible with that existing equipment on which it is to be used; are of equal or better quality than original equipment specifications; comply with applicable Government, manufacturer, commercial, or industrial standards; and used in accordance with original design and manufacturers intent. If the original manufacturer has updated the quality of parts for current production, contractor shall ensure parts supplied under this contract are equal to or exceed the updated quality.

Task 13 – Items not meeting standards When material, equipment, and component selected for work items already accomplished are unacceptable to the Government, the contractor shall, at no cost to the Government, remove, replace, and rework material, equipment, and components so that compliance with the Government's requirements are satisfied.

Task 14 Manuals and instructions The contractor shall obtain and maintain manufacturer's operating instructions and maintenance manuals on all new equipment installed by the contractor. These documents are property of the Government and the contractor shall turn them over to the COR within five working days after completion or termination of the contract.

Task 15 Required Records and Reports The contractor shall maintain management, operation, and maintenance records. All documentation, records, schedules, etc., as described in this PWS that are the responsibility of the contractor are the property of the Government and shall remain so upon completion of this contract. The contractor shall keep these items current at all times. Where a specific report format is not specified herein, the contractor shall develop a format and submit to the COR for approval within 30 calendar days after contract award. The contractor shall turn over all records and copies of reports to the COR within five calendar days after contract completion or termination.

Task 16 Quality Control Contractor shall develop and maintain a Quality Control Program (QCP) to ensure services are performed in accordance with commonly accepted commercial practices. The contractor shall develop and implement procedures to identify, prevent and ensure non-recurrence of defective services and proper operation facility operation and maintenance of the AFM site. As a minimum the contractor shall develop quality control procedures that address areas identified in paragraph 2, Service Delivery Summary. The Government Quality Assurance Program Coordinator (QAPC) must have a specific quality control inspector to notify in case of customer complaints. The contractor shall submit to the contracting officer a Quality Control Plan within 15 days after contract award and update as changes occur. Include a customer complaint feedback system for correction of complaints. All Customer Complaint Records (e-mail) shall be answered, all necessary corrective actions taken, and the completed forms returned to the QAPC within one workday.

Task 17 Quality Assurance Throughout the duration of this contract, the premises covered will be routinely inspected by the COR, to determine contractor compliance with the contract work requirements. The contractor shall promptly initiate actions to correct all contract deficiencies found, at no additional costs to the Government.

Task 18 Maintenance Logs The contractor shall maintain an equipment file in hard copy and in electronic format for each piece of equipment listed. The contractor shall ensure each files contains a listing of each piece of equipment by nomenclature and manufacturer's model number; all manufacturer's literature, brochures, and pamphlets; maintenance, operator's, and parts list manuals; warranty information; a copy of all completed Service Call Work Orders, minor job orders, and preventative maintenance records; and other information pertaining to the facility and installed equipment and systems. The contractor shall ensure maintenance logs are available for inspection by the Government upon request.

Task 19 As-built drawings The contractor shall maintain a hard copy set of as-built drawings and record all physical changes on the drawings accordingly. Within 30 calendar days of any change in the facility or system, the contractor shall submit all red line changes to a drawing to the COR.

Task 20 Permits, licenses, and certifications The contractor shall obtain all required permits, licenses, certifications, and authorizations to perform work under this contract and comply with all the applicable federal, state and local laws and regulations. Contractor shall provide evidence of such permits and licenses to the COR before work commences and at other times as requested by the COR or CO. The contractor shall obtain excavation permits, welding permits, and confined space entry permits. The contractor shall track all permits and reports and shall maintain a current status of each. The contractor shall notify the COR immediately after a violation is discovered to include corrective actions taken to alleviate the violation.

Task 21 Equipment under Manufacturer’s or installer’s warranty The contractor shall fully utilize manufacturers' and contract warranties and shall maintain on-site records of equipment bearing warranties. The contractor shall not remove, replace, or correct deficiencies for any equipment, components, and parts, other than that installed under this contract, while they are still under warranty of the manufacturer or the installer without prior approval of the COR. The contractor shall annotate PM records showing warranted items and warranty expiration dates on all Government and contractor furnished equipment. The contractor shall report all defects in material or workmanship, defective parts, or improper installation and adjustments found by the contractor to the CO so that necessary action may be taken. The contractor shall provide support documentation for any warranty claims. The contractor shall maintain a listing of the equipment, parts, and components that are covered by warranty and the duration of such warranties. The Government will furnish available warranty information upon contract award.

SECTION V

PROPERTY MANAGEMENT

The Government will furnish the one storeroom/breakroom, approximately 100 sq ft located within the facility at I Air Force Memorial Drive, The contractor is not authorized to alter the structure of the facility without prior approval by the COR.

Government Provided Services.

The Government will provide reasonable services and utilities (such as electricity), police & fire protection. The contractor shall notify the appropriate office for emergency services and shall cooperate with all police and fire programs, drills, and instruction.

Replacement, Modernization, and Renovation.

During the term of the contract, the Government may replace, renovate, or improve equipment, systems, facilities, and components at the Government's expense and by means not associated with this contract.

Contractor Acquired Property.

The contractor will not be required to acquire any property.

SECTION VI

GENERAL INFORMATION

Scheduling Concerns.

The AFM is open to the public daily from 0800 to 2000 daily, except for Christmas Day. Some mission situations will require the contractor to work outside normal hours of operation. These situations include, but are not limited to, disruption of services, e.g., unscheduled and scheduled outages, scheduling of facility services, or contingency accidents/incidents, water system draining/refilling, or other emergencies.

The Contractor shall follow guidance of the installation containing their place of performance to determine reporting schedules whether due to a base closure or inclement weather. The website for guidance regarding status of performance for work to be performed in the National Capital Region (NCR) is http://www.opm.gov/status/.

Interruptions. The contractor's services may be interrupted for fire drills, or other emergency training exercises or classes in conjunction with the Pentagon Force Protection Agency Evacuation and Emergency Program. The contractor shall be expected to participate in the fire drills or other emergency training exercises or classes and such participation will be considered when assessing the contractor's performance quality level for the affected period.

Transition-Out Plan The Contractor shall provide a Transition-Out Plan NLT than 90 calendar days prior to expiration of the contract. The plan shall facilitate the accomplishment of a seamless transition from the incumbent to and incoming Contractor (if applicable). In addition, the Contractor will continue to accomplish all tasks as outlined in the contract during this period.

Current employees under this contract may be interviewed for possible employment by a succeeding Contractor; however, the Contractor will have the first right of refusal. The current Contractor will release any employee who chooses to be employed by a succeeding Contractor. The current Contract will assist by orienting assigned employees of the succeeding Contractor during the last 30 days of the period of this contract, if so directed by the CO. The Government shall make available to such employees existing Government Furnished Property listed under Section V of this PWS. Items that are not accountable, such as desks, chairs, telephones, and other normal office equipment and office supplies during the orientation period, will only be transferred to the incoming Contractor if items were solely purchased by the current Contractor’s company.

Emergency Operations/Mission Essential Personnel Continuation of Essential Contractor Services During Crisis. All services in this PWS HAVE NOT been defined or designated as essential services for performance during crisis IAW DFARs 252.237-7023, “Continuation of Essential Contractor Services.”

Contractor Manpower Reporting Application (CMRA) The Contractor shall report ALL labor hours (including subcontractor labor hours) required for performance of services provided under this contract via the secure Contractor Manpower Reporting Application (CMRA) data collection site. The Contractor is required to completely fill in all required data fields at: http://www.SAM.gov. Reporting inputs shall be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. The UIC for AFDW is FF16M0. While inputs may be reported anytime during the FY, all data shall be reported not later than 31 October of each calendar year. The Contractor may direct questions to the CMRA help desk.

Subcontractor Input in CMRA: Prime Contractors are responsible to ensure all subcontractor data is reported. Subcontractors will not be able to enter any data into CMRA, but will enter their information into a Bulk Loader spread sheet available from the AF CMRA helpdesk. Subcontractor shall fill in columns A-C then return it to the AF CMRA helpdesk after it's completed and a technician team will enter the information into CMRA.

Security Instructions Physical Security. The Contractor shall safeguard all Government property, documents and controlled forms provided for Contractor use and adhere to the Government property requirements contained in this contract. At the end of each work day, all Government facilities, equipment, and materials shall be secured by a Government POC. Contractors are not allowed to secure Government facilities, equipment, and materials.

Key Control. The contractor shall establish and implement methods to ensure that all keys issued to the contractor by the Government are seemed and monitored.

The contractor will provide to the COR in writing within 30 days after contract award, a plan illustrating the method(s) in which the contractor will control and monitor keys. The contractor shall not duplicate for the contractor's own use any keys issued by the Government unless authorized by the COR in writing.

Lost Keys. The control shall immediately report to the COR any occurrences of lost or misplaced contractor's keys, any use of keys by unauthorized persons, or improperly duplicated keys.

Key Replacement. If keys are lost by the contractor's employees, the contractor shall change or re tumble all affected locks and provide the appropriate keys to the COR at the contractor's expense. In the event a master key in the contractor's possession is lost or duplicated, the contractor shall replace at the contractor expense all locks and keys for that system new keys shall be provided to the COR. The contractor shall ensure all new locks fit existing master key systems and be keyed to fit existing keys for the locks being replaced. The contractor shall provide services in the event a tenant locks their keys in a space requiring access. In the event the COR requests replacing locksets to maintain Government security requirements and the existing locksets are working, the Government will reimburse the contractor for such services.

Access Control. The Contractor shall establish and implement methods of ensuring that no building access instruments issued by the Government are lost, misplaced or used by unauthorized persons. Access codes shall not be shared with any person(s) outside the organization. The Contractor shall control access to all Government provided lock combinations to preclude unauthorized entry. The Contractor is not authorized to record lock combinations without written approval by the Government COR. Records with written combinations to authorized secure storage containers, secure storage rooms, or certified vaults, shall be marked and safeguarded at the highest classification level as the classified material maintained inside the approved containers.

Pass and Identification Items. The Contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-government owned vehicles.

Retrieving Identification Media. The Contractor shall retrieve all identification media, including vehicle passes, from employees who depart for any reason before the contract expires.

Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their Contractor-owned vehicle or privately-owned vehicle while on AFM.

Contractor Identification. All Contractor personnel shall wear the Air Force issued Common Access Card at all times when away from their immediate work area so as to distinguish themselves from Government employees. When conversing with Government personnel during business meetings, over the telephone or via electronic mail, Contractor personnel shall identify themselves as a contractor to avoid situations arising where sensitive topics might be better discussed solely between Government employees. Contractors shall identify themselves on any attendance sheet or any coordination documents they may review. Electronic mail signature blocks shall identify their company affiliation. Where practicable, contractors occupying collocated space with their government program customer should identify their work space area with their name and company affiliation or as a minimum “Contractor” after name. Contractor personnel shall present a neat and professional appearance. This shall be accomplished by wearing distinctive clothing bearing the name of the company and by wearing appropriate badges that contain the company and employee name.

Drug, Tobacco, and Alcohol Use Policy. The consumption of alcoholic beverages or illegal drugs by contractor personnel, while on duty, is strictly forbidden. Contractor shall immediately remove any employee who is under the influence of alcohol or drugs.

Travel Local Travel. Local travel to attend meetings or events may be required at no cost to the Government. Travel within the National Capital Region commuting vicinity is considered a cost of doing business and shall not be separately reimbursed.

List of Employees. The Contractor shall maintain a current listing of employees assigned under this contract and define who are key personnel. The list shall include the employee's name, and level of security clearance. The list shall be validated and signed by the company Facility Security Officer (FSO) and provided to the Contracting Officer, COR, Facility Manager, and Servicing Security Activity. An updated listing shall be provided upon request.

Contractor professionalism. The contractor shall:

· Present a professional appearance and maintain professional demeanor and conduct at all times.

· Conduct their work assignments IAW project schedules

· Function effectively and efficiently during extended periods of high pressure and stress.

· Function as an integral member of a team of highly trained professionals responsible for the safety and security of USAF personnel and resources.

Miscellaneous Paragraphs Freedom of Information Act (FOIA). All official Government records affected by this contract are subject to the provisions of the FOIA (5 U.S.C. 552/DoD 5400.7-R/AF Supplement). Any request received by the Contractor for access/release of information from these records to the public (including Government/Contractor employees acting as private citizens), whether oral or in writing, shall be immediately brought to the attention of the CO for forwarding to the JBAB FOIA Manager to ensure proper processing and compliance with the Act.

For Official Use Only (FOUO). The Contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.

Privacy Act. Work on this contract may require that personnel have access to information protected by the Privacy Act. Contractor personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations when handling such information.

Records. All records created and received by the Contractor in the performance of this contract shall be maintained and readily accessible. Records shall remain the property of the Government.

Safety Concerns. The Contractor is solely responsible for compliance with OSHA standards for the protection of their employees. The Government is not responsible for ensuring that Contractors comply with “personal” safety requirements that do not present the potential to damage Government resources.

Project Policy. The Contractor shall comply with all industry standards. All work shall be done in accordance with all federal, local, and state laws and regulations.

Inherently Governmental Functions. The Contractor shall not perform inherently Governmental functions as defined in the Federal Acquisition Regulation (FAR) Subpart 7.5 in relation to this PWS.

Ethics. The Contractor shall not employ any person who is an employee of the US Government if employing that person would create a conflict of interest. Additionally, the Contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to DoDD 5500-7, Joint Ethics Regulation.

Professional Appearance of Work Space. The Contractor shall keep work space areas neat and orderly and avoid conditions leading to safety violations.

Non-Personal Services. The Government shall not supervise or task Contractor employees in any manner that generates actions of the nature of personal services, or that creates the perception of personal services. It is the responsibility of the Contractor to manage its employees directly and to guard against any actions that are of the nature of personal services, or give the perception of personal services to the Government or to Government personnel. If the Contractor feels that any actions constitute, or are perceived to constitute personal services, it is the Contractor’s responsibility to notify the CO immediately. Non-personal Contractor services shall not be used to perform work of a policy/decision making or management nature.
