About this file
This is a Questions and Answers document for federal contract solicitation FA704626QRJ1 issued on 21 May 2026 for HQ Carpet & Paint work at Kirtland Air Force Base (KAFB).
The project involves carpet replacement and interior painting across multiple locations. Carpet work includes the Leaf Presentation Center (including the stage area with separate carpet submission required), the annex (using carpet squares in a single pattern), and the hallway in Building 20129. Paint work encompasses walls, ceilings, door frames, and hand railings in stairwells; the vestibule of Building 20219 with cove base and vinyl base replacement; Room 211 including closet interior and the prefinished kitchenette door frame; and specified vault door surfaces. Minor drywall repairs are included only for signage removal areas in the Leaf Presentation Center lobby and stairwell corner bead seams. Doors, accordion doors, windows, cabinets, furniture, and tile flooring are excluded from refinishing. All work must occur during normal duty hours with coordination required for Room 211 command staff functions, annex events, and Building 20129 hallway occupant protection. Contractor personnel require daily badging through AFOTEC security. The government will handle removal and storage of artwork, electronics, and furniture movement. Laydown and staging areas are available in adjacent parking lots, cordoned with tape and stanchions rather than temporary fencing. Davis Bacon wage rates apply. The project is funded with Fiscal Year 26 appropriations with no specific completion deadline beyond standard contract terms. No asbestos, temporary storage, special fencing, or barrier requirements are necessary.
