Exhibit 1 PWS, Page 24 Table 2.7.1 Task Summary Table; The Government notes that Table 2.7.1 is not intended to function as a "manning matrix" however there are some discrepancies between this Table and Appendix C (Forecasted Level of Effort). For instance, under "Administrative Support", the Government notes both ACC/A26 and 625 ACOMS have functional requirements for "Office Coordination and Administration". However, under the same task category in Appendix C, the Government provides an LOE forecast for only 625ACOMS. A similar discrepancy is found under the "Cybersecurity Exercise Development" task between both tables.
1) Can the Government provide clarification on the relationship between PWS Table 2.7.1 and PWS Appendix C?
2) Can the Government confirm if any corrections are needed within PWS Table 2.7.1 and/or PWS Appendix C?
The Government has removed from the PWS the Table found at 2.7.1. as it did not add clarity to the requirement. Offerors should continue to reference Appendix C.

Front‐end Information Now (FIN) Development and Support. Support and perform all phases of FIN to include but not limited to: software development, OS deployment, patching, anti‐virus updates, system hardening (STIGs), leveraging APEX and Oracle technologies, to include requirements, such as Application Programming Interface (API), design, implementation, and test. Does this mean there is a need for Security within DevOPs for this effort?
The Government will remove this section from the PWS.

What is the estimated percentage (not vendor names or specific technologies) of COTS identified in this section developed/manufactured outside of the government? Commercial technologies can add additional time and challenges as the Original Equipment Manufacturers can become a stakeholder/constraint in the RMF process.
The Government does not have an estimated percentage because the potential contractor will bring to the table their unique solutions.

No. Actual systems and sub‐systems will discuss with the contractor at the task order level.

ITO (d) Issue/Question: Reference paragraph states: “The RFP response shall consist of four (4) separate .pdf files as indicated in Table 1: Submittal Table.” For Volume I, is it the desire for offerors to combine all required documents (cover letter, SF 1449, Reps and Certs, etc.) into a single .pdf document? The instructions for Volume IV, Price includes multiple documents and states that “All RFP Attachments or Exhibits, except the Professional Compensation Plan Narrative, shall be submitted in Microsoft Excel format.” Please confirm we are to follow the instructions for Volume IV according to these instructions.
Yes, follow the instructions for Volume IV.
The Government wishes to see the native Microsoft Excel files.

ITO (d) (1) Submittal Table, Volume III Issue/Question: In the Submittal Table’s last column, the instructions regarding the page count state “The following types of pages are not counted towards the 70 page limit…” This appears to be a carry‐over from Volume II. Although we understand the same exclusions apply to Volume III, please confirm the 70 page limit applies only to Volume II and that the pages allocated for Volume III are not a part of Volume II’s 70 page limit.

Attachment 01, Past Performance Information Issue/Question: Our interpretation of the references indicate that the offeror is to complete and submit a separate Attachment 01, Past Performance Information for each member of a Joint Venture and for each Critical Subcontractor (that has relevant Past Performance), which presumably could be three or four. Please confirm that the person who is to sign this form is a person from the company who holds the underlying contracts (i.e., a separate form signed by each member of the Joint Venture, and separate forms signed by each critical subcontractor).
The person who is certifying that all the listed POC's shall be the person who is signing Attachment 01. This may be the representative of the company, joint venture or the critical sub‐contractor.
Depending on the business decision made by the offeror, this may be a single person signing each Attachment 01 or a different person representing each of the members of the offeror.

PWS 2.4.4.1.3, Appendix D Issue/Question: How many courses are you anticipating the contractor to maintain versus creating?
Course will be jointly maintained and created by the Government and the Contractor. The future course in the list provide insight into anticipated courses to be developed.

No, this number represents the total number of courses. See list of classes for description of courses.

PWS 2.4.4.1.3, Appendix D Issue/Question: Is the NLT eight (8) lectures/computer labs per year related to just the exercise requirements of the PWS?
No, the two are unrelated. The Government has reviewed the PWS and understands the confusion and will revise the PWS to clarify that the two are unrelated.

Issue/Question: Is the AF currently using DISA’s Defense Collaboration Services (DCS) for webinar training? If not, what webinar service/s are you currently using or planning to use in the future?
The Government does not currently utilized DCS for webinar training. The successful offeror will be provided with access to a webinar service to conduct webinar training as needed. Because of changs in technology, it is impossible at this time to project which service(s) will be available for webinars at time of award.

Attachment 10, Floor Base Hourly Rate Worksheet Issue/Question: Reference Attachment 10, Floor Base Hourly Rate Worksheet. In the cell marked “Proposed Base Hourly Rate without fringe”, are you saying this rate is the direct labor rate plus other indirects (Overhead, G&A) and fee, just not including fringe?
The proposed Base Hourly Rate without fringe is the amount paid to the contractor's employee before any fringe is added. Indirects are not included in this calculation.

Attachment 10, Floor Base Hourly Rate Worksheet Issue/Question: In cells F4 – F29 (Hourly Base Rate from Salary.com), why is the median annual salary being divided by 1792 and not 2080? A base salary is divided by 2080 in order to account for hours worked and those taken for holidays and vacation.
Based on a comment (see Amendment #01), the hours were changed to 1880 hours from 1792 hours to make consistent with Attachment #03. While the Government understands the argument for 2080 hours, it has settled on 1880 hours for pricing evaluation purposes.

Section B, PWS 2.4.4.1.3, Appendix D Issue/Question: Reference PWS 2.4.4.15, Cybersecurity Training. It appears that a significant change has occurred in this area from the draft to final RFP. Several questions: (1) Does the government want the training classes priced on a per course basis? (2) Should this be priced on the ODC CLIN?
(3) Will the government provide office space on the base or is the contractor to provide off‐base office space for those involved in training?
1) The Government will be adding a FFP to address cost associated with provision of training facility. Pricing for instructors/trainers (if a part of an offer) will be represented within the labor CLIN on any potential task order.
2) It will be priced on a FFP CLIN.
3) The Government will provide office space for all contractor employee's under this contract.
