Instructions
| Professional Compensation Plan Model Instructions: |
| 1. Provide base labor rates and fringe rates for each proposed professional labor category in the Comp Plan Model tab, columns C and D. Use Region 1 (IAW Exhibit 02) for rates and fringe calculations. If the job category is a job category which will be done by a subcontractor, please note this in the Labor Rates Support Category. If a subcontractor is supplying this information, the offeror may choose to either 1) fill out all applicable columns for that particular job category or 2) place a total labor rate in Column E and not disclose a labor rate and fringe value. |
| 2. Government labor categories considered to be FAR 52.222-46 Professional Employees have been provided on the Comp Plan Model Tab, Column A. |
| 3. Map all Offerors labor categories to the Government categories and to Offerors salary support data in tab Comp Plan Model, Column F. |
| 4. Provide recent surveys and/or studies from professional, public, or private organizations (e.g., Salary.com, Watson & Wyatt, Economic Research Institute, Bureau of Labor Statistics, etc.) used to support the proposed compensation. Identify the source with the provided surveys and studies. If not using one of the sources listed above, explain the credibility of the source providing the surveys and/or studies. |
| Note: Unrealistically low professional employee salaries may impair Offerors ability to attract and retain competent professional employees and may be viewed as evidence of failure to comprehend the complexity of the contract requirements. |
