Question 1) We would like some guidance on how to complete Section B of the draft contract provided in the solicitation, specifically how we are to cost the labor and travel ceilings. You had indicated that you have a question in to your cost analyst and are awaiting a response. Could you kindly contact me once you've received that guidance?
Response: Section B should be filled out based on your solution to the estimated number of hours indicated in the Labor CLINS. The travel ceiling should be calculated utilizing your proposed billing rate and the estimated ceiling cost in the Travel CLIN together with your billing rate. The fee rate should be applied to the Labor amount you propose in your labor CLINs and indicated in the FEE CLIN.
Question 2) Are the labor categories listed on page 118 included simply for as an example or are those the specific categories we need to use in our cost proposal? If the latter, can you please provide the associated criteria for each?
Response: The categories and percentage of available hours in the staffing tables is based upon historical usage. As such, they can be changed to better match your technical approach. However, for any changed labor category, you would need to furnish information to show where that new category fits into your approach to performing on this contract. While we cannot prophesize what specific information would support your approach, at a minimum it should allow us to assign hours aligned with one (or more) of the current labor categories to the labor categories that you’ve used. In the case of a labor classification that is merely a change in terminology (for example: Clerk vs. Administration) the hours associated with the existing category (in this case .25%) would transfer from Administration category to the new Clerk category. No further information would be required to support the terminology change. In contrast, an additional labor category that would supplement existing labor categories would require an explanation of how it would fit in. A simplistic example: the addition of a Subject Matter Expert would presumably reduce hours in one or both of the Senior Engineer positions; it would be up to the offeror to explain both why the additional category is required and the anticipated proportion of usage vis-à-vis the other categories.
