About this file

This file is a series of email communications from the USAF Air Force Technical Applications Center (AFTAC) regarding the Geophysical Signal Exploitation System (GeoSES) acquisition, sent between July 2025 and July 2026. The correspondence traces the procurement evolution from initial white paper submissions through government deliberation on acquisition strategy.

The GeoSES acquisition initially required industry partners to submit white papers for Government review and evaluation. The white paper submission deadline was extended, with the Government indicating it was reviewing submissions and evaluating overall acquisition strategy. Key requirements for participation include companies must possess a Top-Secret Facility Clearance (TS/FCL) capability, maintain active SAM.gov registration with no exclusions, and comply with security clearance protocols. Restricted Government documents were to be distributed via DoD SAFE with access provided only through SAM.gov request procedures. Multiple documents were referenced as supporting materials, including AFTAC Fact Sheets, industry day briefs, and consolidated requirements documents marked as Controlled Unclassified Information (CUI). By June 2026, the Government indicated it was still reviewing white papers and deliberating the path forward, with no estimated award timeline. The most recent July 2026 update clarifies that the Government does not have an updated timeline or path forward at this time, with monthly status updates planned. The Contracting Officer is Lileana A. Moran, with Ian Batchelor copied on all communications. Industry partners are directed to hold inquiries and monitor SAM.gov Notice ID FA702225R0007 for formal updates rather than contact other Government personnel.

Please note: Do not reply to this email.

Dear Industry Partner, Regarding the GeoSES acquisition, the Government is currently reviewing the submitted white papers and evaluating the overall Acquisition Strategy.

At this time, AFTAC leadership is still deliberating the path forward, and the anticipated award date has been delayed. We do not currently have an estimated timeline for the award and have no additional information to provide at this time.

Once a final decision is made, the Government will notify only the industry partners who submitted white papers regarding whether they will be considered for a formal solicitation. If the Government chooses to pursue an alternative acquisition pathway, you will be notified accordingly, and the official notice on SAM.gov will be updated to reflect the new direction.

We respectfully request that you hold any further inquiries until the Government releases these formal updates. Please refrain from contacting any other Government personnel regarding this effort. Additionally, for any future communications, please remove Mr. David Dike from your distribution lists, direct inquiries to me, and copy Mr. Ian Batchelor.

Thank you for your continued interest and patience.

Respectfully, Lily

Dear Industry Partner:

This email provides important information regarding the GeoSES. The information provided below is for your situational awareness.

See also here: AFTAC's Geophysical Signal Exploitation System (GeoSES) or by searching SAM.gov with Notice ID FA702225R0007.

Regarding Document Availability:

From the SAM.gov August 6th update, while we have received requests from various companies through SAM.gov, no new documents have been posted yet as we are still awaiting updated documents and security approval for release.

FYSA - The August 6th update on SAM.gov was actually the removal of the SDSV1.3 document from "public availability". This document was marked as CUI (Controlled Unclassified Information) and should not have been publicly published. The document was then re-added with restricted/controlled access, requiring individual requests via SAM.gov. However, you should already have the SDSV1.3 document from previous communications. It is the same document; so, there is no need to request it via SAM.gov.

For all other pending documents necessitating release from the Government, be advised that we are still working through the process of releasing the documents. Our Security Office has neither finalized their reviews nor provided the clearance for releasing the documents yet. This will include the .ppt Industry Day Slide Deck. We are also still working in providing answers to all Industry Questions, and those will be publicized as well.

Document Access Process Change:

For future release of additional (or pending) documents, there will be no need to use DoD Safe for document sharing. Please disregard my previous communication update concerning the use of DoD Safe. SAM.gov provides a built-in feature that allows us to share restricted documents directly with requesting companies through the system. Once documents are approved and posted, you can submit your access request through SAM.gov. I will update this in SAM.gov once the new documents are ready to be released.

Milestone Date Clarification:

Regarding the September 12th Government Scientific Review milestone date versus the September 22nd White Paper due date, please know that ALL milestone dates (including the scientific review date) will be updated once the new or pending documents are released. As of mailto:david.dike.2@us.af.mil https://sam.gov/workspace/contract/opp/2d20d0200b8f461ab752c0fa8098ba42/view now, the White Papers are still due on September 22nd. However, if the documents pending release (mentioned above) is significantly delayed, we may also extend the white paper due date accordingly. Therefore, please disregard all other previously provided milestones (except the White Paper Due Date of 22 Sep for now); and within the "GeoSES_SourcesSoughtNotice_Rev_2025.06.17" attachment.

Next Steps:

Although not necessarily guaranteed, I expect to have a clearer timeline on documents release by the end of next week (8/22) and will communicate any updates to milestone dates at that time if available.

Reminder:

A Top-Secret Facility Clearance (TS/FCL) Capability is still required. Companies not possessing the required FCL and/or having Active or Inactive Exclusions in SAM.gov at the time of documents release, will not be provided access to the documents.

Lastly, pardon if you receive this email twice.

V/R, Lily

Subject: Important Clarifications on Recent GeoSES Updates mailto:david.dike.2@us.af.mil

This email provides important clarifications regarding the recent GeoSES updates posted on SAM.gov this week. We are sending this to ensure all interested companies are fully informed and prepared. In addition, a required capability reminder is provided below.

Key Updates and Clarifications:

Top-Secret Facility Clearance (TS/FCL) Capability Requirement: We want to remind all companies that a Top-Secret Facility Clearance (TS/FCL) is a required capability for GeoSES. This means your facility must have a current TS/FCL. This can impact your company's request for the Government documentation discussed in the updates below.

If your company's Entity Registration in SAM.gov does not currently show this FCL information under the "SECURITY INFORMATION" section and/or in the System of Record (i.e., National Industrial Security System (NISS) for Facility clearances) for the associated company CAGE code, the Government may not provide the documentation when requested. For security reasons, we cannot circumvent this requirement.

July 22nd Update (Clarification of July 21st Update, Bullet #2): The July 22nd update revised Bullet #2 from the July 21st update. The revised instruction is as follows:

"UPDATE 22 JULY 2025: This notice updates bullet 2 from the 21 July 2025 update to clarify as follows. Revised Instruction: Notify industry that the forthcoming Government documentation (referenced in bullet 1 on the 21 JULY 2025 update below) will be distributed exclusively via DoD SAFE. To receive this documentation, companies MUST:

o Submit an email request to the Government when instructed via SAM.gov (details will be provided).

o Maintain an active SAM.gov registration.

o Have no active "exclusions" recorded in SAM.gov."

Important: Please do not email us with advance requests for this documentation. We will provide instructions on how to request it via SAM.gov once the Government is ready to disseminate the documents.

Clarification of July 21st Update, Bullet #5 (Milestones): Bullet #5 of the July 21st update instructed companies to disregard previous milestones. To reiterate bullet 5 states:

"5. Notify industry that once the additional documents are provided, an update to milestones will follow. Please disregard milestones dates provided below and/or within the "GeoSES_SourcesSoughtNotice_Rev_2025.06.17" attachment."

Thank you for your attention to these important updates and reminder.

Sincerely, Lily
