FA7022-24-R-0004 NDES IV Questions and Answers
Q1. On the DOD Safe page under “Important”, it says DoD SAFE is NOT to be used for contract solicitation or proposal submission. Use the Procurement Integrated Enterprise Environment (PIEE) for time-sensitive submissions. Can offerors submit responses via PIEE instead of DOD Safe?
A1. We are not using the PIEE solicitation module for this acquisition. Please request a DoD Safe link per the Request for Proposal. DoD Safe provides a confirmation of pickup radial that is suggested for use.
Q2. RFP Attachment 10, M 2.2 Step II states once it is determined which offeror has the lowest acceptable TEP the offerors technical/past performance will be evaluated. We would like to know is this Lowest Price Technically Accepted (LPTA) or Best Value contract?
A2. This is a performance price tradeoff (PPT) acquisition that evaluates technical, price and past performance.
Q3. Can we submit FCL proof/evidence from our subcontractor with our response, or must it be from the prime contractor only? Will the response be acceptable if the prime contractor does not have FCL proof/evidence?
A3. Due to the requirement for performance to begin immediately the prime contractor must submit the proof of appropriate FCL.
