AIR FORCE TECHNICAL APPLICATIONS CENTER

MEMORANDUM FOR OFFERORS

SUBJECT: Solicitation/RFP #FA7022-15-R-0006, Questions and Answers Posted – 23 OCT 2015

1. This memorandum to offerors is in response to the questions submitted on RFP #FA7022-15-R-0006, dated 08 SEP 2015. The answers provided below are for clarification purposes only. An amendment will not be posted and all terms and conditions remain unchanged.

2. Questions and Answers are as follow:

Q1a. In brief, I was hoping to confirm the due date for the Past Performance Questionnaire? In the Solicitation it says the due date is on July 30, 2015. Can you confirm if that is when they were due or what the new date is for the Questionnaires? Is it the same date as the Proposals 10/23?

Q1b. Attachment L-4 PPQ Cover Letter, item #3, provides a due date for a response of 4:00 p.m., EST, 30 July 2015. Will the Government please provide an updated date and time to include in the Cover Letter to be sent with the PPQs?

A1(a and b). The date in question, July 30, 2015, is located on the form provided as a sample letter (Section L Attachment L-3). The due date for the Past Performance Questionnaire is located at Section L Paragraph 5.4, which states “To be of benefit for this evaluation, the past performance questionnaires must be received by the proposal due date for this requirement.”

Q2. Table 2.2 - Proposal Organization states that the page limitation for Volume III Past Performance is 2 pages per citation. The following additional Past Performance information is requested in the RFP:

Section 5.3 Content and Formatting states that Offeror shall submit a Past Performance sheet ranking all reported performance from the most relevant to the least relevant.

Attachment L-1 Past Performance Information Sheet states that Offerors are to provide the information requested in this form for each contract/program being described.

Can the Government please clarify if the 2-page limit for each citation shall include only Attachment L-1 Past Performance Information Sheet and that the Past Performance Ranking Sheet is not included in the page limitation?

A2. The page limitations for Past Performance (Table 2.2) limits Volume III Past Performance to 2-pages per citation. The solicitation limits the number of pages based on the number of citations that are provided, but it does not limit the number of pages for each citation. i.e. If your proposal cites four (4) recent contracts then you are allowed 8 pages. Two (2) contracts could utilize 2-pages (or 1-page per citation), the other two (2) contracts could utilize 4-pages (or 2-pages per citation), and other important/required information could utilize the remaining 2-pages.

Attachment L-1 is not required to submit past performance information. Instructions on the form state “Provide the information requested in this form for each contract / program being described”.

Q3. Will the Government accept less than five (5) recent and relevant past performance citations? Is so, what is the minimum number of citations the Government will accept?

A3. There is no minimum to the number of citations required to be submitted in proposals.

Reference RFP, Section M - 3.0. The Assigning of Ratings paragraph explains that “Offerors without a record of recent/relevant past performance or for whom information on past performance is so sparse that no meaningful confidence assessment rating can be reasonably assigned will not be evaluated favorably or unfavorably on past performance and, as a result, will receive an “Unknown Confidence” rating for the Past Performance factor”.

3. Additional clarification questions or notice of discrepancies shall follow the guidance as stated in the RFP, Section L, Paragraph 2.
