DESCRIPTION OF SERVICES

1.1 INTRODUCTION

This is a non-personal services Contract. The Government will neither supervise Contractor employees nor control the method by which the Contractor performs the required tasks. The Contractor shall manage its employees and guard against any actions that are of the nature of personal services, or give the perception of personal services. The Contractor shall notify the Contracting Officer (CO) immediately if they perceive any actions constitute personal services.

These services shall not be used to perform any inherently governmental functions.

1.2 BACKGROUND

1.2.1 This Performance Work Statement (PWS) addresses the United States Air Force (USAF), Mobile Sensors Program Office's, (MSPO) (i.e.: The Government), requirements for the operations and maintenance (O&M) of two (2) Mobile Radar Systems: COBRA KING, located on the United States Naval Ship (USNS) Howard 0. Lorenzen (TAGM-25) and GRAY STAR, located on the USNS Invincible (T AGM-24). The O&M of the actual vessels and associated marine systems are the responsibility of the Military Sealift Command (MSC) and are not included in this Contract.

1.2.2 These radar systems are complex, multi-mission systems with elaborate command, control, computer, and communications interfaces and support sub-systems. They are forward deployed assets that do not have traditional "homeports" and do not visit, nor return to, US ports.

COBRA KING primarily operates in the Pacific Command's (PACOM) area of responsibility (AOR). GRAY STAR primarily operates in the Central Command's (CENTCOM) AOR.

Duties on board these platforms are demanding, with limited reach-back capability due the distances involved and remoteness of operating locations.

1.2.3 These radars are required to be fully mission capable (FMC) 24-hours a day, 7-days a week, and capable of supporting mission operations on short-notice. However, they are not normally operated 24-hours per day. Radar operations are conducted in accordance with (JAW) mission requirements. These requirements vary according to mission objectives, timing of launch activities, and distance to support areas. Normally, radar operations are scheduled and conducted during a standard 8-hour work day, 5-days per week, but can extend up to 21-hours per day, over multiple days, and require flexibility on the Contractor's part in scheduling support. Communications Center Operations, on both vessels, are required 24-hour per day, 7-days a week.

1.2.4 For each vessel, there is a 15-calendar day scheduled maintenance period, referred to as a Maintenance and Repair Availability (MRA). These occur approximately every 120-calendar days. Every 24-months, each vessel conducts a Regular Overhaul (ROH, i.e ... shipyard") of 45- 60 days duration to perform major upgrades, marine maintenance, and inspections. The ROH periods for the two (2) vessels do not occur in the same calendar year. COBRA KING ROHs occur in even years; i.e. 2016, 2018, 2020, etc. GRAY ST AR ROHs occur in odd years; i.e.

2017, 2019, 2021, etc. Outside of these scheduled pier side availabilities, the vessels make routine port visits to refuel and replenish materials and supplies. These port visits are conducted as mission taskings allow and are of short duration; 3-5 days.

1.2.5 COBRA KING consists of two (2) separate S- and X-Band phased array radars connected to a Common Back-End (CBE) command and control computer system located in the Operations Control Center (OCC). Data is gathered against targets of interest, processed, and transmitted from an onboard Mission Communications Center (MCC). Both radars are capable of fully autonomous search, acquisition, tracking, and collecting of data on all objects in a multi-target complex. Both radars utilize multiple waveforms and bandwidths, providing data collection flexibility to suit the mission requirements. The S-Band radar consists of a phased-array antenna with 15,360 active elements called Transmit/Receive (T/R) modules, driven by 60 Multiple Sub array Assemblies (MSA), and controlled by an Array Controller (AC) interface to the CBE. The S-Band transmit and receive electronics are located within the turret and consist of the Receive Antenna Manifold (RAM), the Transmit Antenna Manifold (TAM), the RF Beam Former (BF), the Array Controller (AC), ·and the Receiver Exciter (REX). The X-Band turret consists of a phased-array antenna with 11 ,920 active elements, driven by 48 Sub-array Electronic Assemblies (SEA). and controlled by the Beam Steering Control (BSC) interfaced to the CBE computers.

The X-band transmit and receive electronics are located within the turret and consist of a BSC and Receiver Exciter (REX). Both the S-Band and the X-Band antenna turrets consist of elaborate servo systems, controlling numerous Azimuth/Elevation drive motors for instantaneous slew. ln addition to the radars there are mission communications systems and other support systems necessary to accomplish the mission.

1.2.6 ORA Y ST AR is a dual-band (S&X), single dish, radar system. Search and acquisition are performed at S-Band, using the mechanical scanning 5-meter dish antenna. The S-Band radar uses 4 Traveling Wave Tubes (TWT), while the X-Band radar uses one X-Band TWT. The TWTs are located in the Transmitter Control Center (TCC), along with the high voltage power supplies and transmitter control circuitry. Command and control of the radar is performed inside the Radar Instrumentation Center (RIC). The dish antenna is housed in a radome and uses a dual-band feed to transmit and receive both S and X-Band energy from a single dish antenna.

The S- and X-Band system elements, together, produce a robust data collection system.

Processed data collected with the radar is processed and sent through the Communications Center fo r transmission back to Continental United States (CONUS) mission partners for further processing and analysis.

1.3 SCOPE

The contractor shall accomplish the following services:

1.3.1 Operate the radars, communications, and support equipment on board the two (2) vessels.

1.3.2 Maintain the radars, communications, support equipment, and controlling software on board the two vessels.
