QUESTIONS AND ANSWERS

ADAMTD Solicitation FA7022-13-R-0002

1. Where research is performed by Academic Institutions during ADAMTD, we respectfully request the government to allow release, publication, and use of data prepared by the institution for presentation and peer-reviewed publication by the Academic Institution. If allowed, can the government provide clarifying instructions in the RFP to accommodate such?

ANSWER: The decision to allow (or not allow) release, publication, and use of data prepared by an academic institution would be made after contract award.

2. Should paragraph 1.2.3 be separated into both R&D and O&M elements (1.2.3.1 (R&D) and 1.2.3.2

(O&M)?

ANSWER: No

3. Where the prime contractor uses Academic Institutions as subcontractors to support ADAMTD

Research and Development, do the subcontractors require a facility security clearance and do their researchers or graduate students require a secret security clearance to work on the IDIQ or to access the

Unclassified LINUX cluster?

ANSWER: Academic institutions serving as subcontractors would not be required to have a facility security clearance nor would their researchers or graduate students be required to have a secret clearance.

4. Please provide details on the current deterministic and ensemble method(s) and atmospheric transport and dispersion ATD models currently being used or developed for AFTAC source determination and optimal placement of sensors.

ANSWER: The ADAMTD Basic and Task Order 1 PWS's along with our previous reply to potential bidders' questions (ADMATD_Q_A_1.pdf, 14 Feb 14) provide sufficient discussion and clarification of our requirements.

5. Is the source location already known for the sensor placement problem?

ANSWER: Not necessarily.

6. Are the sensors only in-situ surface-based, or also in the upper atmosphere?

ANSWER: Both surface and upper atmosphere.

7. Are they fixed in location, mobile or adaptive?

ANSWER: Can be fixed, mobile or adaptive.

8. Does current source determination and optimal sensor placement involve source term estimation (STE) for location and magnitude/rate?

Potential bidders' questions (ADMATD_Q_A_1.pdf, 14 Feb 14) provide sufficient discussion and

9. Does it currently use forward-in-time or backward-in-time trajectories and/or ATD models?

ANSWER: Can be either forward or backward.

10. Is the government referring to an ensemble mean of meteorology to drive ATD models or an ensemble mean of forward or backward in time ATD trajectories from a single NWP model simulation or ensemble?

11. Is it deterministic or ensemble-based?

12. What deterministic codes/processes does AFTAC currently use for the study of optimal placement of collection instrumentation?

13. Does this not involve ensembles, as may be implied by the government’s previous response?

14. Does this mean the government currently uses HYSPLIT for backward-in-time or forward-in-time trajectories based on single GFS or WRF model output?

15. How does the government compute the source term magnitude?

16. Is the government using ATD models and/or forward/back trajectories?

ANSWER: Yes

17. Is the government using the Second Order Integrated PUFF (SCIPUFF) dispersion model based on single meteorological model output, or an ensemble of meteorological simulations?

18. Is the government currently using any AE/genetic algorithms, adjoints/4DVAR, ensemble sensitivity/Kalman gain calculations?

19. Is the government asking for the contractor to develop an entirely new algorithm or to refine/automate a pre-existing simple tool or method to improve their current system?

20. Please clarify the government’s expectations, 1) proof of concept of an optimized method with simple or idealized data and/or 2) creating a real-data operational application (from scratch) and perhaps using simpler suboptimal methods.

21. What radar data will be made available (Doppler winds?) for a case study?

ANSWER: Unknown at this point.

22. Will there be co-existing tracer ATD data for verification?

23. Will the data set be unclassified?

ANSWER: Unclassified for use at contractor facility, but classified for use in AFTAC.

24. Is the government using hybrid data assimilation (ETKF-3DVAR) from WRFDA?

25. Is the software the standard NCAR release as described in Ch 6 of WRF V3.5.1 or V??? Users Guide or work done specifically for AFTAC?

26. Does the government currently use both initial-condition perturbation and model-physics diversity members in the ensemble?

27. What deterministic modeling approach is used to perform opportunities for detection studies?

28. Are these forward-in-time trajectories on ATD predictions?

29. Please define if possible a specific example of what this task entails and the software utilized.

30. We respectfully request inclusion of DFARS 232.906, making payments, to the solicitation document.

ANSWER: The decision to include (or not include) will be made before contract award.
