SUMMARY OF CHANGES

The purpose of this amendment is to: 1) Answer pre-proposal conference questions from industry, 2) Extend the proposal response date from 30 July 2010 to 3 Aug 2010, 3) Correct errors in original solicitation, and 4) Provide UNCLASSIFIED information to the classified PWS.

A. QUESTIONS FROM INDUSTRY

1. From our review of the 1-July 8:02am change posted in Federal Business Opportunities (FBO) against the Metis solicitation, it appears only the solicitation file names changed. Please confirm as there was no synopsis or amendment posted describing the change.

We are aware that FedBizOpps references a change, but this is not accurate. There have been no changes or amendments to this solicitation.

2. Pg 17, Section G-3. Is a DD250 required with each monthly invoice?

Yes, a DD250 is required with each monthly invoice.

3. Pg 21, Section I. FAR 52.219-6 Notice of Total Small Business Set-Aside conflicts with Federal Business

Opportunities (FBO) notice and requirement for large businesses to submit Small Business Subcontracting Plans. Please delete the clause.

FAR clause 52.219-6 will be deleted in Amendment 0001 to the solicitation.

4. There is no requirement to include resumes. If an offeror provides resumes will they be included in the page count of the Technical-Mission Capability volume?

Yes.

5. Pg 44, Section L (v) Page Limitations. The second sentence reads ‘The page limitations specified in L-6 above….’ Should ‘L-6‘ be replaced with ‘L-1’?

This sentence will be changed accordingly in Amendment 0001 to the solicitation.

6. Pg 45, Section L, L-5 Volume I – Administrative. Item (a) states ‘The offeror’s proposal shall include a signed copy of the offer and Sections A through K.’ Is the RFP document available in Microsoft Word format? Having the RFP available in Word makes completing and integrating these Sections into the cost proposal much easier as well as provides the Government with a proposal that has a clean and professional appearance.

Yes, the RFP is available as a Microsoft Word document and will be uploaded in FedBizOpps with Amendment 0001.

7. Pg 50, L-8 Volume IV – Past Performance, (d) Recent and Relevant Contracts. Last sentence refers to Section M-1(3), Figure 1. There is no figure in Section M-1; please clarify.

You are correct. There is no Figure 1. The sentence in L-8 which references Figure 1 will be revised to reference the table under M-3(c)(2) in Amendment 0001.

8. Attachment 1, Performance Work Statement (PWS). Appendix A shows the Workload Estimates by Labor

Category and FTE Estimate. What does ‘FTE’ means in terms of hours? Is it 2080, 1880, etc.?

In Appendix A, one FTE is equal to 1880 hours. This will be reflected in Amendment 0001.

9. Attachment 1, Performance Work Statement (PWS). Paragraph 1.3.4.1 talks about an example of ‘automatic link verification’. Can the Government provide a more detailed explanation of this example?

‘Automatic link verification’ in the system administration area of the Metis tool refers to a function that provides automatic verification of web links to services used by the Metis tool such as links to external map servers. Current link verification to external map servers can be automatically run at set intervals.

10. Exhibit E, Present and Past Performance Questionnaire. To help streamline the process and provide the customer a user-friendly format for completing the questionnaire is the Questionnaire available in Microsoft Word format?

Yes, the Past Performance Questionnaire is available as a Microsoft Word document and will be uploaded in FedBizOpps with Amendment 0001.

11. What analyst tools do we currently integrate with?

None. Currently, METIS is a stand-alone, web-based application so no external analyst tools are being used to assess it.

12. Are you planning to integrate with just TM analyst tools or AFTAC at large?

Both. We are planning to integrate for AFTAC at large.

13. Section F of the RFP says place of performance is Patrick AFB. Earlier in the conference it was stated that some work would be performed at the contractor’s facility.

The majority of the work will be performed at Patrick AFB.

14. Is it expected that the contractor will develop software at the contractor facility on a stand alone system for security reasons?

No. Our software is based on commercially-available software. The METIS software is currently developed and tested on an UNCLASSIFIED computer network at the contractor’s facility. We have no requirement that the software be developed on a stand-alone (isolated) system.

15. In Section I, the Government incorporates FAR 52.227-17 Rights In Data – Special Works which requires the contractor to assign copyrights of works first produced under this contract to the Government.

Guidance issued by the Office of the Under Secretary of Defense for Acquisition, Technology and Logistics entitled “Intellectual Property Navigating Through Commercial Waters” dated October 15, 2001 states that the Department of Defense Framework related to Intellectual Property is:

¨Contractor are generally permitted to retain ownership (e.g., title) of the IP rights government the technologies/information that they develop or deliver under DoD contracts; and

¨DoD receives only a (nonexclusive) license to use that IP – the scope of the license depends on the nature of the data, the relative source of funding for development, and negotiation between the parties.

FAR 52.227-14 Rights in Data – General and DFAR 252.227-7013 Rights in Technical Data – Non- Commercial Items provides the Government unlimited rights and is incorporated into the solicitation. Would the Government consider deleting FAR 52.227-17 Rights In Data – Special Works?

The Government is in discussion with our legal advisor in regards to these clauses. At this time, we are not prepared to delete FAR 52.227-17. If, at the conclusion of our research, we determine it is not necessary to include FAR 52.227-17, we will delete it prior to contract award.

16. Is the bidder required to provide a fully burdened hourly rate schedule in addition to the cost summary format from L-7 (e)? Or is the cost summary format referenced in Section L the only required pricing format that provides sufficient detail for evaluation of proposal submissions?

No, the bidder is not required to provide a fully burdened hourly rate.

17. Section L-4, paragraph (13) states that each volume shall contain a glossary of all abbreviations and acronyms used, with an explanation for each. Is it the intention of the Government that each bidder detail in the Volume 1 glossary all abbreviations and acronyms used by the Government in Sections A through K?

No, a glossary of abbreviations and acronyms is only required for those used by the offeror not the government.

18. Section I of the solicitation incorporates both FAR clause 52.227-11 Alt IV entitled “Patent Rights – Ownership by the Contractor” and FAR clause 52.227-13 “Patent Rights – Ownership by the Government”. The incorporation of both clauses creates a conflict. We typically see the Government flow down FAR 52.227-11 in Government Contracts and Solicitations. Therefore, we respectfully request deletion of FAR 52.227-13.

FAR 52.227-13 will be deleted in Amendment 0001 to the solicitation.

19. Which OCR hardware and software is currently being used?

OmniPage 15 Pro software is currently being used on standard PCs.

20. Is the OCR hardware scanners hardware or software driven?

Software driven.

21. Are the OCR scanners capable of handling chemical, scientific or mathematic calculations/equations?

No, the OCR software currently in use normally does not correctly interpret chemical, scientific, or mathematic calculations or equations. If determined relevant as a possible search term, the contractor has to manually add this information to the embedded, searchable text during the OCR verification.

22. Which OCR software has been customized to support this contract?

None.

23. Would the source code of the customized software, documented in PWS paragraph 1.2, be provided?

Any code developed for the Metis software under the MARSS contract will be made available to the winning bidder. However, Metis uses a Mark Logic XML server and a NetOwl entity extractor and the source code for these products is proprietary and will not be provided.

24. Which analyst tools are currently being used to interrogate or visualize information?

Currently Metis is a stand-alone web-based application, so no external analyst tools are being used to access it.

However, the winning bidder may be required to integrate Metis functions into existing or future analyst tools.

25. Levels of effort of personnel, as documented in Appendix A, is limited to PWS paragraphs 1.3.1 and 1.3.2; what is the LOE expected to support PWS paragraphs 1.3.3 and 1.3.4 and all of their sub-paragraphs?

In Appendix A, the LOE for Document Conversion is estimated to have an FTE level of 4.9 and should include PWS paragraphs 1.3.1 and 1.3.3 including all sub-paragraphs. The LOE for Software Tools and Applications is estimated to have a FTE level of 3.7 and should include PWS paragraphs 1.3.2 and 1.3.4 including all sub-paragraphs.

26. Do the documents called out in PWS paragraphs 1.3.4.5 – 1.3.4.11 currently exist? If yes is the intent for the selected contractor to update and maintain these documents or will these documents need to be developed and the system documented prior to any software development at the start of the contract.

With the exception of software change documentation maintained by the current contractor, the software documentation called out in PWS paragraph 1.3.4.5 – 1.3.4.11 does not currently exist. However, it will be delivered under the current MARSS contract. The intent is for the selected contractor to update and maintain these documents as requested by the government.

27. Is there a reading library for potential bidders and are representative technical documents available for review?

No, there is not a reading library for potential bidders. The software documentation referenced in question 12 above does not currently exist and is therefore not available for review. Technical documentation on commercial software used in Metis such as the Mark Logic XML server and Net Owl Entity Extractor is available from the commercial software companies.

28. Please clarify the intent of PWS paragraph 1.4.1 – Is this related to contractor Facility Security Officer (FSO) responsibilities for contractor offices/equipment?

Yes, it pertains to the security requirements of work done at the contractor’s facility. Since the government is only providing work space for two contract software personnel at AFTAC, it is expected that much of the software development work will be done at the contractor’s facility. The contractor is responsible for all software, equipment, or requirements necessary to meet the security requirements of performing this work at their off-site facility.

29. Will any travel outside the local area be required in support of this effort?

Yes, travel to training and industry meetings outside the local area will be required in support of the contract.

The PWS will be updated accordingly in Amendment 0001.

30. What program language is the METIS tool written in?

XQuery, XPath, XSLT, Java, JavaScript, HTML, CSS and Adobe Flash

31. What documentation/data does the Government consider to be included in the appendices of technical volume? In Section L-4(v), page 44, page limitations, 4th sentence states “each page shall be counted toward the above page limits except for…appendices of technical volume, etc. Is subcontracting plan considered one of these documents?

The offeror must decide what to include in the appendices of the technical volume. The subcontracting plan is not considered to be an appendix and will count toward the page limitation of the technical volume.

32. Solicitation page 45, Section L-5 Volume I – Administrative. There is no item (f); lettering skips from (e) to

(g). Please clarify.

This is a typographical error and will be changed in Amendment 0001 to the solicitation.
