About this file
This document is a Questions and Answers file for the Department of the Air Force Art Program's restoration project for the artwork "Here I Am Send Me" by Woody Ishmael. The pre-solicitation opportunity (Solicitation Number: FA7014SENDME) seeks a contractor to professionally restore and transport a large painting approximately 103 inches wide and 74 inches tall, currently displayed at the Pentagon since 1967. The government is conducting market research and welcomes multiple conservation approach proposals, with the goal of bringing the artwork to an "exhibition ready" state.
Key details include specific requirements for artwork handling, transportation, and restoration. The artwork will be picked up and dropped off at the Pentagon's loading dock, with strict security protocols requiring vendor vehicle and personnel pre-vetting at least 72 hours in advance. The project has a desired period of performance under one year, with potential monetary restrictions for longer durations. The government expects vendors to provide comprehensive treatment, including frame restoration, and carry insurance up to $10,000 to offset potential damage. Vendors are requested to provide information about their SAM UEI, socio-economic status, and ability to perform exhibition-ready restoration and transportation services.

Questions & Answers for the Restoration of “HERE I AM SEND ME” artwork by Woody Ishmael. Department of the Air Force Art Program, #1967.054
1. Upon deinstallation of the painting and frame, is it possible to consider re-hanging the frame and leaving it on site for the duration of treatment on the painting. Efforts to dust the frame are possible on site, id required - But there is no mention of frame treatment, that we have seen, in the RFP.
a. The frame will be included as part of treatment. The frame cannot be left in place while any conservation/restoration work is taking place. The frame, and any attached or hanging plaques, will be included as part of the artwork treatment, to include cleaning and restoration of any finish, and ensuring structural soundness and stabilization. Frame finish will be color matched and any missing material will be replaced. Any wires, hooks, bumpers etc. attached to the frame will also be cleaned or replaced as needed.
2. Please provide the following:
a. Diagram of the EXACT routes for access and egress during the deinstallation and reinstallation processes.
i. We cannot provide diagrams of the Pentagon. We will use a moving service to uninstall/install and transport artwork to/from the loading dock at the Pentagon. The vendor will coordinate with the Art Program POC for loading dock access to load and unload the framed painting.
b. List of parking, personnel, equipment and other protocols bidders may expect during all site work.
i. See above.
ii. Needed equipment and personnel will be provided by the vendor as required to safely transport the painting to the conservation studio and to return it when done with treatment. Parking will be at dock or as directed by security.
c. A realistic estimate of the time a contractor typically requires to go through any on or off-site vehicular security, parking, unloading / loading, and transferring equipment through the building.
i. Time can take from two (2) to four (4) hours approximately from time of arrival, confirmation of vehicle and personnel inside (security clearance), entry to building and moving of needed equipment to location of painting. If this timeframe is not reasonable, please explain why (see 5(a) below).
d. List of requirements per working in stairwell re. pedestrian safety, etc.
i. N/A. On Government now.
e. Requirements for removing government property from the building
i. An art program pick-up/delivery form will be signed by the art program POC and the applicable conservation studio. Vendors will carry enough insurance to offset any damage or loss of painting up to the amount of $10,000.00.
f. Identify any NDA requirements.
i. No information/image releases without consent of Government. No NDA required.
g. Identify the requirement for escorting while on site relative to the number of staff we may bring.
i. N/A as only going to pick up and drop off at loading docks. General delivery truck rules should apply.
3. Please define "Exhibit Ready". There are options relative to the degree of treatment. Each degree impacts final cost. Assuming overall stability is the minimal objective, is the desire toward the larger effort a more minimal or a more comprehensive approach to conservation.
a. We will allow multiple levels of conservation to be proposed and will review and select the one that provides the best value to the government based on TBD evaluation factors. Right now we are in Market Research and welcome multiple ideas from the vendors to help define the evaluation criteria.
4. Once removed and just prior to re-installation, where will the remainder of the site work be undertaken? In the stairwell landing?
a. All work will take place at respective vendor’s location. We have removed the uninstall and install element from this requirement.
5. How many days may we occupy the stairwell, i.e. if we set up equipment, can we return the next day to compete the effort without dismantling equipment. May we leave equipment set up for more than one day, un-attended.
a. N/A
6. As it may be a cost benefit to SAF/AM, would you consider splitting the contract into two parts: 1. Deinstallation / re-installation and 2. Offsite conservation
a. N/A as it is only a pickup and drop off from loading dock requirement now. There is no longer an installation component.
7. Overall POP for the project?
a. From date of pickup to drop off, we are hoping for under a year. If longer is needed, please detail out in the schedule of your proposal. There will be monetary restrictions if the service takes longer than a year.
8. We need to budget for our time to obtain the painting and bring it back to our conservation facility.
a. What are the procedures and clearances necessary for bringing an art transport vehicle to the Pentagon to pick up the painting if we are awarded the conservation contract?
i. Vehicle and drivers/passengers must be preannounced and vetted at least a week to 72 hours in advance before being allowed to enter the Pentagon Reservation. Vendor will ensure the vehicle and drive/passengers’ information provided for security clearances to enter the Reservation remain exactly the same the day of artwork pickup/delivery. Failure to do so will delay the pickup/delivery process at no fault to the Government.
b. How much time will the check in process take for bringing an art transport vehicle to the Pentagon load-in and load-out area?
i. See answer 2(c)(i)
c. Can we temporarily leave the truck at the load-in/load-out area unattended while we are taking the painting off the wall?
i. N/A. Painting will be brought to loading dock.
d. Can we bring dollies and/or an artwork transport slant backed cart into the building to move the painting once it is removed from the stair tower?
i. Painting will be brought to loading dock. Vendors may bring any needed equipment to facilitate the movement of the art from the loading dock to their studio.
e. What will be the pathway to bring the painting out of the building, and are there any obstacles involved such as needing to move the painting down multiple flights of stair tower verses use an elevator?
i. N/A. Painting will be brought to loading dock.
