Sheet1
| RFP Section Reference | Question | |
| Attachment 4, “1. Pricelist” tab, row 8-10 | The included mapping to OMB SOC # 11-9198 does not seem to exist on www.bls.gov. An adjacent SOC# appears to be the government’s intent. Please confirm that the OMB SOC # for the “Manager” series of labor categories (LCATs) is 11-9199? | Spreadsheet is revised to read the OMB SOC major group level to allow Offeror's discretion |
| Attachment 4, “1. Pricelist” tab, row 11-13 | For the “Scientist” series of LCATs, the identified OMB-SOC # is 19-4099. According to www.bls.gov, that SOC description is “Life, Physical, and Social Science Technicians, All Other”, which may not directly appear to be in support of HAF A2/6 scope as the title, description, and salary range do not appear to map directly to HAF A2/6 requirements. Please verify if the OMB SOC # should be 15-1221 “Computer and Information Research Scientists” or possibly some other SOC#? | Spreadsheet is revised to read the OMB SOC major group level to allow Offeror's discretion |
| Attachment 4, “1. Pricelist” tab, row 17-18 | For the “Budget Analyst” series of LCATs, the identified OMB-SOC # is 13-2099, “Financial Specialists, All Other”. Please confirm if this is correct or if the government means for this series to be mapped to the OMB SOC # for the “Budget Analyst”, which BLS shows is “13-2031”? | Spreadsheet is revised to read the OMB SOC major group level to allow Offeror's discretion |
| Attachment 4, “1. Pricelist” tab, I3:19 | There does not appear to be an “Average” formula in cells I3:I19. Will the government allow for offerors to modify attachment 4 to insert this formula? | All formulas in spreadsheet removed. Offerors are to apply formula. |
| Attachment 4, “1. Pricelist” tab, D19:I19 | The “Average” formulas in row 19, D19:I19 seem to create a circular reference and may not properly calculate the average rates for each PoP. Will the government allow for offerors to modify attachment 4 to correct this formula? | All formulas in spreadsheet removed. Offerors are to apply formula. |
| In reference to Atch 5: Page 2-3; Section 2.6, Table 1, | Is the Government requesting a separate document for each component of the Subfactor? Or are we to using the table as a point of references for organization in which the final submission should consist of four (4) documents in total: a Cover Letter, Volume I, Volume II and Attachment 4 – Price Sheet? The usage of subfolder and volume together is the source of the confusion. | Submission package is anticipated to be more than 4 documents. Please ensure the documents reference the breakdown for organization purposes. |
| 2. In reference to Attachment 5: ITO and Evaluation Criteria Section 3.2.3 RFP Attachment 4, | In the event the subcontractors/teaming partners have agreed to adhere to the Prime contractors PECP, do the subcontractors/teaming partners still have to submit individual PECPs to the Government directly for this effort? | Yes, still need Subcontractor's PECP. |
