6Can the government clarify the maximum number of students to be hosted per each class?As stated in the PWS, elearning class including virtual session shall be able to accommodate 750 students, The average class size has been 200 in the past; however, we have had classes go over 500 and exspect growth as we push to reach the goals out lined in the PWS.
7Can the government clarify the maximum number of simultaneous users in total and by each course scope, specifically Green Belt and Black Belt?simultaneous users is defined as the number of users using the portal at any given time.
8Can the government give specific min/max annual numbers for Fundamental Course Scope?Approx 5,000 - 7, 000 annuallyScope would be an industry standard Yellow belt level class from the ASQ or simular Body of Knowledge

The intent here is for current practitioners to be able to exspand their knowledge without formal enrollment into a course.
12Can the government give specific min/max annual numbers for Additional Course Scope?Approx 200 - 500 scope would be a Improvement or Innovation course from industry leaders that would expand the knowledge and growth of our top improvers or innovators.
13Does government foresee having ample mentors to coach the predicted numbers of annual participants at varying levels of capability, specifically Green Belt and Black Belt?The goal is to train 5% of the population in green belt and 1% in Black belt skills. Out of that population the government will provide mentorship and coaching for certification for those that choose to get certified. The government will provide the required instructors. The key here is to provide the knowledge to our Airmen followed by the mentorship as they develop.
14The government requires varying course scopes, but only provide opportunities for Black Belt pricing. Is the government willing to define pricing by course scope?The pricing is for foundational, Green & Black belt, and individual learning as one unit, market research has shown that the capability is available for vendors to offer various elearning courses as as a package.
15The government requires pricing for 30,000 which is the minimum annual participants across various course scopes. 16Per PWS Section 1.1, the government states "Virtual classes will be facilitated by Air Force approved instructors and hosted by the vendor using the vendor provided integrated e- learning platform provided under this contract." Does government plan on hosting six (6) of these sessions?The goal is to train 5% of the population in green belt and 1% in Black belt skills. Out of that population the government will provide mentorship and coaching for certification for those that choose to get certified. The government will provide the required instructors. The key here is to provide the knowledge to our Airmen followed by the mentorship as they develop.
17Section 1.1.1 mentions each course may consist of eLearning modules and virtual sessions. However, the government only mention virtual for course scopes 1.1.2 Fundamental Course Scope and 1.1.4 Black Belt Course Scope. Does the government plan on requiring virtual training for any of its other course scopes?Virtual classes are appropriate for the foundational course, green gelt course, and the black belt course as a way to suplement the elearning lessons and provide Air Force specific content. However, the virtual or physical class may be used for the additional courses when offered. The independent course is the only course where a virtual or physical session is not considered an option.
18In 1.1.6 Custom eLearning Content the government says these requests will not exceed four (4) per period of performance. However, the pricing sheet requires five (5). Can the government clarify which quantity is accurate?The pricing sheet has been updated. Please propose in one amount for each CLIN via CLINs 0001, 1001, 2001, and 3001.
19Are we to assume that all costs for administration, program management, reporting, meetings, and change management are to be included in the Firm Fixed Price? In other words, mark up license costs to cover these fees?Or, will the government provide additional fixed price line items to address the management and administration costs required to transition, deploy, configure, and maintain the eLearning platform and provide advisory services?Yes, the cost should be rolled up into one line.
20What software is being supplied to all students to complete their LSS projects Software used?The project traking toll provided in this contract will be used.
21Was incumbent successful in delivering training to the government?Yes, incumbent was successful in delivering training to the government.
22Will the government allow for an extension of the submission date?Yes, the extension has been made to 28 December 1000 EST.
23In 2.1 and 2.4.2, a variety of administrative/hosting services are requested. Can the scope of these be better defined specifically as it relates to hosting? Can these services be priced as a separate line item?The pricing should include all the requirements. Schedule & host Monthly meeting to discuss results, provide countermeasures for improving performance and other agenda item requested to include tracking and reporting on problems that are encountered during the term of the agreement is tied to the advisory service area and 2.4.4 is tied to the eLearning portion and the related virtual classes that support eLearning.
24In Section III, please expand on what is meant by “90% accuracy” or “92% of the time”, etc. Can you expand on what is meant by accuracy in these instances?Students can access the e- learning modules from any location 24/7 with 90% accuracy. 90 percent of students should be able to access the material they need24/7 from any location 90 % of the time. Performance is acceptable when progress reports are available 92% of the time. Students and managers should be able to access progress reports and they should reflect the current progress 92% of the time.
25If 30,000 per year is the minimum number of people to be trained annually, what is the likelihood of achieving that target minimum, and is there an estimate of the likely maximum number trained in any year?Using elearning our intent is to train 30,000 a year across Foundational skills, Green/Black belt skill and independent learning. The probability is good we will hit those numbers. We desire to surpass the 30,00 however, meeting the 30,000 minimum is the goal.
26Please clarify the government’s intention regarding the scope of the permanent IP license grantAll materials and intellectual property developed via this contract shall be available royalty-free and license-free to the Government. The contractor, however, retains the right to use results from its own research and development. If the contract develops material for our use, we have access to use it without paying royalties.
27Is there a requirement that the training support a specific particular data analysis software (e.g. Minitab, JMP, EngineRoom?)No, the Air force uses a variety of data analysis tools; however, providing a common analysis tool for training purposes would be benifical.
28What is the scope of an “additional course” or “Custom eLearning Content''? (for example: what is the instruction time requirement (e.g., no more than 2 hours of course content)? Is course delivery expected to be in-person, eLearning, virtual, and/or pre-recorded? Is testing material expected?)Additional courses (Physical or Virtual) may be requested on an individual or recurring basis on a variety of improvement and innovation topics. Intent is to provide specialized training topics that help leading innovators & improvers grow and develop beyond what is available through the elearning option.

31With regard to the “additional courses” on improvement and innovation, is there a specified duration of these courses, in number of equivalent days? Is a per-day price acceptable?Classes in the past have been two days
32Sections 1.1.6 and 1.1.7 do not appear to be included in task Descriptions (2.1 – 2.6). Does the government intend for vendors to address this portion of the scope within our technical approach? If yes, where?Please include in 2.4.2 as additional courses may be developed to support 2.4.2 and additional elearning course may be developed to meet requirements not offered in the standard offereing.
33Task 1 Advisory Support does not have a corresponding line item on the Attachment 4 Pricing. Does the government intend for vendors to include these costs in the calculations for the LSS e-Learning with customized Web Portal/Project Tracking Tools? Can offerors add a line item to support this task and associated services in their priceThe pricing should be all inclusive of all tasks.
