Written certification for Terms of Service Compliance: – Offerors shall submit a written certification that the solution abides by terms of service for its data sources, in accordance with Department of Defense Directive 3115.18, DoD Access to and Use of Publicly Available Information (Attachment 02, Terms of Service Compliance).
Certifications submitted must be valid at time of proposal submission and will need to be valid at time of contract award and throughout contract performance.

Should proposals include descriptions of what the government will need to do to address the implementation requirements that are outside of the scope of the solicitation, such as the integration of the capability being proposed with existing Air Force alerting systems?
If the contractor’s proposed solution will require additional implementation or support outside the scope of the solicitation in order to successfully fill the DoD requirement, please articulate this in the proposal.

What is the estimated number of “DoD Authorized Users?” According to the latest DoD end-strength figures dated 30 Sep 2019 (https://www.dmdc.osd.mil/appj/dwp/dwp_reports.jsp), there are 2.93 million DoD Active Duty, Guard, Reserves and Civilians. Is it the Government’s intent to provide licenses to up to all 2.93 million personnel within the DoD?
The solicitation is for an unlimited enterprise license. At this time, the DoD Enterprise is approximately 3 million personnel; offerer needs to address if/how they can scale to meet the Enterprise and in what timeframe.
9 Solicitation N/A 8 What is the invoice frequency for this Contract? At the beginning of each Month (Monthly) or at the beginning of each Year (Yearly)?
Invoicing will be dependent on available funding but could be at the beginning of each month of performance or (if fully funded) at the beginning of each year.

Page 8 of the solicitation shows a period of performance for the base year of 25 FEB 2020 to 24 FEB 2021. Page 1 of Attachment 03 SOO says the period of performance is projected to begin in March 2020. What is the POP start date?
Full performance is expected to begin 25 March 2020 but the Government is expecting a 30 day transition to begin 25 February 2020.

The 20 objectives listed in the PADELS Statement of Objectives do not address the integration and operational support requirements that we believe are key to a successful deployment. Will the government be handling these requirements with its own personnel, or will it be seeking contractor support?
At this time, the Government is not seeking additional DoD enterprise contract support as part of this requirement, beyond what is articulated in the proposal solicitation.
12 Attachment 3 1 On what platforms (PCs, tablets, phones, etc.) and operating systems (iOS, Window, etc.) does the Government expect to utilize the Contractor's solutions?
In addition to the web-based interface, Government personnel should be able to use the mobile application on their DoD device or personal device if they so choose
13 Attachment 3 2 1 Regarding item 2 from the SOO, what does the government mean by “incorporating data veracity into methods by which alerts are generated?”
This refers to the Offeror's approach to assessing the trustworthiness or accuracy of data used to generate alerts.

Regarding the Factor 1.2 (Commercial Availability) for Gateway to Demonstration which calls for up to 10 pages to “provide a clear, concise description of how the Offeror plans to provide and employ a commercially-available unlimited PAI alerting DoD enterprise license subscription”, will government expand on the requirements to demonstrate commercial availability?
The Government's definition of "commercial item" is found at FAR 2.101

Regarding objective #16: The Government is seeking a Commerically available license subscription. This requirement would require development of the software beyond what is found in a COTS solution. Will the Government remove this requirement?

Regarding base period and start date, the RFP Memorandum section 1 states the start date in on or about 25 FEB 202; SOO section III says March 2020, and Part II(a) of Attachment 8, “Addendum to FAR 52.212-1, Instructions to Offerors-Commercial Items” describes a 30 day transition period. Is it the Government’s intent to award a base period of 13 months (30-day transition + 12 month full performance) that will run on or about 25 February 2020 through on or about 25 March 2021?
The transition portion is projected to start 25 Feb 2020. The full performance period is expected to start 25 March 2020. The base year includes the 30 day transition plus 11 months of performance. The remaining options will be 12 months in length.

Brief Description of Effort as instructions item 3 says "…nature and portion (percentage) of the work to be performed on leadership development courses…" As this solicitation is not for leadership development courses. What should this language be replaced with?
Describe the nature and portion (percentage) of the work to be performed on the PADELS solution described in the Offeror's proposal.

T1. says "How effective was the contractor in developing your organization's Strategic Communications Plan and how successful was the plan?" This solicitation is not for a communications plan. T2, T3, T4, T5, T6, and T7 also do not seem to be related to this solicitation. Will the Government provide a corrected PPQ?
The wrong PPQ was inadvertantly uploaded, the correct one was uploaded on 18 Nov19.
20 Atachment 7 6 The bottom of the PPQ says "All Past Perfomance Questionnaires are to be submitted no later than 5:00PM EST, XX Nov 2019…" Will the Government provided a PPQ with the completed, correct due date?
The date should read , 12:00PM 13 Dec 19. PPQs are due the same time as the proposal.
21 Attachment 8 Part 1.A 1 Please confirm that the government will provide all “Acceptable” bidders the same “predetermined scenario”. The Government will provide the same scenario to all vendors.

When/if the Offeror submits the report of a predetermined scenario, will the Offeror be certifying to the Government that the provided alerts were in fact actually delivered (via a push notification) to existing customers of the proposed commercial PAI alerting subscription service during the specific time in which the scenario occurred?
The Government will be reviewing the output of the solution from each Offeror.

Part II, Volume III (Price) contains numerous requirements, including:
providing “sufficiently detailed” information on prices “to demonstrate their reasonableness;” satisfying the “burden of proof for credibility of proposed prices;” noting that the “price proposals will be evaluated for completeness by assessing the level of detail the Offeror provided;” and directing that the Offeror “must provide all the necessary data.” In light of these substantial requirements, we respectfully request that this volume be expanded to at least 10 pages or ideally an unlimited number of pages.
The Government will allow up to 10 pages for Part II, Volume III (Price).

Section 8 says "For those pages of the proposal that cannot be submitted using Microsoft Office, such as the Standard Form 1449, Offerors shall include those pages electronically using Adobe Acrobat portable document files (.pdf) format." Since a pdf cannot be embedded into a Word document, can we submit our entire Part I volume as a pdf?

Under Source Selection Timeline, in the third row Proposal Due , Factor 2, Technical Approach- Demonstration/Oral Presentation" is listed with a due date of 12:00pm ET, 13 December 2019. However, page 6 says "Offerors that have been found acceptable to proceed to the Gateway shall email an electronic version of their Oral Presentation materials... NLT 16 Dec 19 at 5:00PM EST". Are the slides due 13 December or 16 December?

Reference Attachment 8, “Addendum to FAR 52.212-1, Instructions to Offerors-Commercial Items”, there is an inconsistency in the middle of page 5 in the PART I (b) – FACTOR 1 – GATEWAY TO DEMONSTRATION/ORAL PRESENTATIONS section that states, “Offerors shall email an electronic version of their Gateway responses to: …. NLT 06 DEC 19 at 12:00 PM EST. All other references to suspense date for this requirement state of 12:00 p.m. ET, 13 December 2019. Will the Government confirm that 13 December is the response date?

The paragraph after the subfactors says "Within one (1) business day of acceptance, Offeror will be assigned the date, time and location of their Demonstration/Oral Presentation." Receiving a notification on 17 December will leave very little time to make travel arrangements for the Demonstration/Oral Presentation on 18, 19, or 20 December. Given the holiday traffic this may not be feasible for Key Presenters that reside outside the DC area. Can the Government provide additional time between the scheduling and the Demonstration/Oral Presentation?
Due to the acquisition schedule, no additional time will be granted. However, the Government will work with each Offeror to the maximum extent practicable when scheduling demonstrations/oral presentations.

PART II- VOLUME III- FACTOR 4 PRICE PROPOSAL says "Offeror shall submit their Price Proposal for the base period (to include 30 day transition) plus four (4) option years." Is the 30 day Transition a part of the 1 year base or is it in addition to the one year (13 months)?
No, it is included in the base year.

(a) says "Transition costs includes all costs associated with on-boarding of accounts during the 30 day transition period. Transition costs DO NOT include costs of full service performance of personnel." Can the Government provide additional requirements/details for the transition period?
The transition period is primarily for on-boarding users (such as account creation)

Could the government please indicate the capacity in which Kingfisher Systems would be engaged, whether Kingfisher Systems would be engaged as a covered government support contractor, and what specific nondisclosure and confidentiality terms would be imposed upon Kingfisher Systems with respect to proprietary, confidential, or privileged commercial or financial data furnished by offers under the solicitation?
All members of the evaluation team, including Government Support Contractors, sign Non-Disclosures for any and all proprietary, confidential, or privileged commercial data. This particular individual will be limited to the technical evaluation and will have no access to the past performance or pricing of any offeror.

Regarding non-government advisors who may review technical and cost/price data submitted by industry to the government in response to this solicitation, will the Government confirm that any such non-government advisors are under NDA with the Government that prohibit from disclosing industry information to non-government personnel.
