Addendum to FAR 52.212-1
Addendum to FAR 52.212-1, Instructions to Offerors-Commercial Items
Paragraph 52.212-1(c), Period for Acceptance of Offers, is tailored as follows: “The Offeror agrees to hold the prices in its offer firm for 240 calendar days from the date specified for receipt of offers. Offerors may specify a longer acceptance period than the Government’s minimum requirement.”
Paragraph 52.212-1(e), Multiple Offers, is tailored as follows: “Multiple offers are not accepted.”
The proposal shall consist of two (2) Parts (I & II). Part I will have one volume and Part II shall have three (3) separate volumes:

Each Volume and Part shall contain a Table of Contents, Cross References, and the List of Tables and Drawings (if applicable). Cover pages, Table of Contents, and Tabs will not be counted against the page limits. However, pages depicting tables, charts, graphs and figures will count toward the page limit.
1) The proposals will be on 8 1/2” x 11” paper, except for fold-outs used for charts, tables, or diagrams, which may not exceed 11” x 17”.
2) A page is defined as one face of a sheet of paper containing information. Content on both the front and back of a page is considered two pages.
3) All printing shall be single-spaced. Spacing characteristics are applicable to charts and graphs.
4) Text shall be Microsoft Word Times New Roman, not less than 10 pitch.
5) Text for charts, tables, graphs, and figures shall be Microsoft Word Times New Roman, no smaller than 8 pitch, and used only when absolutely necessary.
6) There are no margin limitations for MS PowerPoint slides. However, slides must be in legible/readable format.
7) Page Limits - Information submitted shall not exceed the page limits stated above for each part.
Evaluators will only read up to the maximum number of pages specified. If the page limit is exceeded, the pages in excess of the limit will be removed from the applicable part and will not be considered as part of the evaluation. The Table of Contents, Glossary, Cross Reference and
Summary pages are not included in the page count and should be enumerated separately from the total page count (i.e. the page numbers for these pages are Roman numerals or otherwise separately identifiable).
8) Electronic Copies – One (1) electronic copy of each Part of the entire offer must be submitted. The electronic version of the proposal shall be submitted in a format readable by Microsoft Office 2013 or later which includes software programs such as Word, Excel, and PowerPoint. For those pages of the proposal that cannot be submitted using Microsoft Office, such as the Standard Form 1449, Offerors shall include those pages electronically using Adobe Acrobat portable document files (.pdf) format. USB flash drives, floppy disks, and zip disks are not acceptable. The electronic version shall be submitted via email to the following address: usaf.jbanafw.afdw-staff.mbx.afdw-pke@mail.mil.

PART I (a) – SUMMARY AND MISCELLANEOUS DATA
The Offeror shall provide a concise summary and master table of contents of the entire proposal and shall provide all of the following:
1) Standard Form (SF) 1449. Complete blocks 12, 17a, 30a, 30b, and 30c. In doing so, the Offeror accedes to the contract terms and conditions as written in the solicitation. A completed mailto:usaf.jbanafw.afdw-staff.mbx.afdw-pke@mail.mil
Schedule of Supplies/Services Continuation Sheet, outlining pricing for Contract Line Item Numbers (CLINs). Pricing for the base period (to include 30 day transition) plus four (4) option years shall be submitted in a format readable by Microsoft Office 2013 or later which includes software programs such as Word, Excel, and PowerPoint. Insert proposed unit price(s) and extended amount(s) for each CLIN. The extended amount must equal the unit price multiplied by the number of units. It is imperative that mathematical calculations are correct.
2) Standard Form (SF) 30. If solicitation amendments are issued, the Offeror shall also complete blocks 15a, 15b, and 15c. In doing so, the Offeror accedes to the contract terms and conditions as amended.
3) Complete the necessary fill-ins and certifications in the provision clause and in the on-line Representations and Certifications at www.sam.gov. Return the provision FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, along with the proposal. For other provisions and clauses in the solicitation, the Offeror is required to submit the pages that require an Offeror fill-in.
4) Attachment 04 Performance Objectives. Complete the red XX fill-ins with standards Offeror adheres to within the industry
5) Responsibility Determination and Supporting Documentation: To assist in determining contractor responsibility in accordance with FAR 9.104-1, the Offeror shall explain how they plan to maintain adequate financial resources for a contract of this magnitude and length. The Offeror shall address a fiscal plan for covering transition, unexpected or emergency situations, and initial performance costs prior to recoupment. If the Offeror plans to rely on financial support from external sources, documentation of availability and maximum lines of credit available (based upon the inclusion of this contract effort) must be submitted. Evidence of external funding must be provided in the form of a dated letter from the external source.
Note: In accordance with FAR 9.104-5, the Offeror is required to comply with the submission regarding FAR 52.209-5, Certification Regarding Responsibility Matters. The Government may request that an Offeror submit additional information so a responsibility determination can be made. This request for additional information will not be construed as communications or discussions with an Offeror.
Offerors shall email an electronic version of their Gateway responses to: usaf.jbanafw.afdw-staff.mbx.afdw-pke@mail.mil NLT 13 DEC 19 at 12:00 PM EST.
PART I (b) – FACTOR 1 – GATEWAY TO DEMONSTRATION/ORAL PRESENTATIONS
Offerors are required to submit their proposal comprised of written technical proposal, SOW, http://www.sam.gov/ commercial availability, and terms of service compliance:
1) Written Proposal: Provide a written technical proposal that is clear, concise, and include all the information required, including a Statement of Work (SOW), by this provision in sufficient detail for effective evaluation. The proposal should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet these requirements. Offerors shall assume the Government has no prior knowledge of their capabilities, work processes, facilities, and experience and will base its evaluation on the information presented in the Offeror’s technical proposal.
2) Commercial Availability: Offerors shall provide a clear, concise description of how the Offeror plans to provide and employ a commercially-available unlimited PAI alerting DoD enterprise license subscription.
3) Written certification for Terms of Service Compliance: – Offerors shall submit a written certification that the solution abides by terms of service for its data sources, in accordance with Department of Defense Directive 3115.18, DoD Access to and Use of Publicly Available Information (Attachment 02, Terms of Service Compliance). Certifications submitted must be valid at time of proposal submission and will need to be valid at time of contract award and throughout contract performance.

PART II – VOLUME I – FACTOR 2 TECHNICAL APPROACH
FACTOR 2 – DEMONSTRATION/ORAL PRESENTATIONS
1) Offerors shall present their technical approach for the Publicly Available Information Department of Defense Enterprise License Subscription (PADELS) to the Government utilizing a Microsoft PowerPoint Presentation and live demonstration of their proposed solution to ascertain whether the Offeror has sufficient understanding of technical concepts and requirements of the PADELS, as stated in the Statement of Objectives (SOO). Each Offeror has 90 minutes for this presentation.
During the presentation, the Technical Evaluation Team (TET) members will not interrupt the Offeror to ask questions (except to request the repetition of inaudible words or statements or the explanation of terms that are unknown to them) or otherwise engage the Offeror in any dialogue.
Offerors who fail to conduct their oral presentation will be ineligible for award. Offerors will be evaluated using combined technical/risk ratings in accordance with the 2016 DoD Source Selection Procedures, regarding the ability of their proposed solution to do the following (all items numbered below correlate with Attachment 06 Evaluation Grading Sheet):
A. Sub-Factor 1 – Address ability to detect emerging event, in near real-time. Proposal shall address how to;
1) Detect emerging events in near real-time, incorporating data veracity into methods by which alerts are generated.
2) Use a wide variety of social media, news and other publicly available information sources.
B. Sub-Factor 2 – Address ability to push/display usable alerts to users in near real-time.
Proposals shall provide and approach which thoroughly addresses how to:
1) Deliver (push) alerts to accounts
2) Display a map interface with event locations
3) Search events and create queries for accounts
4) Provide source attribution in alerts
5) Demonstrate translation capability
C. Sub-Factor 3 – Address ability to rapidly respond: scalability, account creation, customer issues, and technical questions. Offeror’s approach shall address ability to:
1) Scale to meet the DoD enterprise license subscription
2) Ensure safeguards are in place to protect DoD information
3) Ensure safeguards are in place to promote proper use in accordance with Public Law and DoD Policy
4) Provide help desk service
5) Provide for ease of use
6) Provide a low-bandwidth capability for degraded communications use
Offerors that have been found acceptable to proceed to the Gateway shall email an electronic version of their Oral Presentation materials for Factor 1 to: usaf.jbanafw.afdw-staff.mbx.afdw-pke@mail.mil NLT 16 Dec 19 at 5:00 PM EST for a time slot to provide their Oral Presentations. Within one (1) business day of acceptance, Offeror will be assigned the date, time, and location of their Demonstration/Oral Presentation. The Government will have the Offeror’s presentation slides pre-loaded on a laptop and live demonstration must be presented on Offeror’s device. All presentations will take place on Joint Base Andrews, Maryland, the specific location will be announced when available. If any Offeror fails to schedule a Demonstration/Oral Presentation as instructed, Offeror will be ineligible for award. There is NO advantage to scheduling the Demonstration/Oral Presentation early or later in the process. All documents are submitted by Offerors on the same date and no changes can be made once received by the Government.
2) Additionally, Offerors are required to submit a report of a predetermined scenario to demonstrate their proposed solution’s ability to perform, which will be emailed prior to the oral presentations to usaf.jbanafw.afdw-staff.mbx.afdw-pke@mail.mil, NLT, 20 DEC 19 at 9:00 AM ET. Scenario will be based on a real world event that occurred within the last 90 days prior to RFP release. Offerors will provide all alerts generated by their proposed solution pertaining to the event mailto:usaf.jbanafw.afdw-staff.mbx.afdw-pke@mail.mil for a specifically defined time. Report will be limited to capture of actual alerts in chronological order as would be seen by an account.
3) Time Limit – Offerors are given ninety (90) minutes for oral presentations, the Government will not consider any material presented past the 90 minute time limit. The Contracting Officer (CO) reserves the right to terminate the presentation if it overruns the prescribed time limit. There will not be a question and answer period following the oral presentation.
4) Presentation Media – Offerors are free to structure their oral presentations using 8½” x 11” viewgraphs (slides, transparencies) or other presentation media. The number of viewgraphs (or other media) should be reasonable for the stated time limit for presentation. Use of these visual aids is at the Offeror’s discretion.
5) Offerors are cautioned that Joint Base Andrews, MD has visitor control procedures requiring individuals not affiliated with the installation to obtain a visitor pass prior to entrance.
Security information is required for those Offerors who are eligible for oral presentations, and require Visitor Access to the installation. Information will be sent to Offerors once they have been identified as participating in the Demonstration/Oral Presentations. Offerors who fail to submit the required security information will not be permitted to conduct their oral presentation, and therefore will be considered ineligible for award.
Please email the Contract Specialist (CS) and Contracting Officer (CO) at usaf.jbanafw.afdw-staff.mbx.afdw-pke@mail.mil following submission to verify receipt of security information for Demonstration/Oral Presentation.
Note: All visitors are required to have a State or federally issued ID card at all times. Drivers must be in possession of their valid Driver’s License, Current Vehicle Registration and Current Proof of Insurance with Expiration date
Note: Offerors are limited to no more than two (2) personnel to attend the Demonstration/Oral Presentation. Offerors shall meet at the time and location provided which will be revealed at a later date by the CS and CO.
All materials presented shall be submitted to the Government IAW Section A – Specific Instructions. Materials submitted will count towards the technical portion of the evaluation.
PART II – VOLUME II – FACTOR 3 PAST PERFORMANCE
Offerors shall submit past performance information as required in sections (a)-(e):
(a) Summary - Describe Offeror’s roles and all subcontractors, teaming partners, and/or joint venture partners past performance information.
(b) Past Performance Information (PPI) - Offerors shall submit information on contracts considered most relevant in demonstrating the ability to perform this requirement. This information is required on Offerors, subcontractors, teaming partners, and/or joint venture partners considered critical to overall successful performance. A critical subcontractor is defined as an entity (subcontractors, teaming partners, and/or joint venture), other than the Offeror itself, that would perform more than 30 percent of the overall effort, based on the sum of the Total Evaluated Price proposed. The percentage of work of the critical subcontractor shall be provided. Offeror’s past performance shall be as a prime contractor, subcontractor, or member of a Joint Venture that contributed at least 50% of the effort based on the total cost.
(c) Offerors shall submit a maximum of three (3) contract references for the prime Offeror and two (2) contract references for a subcontractor, if applicable. Each contract reference shall be submitted on a PPI Sheet (Attachment 05). Each PPI shall cover actual work performed and not overarching contracts, such as Indefinite- Delivery Indefinite Quantity (IDIQ) basic contracts, Blanket Purchase Agreements (BPA), etc. Each PPI shall only address one performance effort such as a contract, task or delivery order from an IDIQ contract, or a call order off of a BPA. Once complete, PPIs will be treated as source selection information in accordance with FAR Part 3.104.
(d) Past Performance Questionnaire (PPQ) - The Government requests that Offerors send PPQs (Attachment 07) to each of the Points of Contact (POC) identified on the Offeror’s PPI sheet(s). POCs shall email completed attached PPQs directly to the Government at usaf.jbanafw.afdw-staff.mbx.afdw-pke@mail.mil.
NOTE: PPQs submitted to the Government by the Offeror will not be accepted. PPQs must be received no later than the closing date/time of the solicitation.
(e) Organizational Structure Change History - Many companies have acquired, have been acquired by, or have otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. and these changes have taken place during the time of performance of relevant efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what Past Performance is relevant to this acquisition. To facilitate the Government’s past performance evaluation, Offerors shall include in this proposal a "roadmap" describing all such organizational changes (if applicable), to include specific names and dates.
(f) Recency Determination - Each relevant contract shall be performed during the last five (5) years from the date of issuance of this solicitation. This includes contracts that were awarded prior to this period, but still had performance during the last five years.
(g) Relevancy Determination - Offerors shall submit information on contracts deemed relevant in demonstrating the ability to perform services for this requirement and explain how/why the referenced contracts are relevant to the proposed effort in the PPI sheets.
(h) Other Sources – The Government may utilize references other than those identified by Offerors in evaluation of Offeror’s Past Performance. While the Government may elect to consider data obtained from other sources, the burden of providing accurate and complete, recent and relevant PPI that demonstrates the ability to perform this requirement rests with each Offeror.
(j) Determination of Responsibility - Even though the assessment of Past Performance is separate and distinct from Determination of Responsibility required by FAR Part 9, PPI contained herein may be used to support the Determination of Responsibility for successful Offerors.
PART II – VOLUME III – FACTOR 4 PRICE PROPOSAL
Offeror shall submit their Price Proposal for the base period (to include 30 day transition) plus four (4) option years. Extreme care should be exercised to ensure that no price data of any kind is included in any other part of the proposal. The price proposal shall include the following:
(a) The Total Evaluated Price (TEP). The TEP is the sum of the base period (to include 30 day transition) plus four (4) option years. Transition costs includes all costs associated with on-boarding of accounts during the 30-day transition period. Transition costs DO NOT include costs of full service performance of personnel.
(b) An offer using a sliding price scale or a subject to escalation based on any contingency will not be accepted and will be considered unacceptable for this solicitation. Offers should be sufficiently detailed to demonstrate their reasonableness. The burden of proof for credibility of proposed prices rests with the Offeror.

2) Limitations on use of nongovernment advisors. Nongovernment advisors shall assist in and provide input regarding the evaluation, but they may not determine ratings or rankings of Offeror’s proposals. Use of non-government personnel as voting members of the Source Selection Evaluation Board (SSEB) is prohibited. (FAR 7.503(c)(l2)(ii)). Disclosure of past performance information to non-government personnel is strictly prohibited. Accordingly, non-government advisors shall not participate in the review and evaluation of past performance information (see FAR 42.1503(d)).
USE OF NON-GOVERNMENT ADVISORS
(a) Offerors are advised that technical and cost/price data submitted to the government in response to this solicitation may be released to non-government advisors for review and analysis. The non-government advisor support will be provided by:

(b) Offerors shall complete paragraph (b)(2) or provide written objection to disclosure as indicated in paragraph (b)(1) If the offeror objects to disclosure of a portion of the proposal, the consent in (b)(2) should be provided for the remainder of the proposal.
(1) Any objection to disclosure:
(i) Shall be provided in writing to the contracting officer within 10 days of RFP issuance; and
(ii) Shall include a detailed statement of the basis for the objection. The detailed statement shall identify the specific portions of the proposal the offeror objects to disclosure to non-government advisors.
(2) I understand technical and cost/price data submitted to the government in response to this solicitation may be released to non-government advisors. I consent to release of any (unless objection is provided in (b)(1) above) proprietary, confidential, or privileged commercial or financial data provided by the firm(s) named below in response to this solicitation, to non-government advisors for review and analysis:
