The quantity, scale, and period of performance of the course refinement will be stated in individual Task Orders issued under the terms of this contract. The scale of course content refinement shall reflect the level of sustentative change from the then-current SAF/MG approved Air Force CPI Leadership Training Course content to the revised course content which addresses student feedback. Any approved course refinement changes shall not vary the duration or primary academic focus of the course content.
Changes in the order of presentation or corrections in grammar, and comparable minor revisions affecting less than 5% of the then-current SAF/MG approved Air Force CPI Leadership Training Course content are determined to be within the scope of CLINs 0002, 1002 and 2002, and shall be performed by the Contractor at no additional cost to the Government.

SECTION C
ORGANIZATIONAL CONFLICT OF INTEREST
(a) "Organizational Conflict of Interest" means that because of other activities or relationships with other persons, a person is unable or potentially unable to render impartial assistance or advice to the Government, or the person's objectivity in performing the contract work is or might be otherwise impaired, or a person has an unfair competitive advantage. "Person" as used herein includes Corporations, Partnerships, Joint Ventures, and other business enterprises.
(b) The Contractor warrants that to the best of its knowledge and belief, and except as otherwise set forth in the contract, the Contractor does not have any organizational conflict of interest(s) as defined in paragraph (a).
(c) It is recognized that the effort to be performed by the Contractor under this contract may create a potential organizational conflict of interest on the instant contract or on a future acquisition. In order to avoid this potential conflict of interest, and at the same time to avoid prejudicing the best interest of the Government, the right of the Contractor to participate in future procurement of equipment and/or services that are the subject of any work under this contract shall be limited as described below in accordance with the requirements of FAR 9.5.
(d) (1) The Contractor agrees that it shall not release, disclose, or use in any way that would permit or result in disclosure to any party outside the Government any information provided to the Contractor by the Government during or as a result of performance of this contract. Such information includes, but is not limited to, information submitted to the Government on a confidential basis by other persons. Further, the prohibition against release of Government provided information extends to cover such information whether or not in its original form, e.g., where the information has been included in Contractor generated work or where it is discernible from materials incorporating or based upon such information. This prohibition shall not expire after a given period of time.
(2) The Contractor agrees that it shall not release, disclose, or use in any way that would permit or result in disclosure to any party outside the Government any information generated or derived during or as a result of performance of this contract. This prohibition shall expire after a period of three years after completion of performance of this contract.
(3) The prohibitions contained in subparagraphs (d)(1) and (d)(2) shall apply with equal force to any affiliate of the Contractor, any subcontractor, consultant, or employee of the Contractor, any joint venture involving the Contractor, any entity into or with which it may merge or affiliate, or any successor or assign of the Contractor. The terms of paragraph (f) of this Special Contract Requirement relating to notification shall apply to any release of information in contravention of this paragraph (d).
(e) The Contractor further agrees that, during the performance of this contract and for a period of three years after completion of performance of this contract, the Contractor, any affiliate of the Contractor, any subcontractor, consultant, or employee of the Contractor, any joint venture involving the Contractor, any entity into or with which it may subsequently merge or affiliate, or any other successor or assign of the Contractor, shall not furnish to the United States Government, either as a prime contractor or as a subcontractor, or as a consultant to a prime contractor or subcontractor, any system, component or services which is the subject of the work to be performed under this contract. This exclusion does not apply to any recompetition for those systems, components or services furnished pursuant to this contract. As provided in FAR 9.505-2, if the Government procures the system, component, or services on the basis of work statements growing out of the effort performed under this contract, from a source other than the contractor, subcontractor, affiliate, or assign of either, during the course of performance of this contract or before the three year period following completion of this contract has lapsed, the Contractor may, with the authorization of the cognizant Contracting Officer, participate in a subsequent procurement for the same system, component, or service. In other words, the Contractor may be authorized to compete for procurement(s) for systems, components or services subsequent to an intervening procurement.
(f) The Contractor agrees that, if after award, it discovers an actual or potential organizational conflict of interest, it shall make immediate and full disclosure in writing to the Contracting Officer. The notification shall include a description of the actual or potential organizational conflict of interest, a description of the action which the Contractor has taken or proposes to take to avoid, mitigate, or neutralize the conflict, and any other relevant information that would assist the Contracting Officer in making a determination on this matter. Notwithstanding this notification, the Government may terminate the contract for the convenience of the Government if determined to be in the best interest of the Government.
(g) Notwithstanding paragraph (f) above, if the Contractor was aware, or should have been aware, of an organizational conflict of interest prior to the award of this contract or becomes, or should become, aware of an organizational conflict of interest after award of this contract and does not make an immediate and full disclosure in writing to the Contracting Officer, the Government may terminate this contract for default, as well as take any other remedies available under law.
(h) If the Contractor takes any action prohibited by this requirement or fails to take action required by this requirement, the Government may terminate this contract for default.
(i) The Contracting Officer's decision as to the existence or nonexistence of an actual or potential organizational conflict of interest shall be final.
(j) Nothing in this requirement is intended to prohibit or preclude the Contractor from marketing or selling to the United States Government its product lines in existence on the effective date of this contract; nor, shall this requirement preclude the Contractor from participating in any research and development or delivering any design development model or prototype of any such equipment. Additionally, sale of catalog or standard commercial items are exempt from this requirement.
(k) The Contractor shall promptly notify the Contracting Officer, in writing, if it has been tasked to evaluate or advise the Government concerning its own products or activities or those of a competitor in order to ensure proper safeguards exist to guarantee objectivity and to protect the Government's interest.
(l) The Contractor shall include this requirement in subcontracts of any tier which involve access to information or situations/conditions covered by the preceding paragraphs, substituting "subcontractor" for "contractor" where appropriate.
(m) The rights and remedies described herein shall not be exclusive and are in addition to other rights and remedies provided by law or elsewhere included in this contract.
(n) Compliance with this requirement is a material requirement of this contract.
SECTION C - PWS
PERFORMANCE WORK STATEMENT
EXECUTIVE LEADER TRAINING SUPPORT
FA7014-16-R-5007
1. Project Title: Air Force (AF) Continuous Process Improvement (CPI) Executive Leader Training
2. Introduction: This effort will be performed in support of AF CPI training, transformation, and efficiency initiatives sponsored by the Air Force Deputy Chief Management Officer (DCMO) under Secretary of the Air Force (SAF), Office of Business Transformation (MG).
3. Program/Performance Objective: The objective of this requirement is to equip executive Air Force leadership with CPI and other Executive Leadership Training tools to ensure a more effective and efficient Air Force.
4. Scope of Work: The Executive Leader training will be conducted in the Continental Untitled States (CONUS) and shall include integrated lodging, dining facilities, course materials and hands on review of one or more private sector process improvement application(s) as an industry tour as identified in section 4.6.6. Classrooms shall accommodate twenty-five (25) executive attendees plus two (2) Government observers and will be two full academic days.
4.1 Executive Leader Training: The contractor shall provide the SAF/MG approved AF CPI Executive Leader course in a format and content appropriate for a student body consisting of General Officers (GOs), Senior Executive Service (SES) members, Command Chief Master Sergeants (CMSgts), and other executive leaders as identified by AF leadership.
4.2 Course Content Development: The contractor shall develop course content to include executive attendee book, simulations and presentation materials through a collaborative process with SAF/MG. Proposed course content submittals shall be reviewed by the SAF/MG for acceptability. SAF/MG may either approve, conditionally approve or reject the contractor’s proposed course content submittals by written notice to the contractor within ten (10) days of receipt. Any conditionally approved or rejected course content submittals shall be revised by the contractor within ten (10) calendar days after receipt of Government comments.
4.3 Number of Courses to be Provided: The contractor shall provide and estimated quantify of six (6) Executive Leader training courses over a one (1) year period of performance, plus an estimated six (6) Executive Leader Training courses for any exercised option period(s). Course content should be updated for each option year or as requested by SAF/MG. The number of courses during a single ordering period shall not exceed twelve (12), consisting of any mix or combination of CPI Executive Leadership and Expanded Content Executive Leadership courses.
4.4 Course Scheduling: The contractor shall publish and coordinate the training schedule with AF/A1DI and SAF/MG, who will provide the point of contact’s information at contract award.
4.5 Course Instructors: Instructors shall deliver and present to class participants, approved course curriculum, using current AF CPI methodologies. All instructors shall have 3 or more years of formal executive training CPI experience. The most recent CPI experience must be either from a military environment or another global enterprise or within three (3) years of the date in which the course is taught, with documented CPI certification.
4.5.1 The contractor shall ensure the course instructor is available at the training location for each class at least thirty (30) minutes before the scheduled start time, and for at least thirty (30) minutes after course end time. The course instructor shall host the lunch and first training day dinner with the class executive attendees/students. This is intended to allow the executive attendees/students to address comments or questions with the instructor outside of the actual class period. The contractor shall provide a training course facilitator/administrator to coordinate executive attendees/student arrivals, sign-in, industry tour transportation and other related duties.
The contractor shall submit a Curriculum Vitae (CV) of contractor personnel delivering the CPI course content, clearly documenting the individual’s qualifications and experience to the COR NLT forty-five (45) days prior to scheduled course date.
4.5.1.1 Contractor may update course material based on student feedback with SAF/MG’s approval.
4.6 Course Content Areas: The course content will provide executives with knowledge in:
4.6.1 Why Continuous Process Improvement (CPI) and Innovation is important to Air Force Enterprise and Executive Leaders
4.6.2 Executive daily management Issues around creating change and improving efficiencies and effectiveness—sustaining a CPI culture in the AF
4.6.3 The executive’s role in developing strategic Alignment and Deployment for their organization
4.6.4 AF Manpower’s role in CPI Execution and AF/IG’s role in evaluating a Commander’s Commitment to CPI
4.6.5 Familiarization of AF CPI Tools to include the Practical Problem Solving Model (used by CPI Practitioners) and the Senior Leader’s role (guidance, toll gates, etc.)
4.6.6 Hands on review of one (1) or more private sector process improvement application(s) which highlights CPI application and how these principles could apply in the AF
4.6.7 AF CPI success stories and Senior Leader Perspective
4.7 Participant Course Evaluation Surveys: The contractor shall administer a Participant Course Evaluation survey to all attendees and provide the evaluations to AF/A1DI. Course evaluations shall be approved by SAF/MG prior to administration.
4.8 Problem Reports: The contractor shall provide a report to the COR that details any information or general concern encountered during performance of this contract.
4.9 Course Facilities: The contractor shall secure a fully integrated, executive-level learning and lodging environment which shall include adequate and sufficient classrooms and lodging, located no more than a half-mile from one another (within walking distance) – at a caliber commensurate with standard commercial practices for such participants. The following areas have been identified by the Government for the locations of the training and for pricing purposes:

Section B and 52.212-1 of the solicitation provides the instructions for pricing on these locations.
4.9.1. Lodging. Contractor shall ensure adequate lodging is available for up to 27
Participants near the training facility if not co-located. Contractor should reserve up to 27 rooms under the training name under the local lodging per diem rate. The students will be responsible for booking and paying for the reserved rooms.
4.9.2. Internet Connection. Contractor shall ensure participants are able to establish
Internet connections (for laptop or tablet computers), including hard wired connections and/or wireless connects for laptop computers and other similar devices.
4.9.3. Meals and Refreshments.
The training sessions must be in areas where restaurants and eateries are available for the participants to obtain meals.
4.9.4. Travel: Contractor shall coordinate travel to and from the training facility to the location for the industry tour in support of this effort. The Contractor will ensure that all participants have transportation to and from the training by providing appropriate transportation for the number of participants such as Executive Coach type services as an example. This type of Executive Coach service usually accommodates up to 26 passengers and are designed to support the transportation for larger numbers of participants for group meetings, functions and/or training. This support will be in coordination with section 4.6.6.
4.9.5 Student Status: The Contractor shall provide AF/A1DI a list of all students’ who fail to arrive by the end of the second hour of class as Deliverable #4 -Student No-Show List.
4.9.5.1 The Contractor shall additionally provide a list of all students who successfully completed the course no later than five (5) day after completion of the course.
4.9.6. Data Deliverables: The contractor shall submit data deliverables to the COR. The following deliverables are required for this effort.

4.9.7. Expanded Content Executive Leadership Course: The contractor shall provide the SAF/MG a currently taught Expanded Content Executive Leadership Course in a format and content appropriate for a student body consisting of General Officers (GOs), Senior Executive Service (SES) members, Command Chief Master Sergeants (CMSgts), and other executive leaders as identified by AF leadership if this is ordered.
4.9.7.1 Course Content: The Expanded Content Executive Leadership Course may address topics that are associated with CPI or more in-depth executive training for the AF leadership to provide the leadership tools, comprehension of the impact of process management and the overall AF CPI vision and mission. The contractor may recommend the course topic based on an established and currently taught course for SAF/MG to review and approve for this training.
The course will include executive attendee book, simulations and presentation materials through a collaborative process with SAF/MG. Propose currently developed/taught course content submittals shall be reviewed by the SAF/MG for acceptability and approval. SAF/MG may either approve, conditionally approve or reject the contractor’s proposed course content submittals by written notice to the contractor within ten (10) days of receipt. Any conditionally approved or rejected course content submittals shall be revised by the contractor within ten (10) calendar days after receipt of Government comments.
4.9.7.2 Number of Courses to be Provided: The contractor shall provide up to three (3) Expanded Content Executive Leader training courses over a one (1) year period of performance, plus three (3) Expanded Content Executive Leader Training courses for any exercised option period(s). Course content may be updated for each option year or as requested by SAF/MG.
4.9.7.3 Course Scheduling: The contractor shall coordinate the optional training schedule with AF/A1DI and SAF/MG, who will provide the point of contact’s information once this optional training, is exercised.
4.9.7.4 Course Deliverables: The contractor shall submit data deliverables to the COR as indicated above for this training if ordered.
5. Data and Privacy Information: The contractor will have access to data and information proprietary to the Government which fall under strict organizational conflict of interest (OCI) requirements. The contractor shall not divulge or release data or information developed or obtained in performance of this contract except as authorized by Government personnel or upon written approval of the Contracting Officer.
5.1 The contractor shall not use, disclose, or reproduce proprietary data, other than as required in the performance of contract. The limitations above do not apply to data or information that has been made public by the Government. Further, this provision does not preclude the use of any data independently acquired by the contractor without such limitations or prohibit an agreement at no cost to the Government between the contractor and the data owner, which provides for greater rights to the contractor.
5.2 All materials and intellectual property developed via this contract shall be available royalty-free and license-free to the Government. The contractor, however, retains the right to use results from its own research and development.
5.3 Copyright: All course materials and content shall include a fully paid-up, lifetime license for use by the U.S. Government (USG) at no additional cost. No external copyright material shall be included in course materials/content unless a paid-up; lifetime copyright license is presented to the USG.
5.4 Information of course attendees/students identities shall not be disclosed or made available to the public. No public posting of training event(s). The contractor shall use its own company identity for any training site or posting of the event(s). At no time during the performance on this contract will any information be released or posted to the public that identifies the Air Force or any of the attendees by name and or their position(s); all of this information will be confidential.
6. Organizational Conflict of Interest: The term "organizational conflict of interest" (OCI) means the Contractor (which term hereinafter shall be deemed to include its chief executives, directors, any consultants, or subcontractors utilized under this agreement other than a vendor selling incidental material) has interests which (i) may diminish its capacity to give impartial, technically sound, objective assistance and advice in performing this agreement, (ii) may otherwise result in a biased work product under this contract, or (iii) may result in an unfair competitive advantage to itself or others.
7. Place of Performance: Contract administration/program management meetings for the Executive Leader Training will be conducted at the contractor facilities. At contract award, a kick off meeting will take place in the National Capital Region. Course development coordination will be by telephone and email and the contractor shall utilize their facility for all work pertaining to this contract.
8. Period of Performance: One twelve (12) month base year and two twelve month option years.
9. Post Award Conference: Within 15 days of contract award, SAF/MG shall organize and attend a Post Award Conference in the Northern Capital Region (probably at the Pentagon) to be attended by the Contracting Officer, AF/A1DI, SAF/MG, and the Awardee.
10. Equipment/Facilities: No Government equipment or facilities will be provided to the contractor. The contractor shall furnish all equipment for course development, modification and presentation(s) in performance of this contract and any exercised option year(s).
11. Contract Manpower Reporting:
a) Annual Count -- In accordance with the Secretary of the Air Force for Acquisition (SAF/AQ) Memorandum, Implementation of FY11 NDAA [National Defense Authorization Act] Section 8108 [of Public Law 112-10 of the Department of Defense and Full-Year Continuing Appropriations Act, 2011], Contractor Inventory, dated Nov 13 2012, the Contractor shall provide an annual count of Contractor personnel performing work if the DoD is the requiring activity, if the acquisition is using U.S. Government appropriated funds, and if the acquisition is equal to or greater than the Simplified Acquisition Threshold (SAT) [currently $150,000.00].
b) Manpower Reporting -- The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Air Force via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/
c) Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. 12. Service Summary (SS):
12.1 Purpose. The SS lists performance objectives for the required services the Government will surveil. The absence of any contract requirement from the SS shall not detract from its enforceability nor limit the rights or remedies of the Government under any other provision of the contract including the clauses entitled “Inspection of Services” or “Inspection” or “Default” in Section E and Section I of the contract.
12.2 Components. The SS states the performance objective (required service), and threshold (performance standard, accept and reject points (if applicable)) in either a qualitative or quantitative fashion for each critical success factor.
12.3 Right to Surveil. The Government reserves the right to surveil all services and requirements called for in this PWS IAW FAR Part 52.246-4 to determine whether the Contractor is meeting performance objectives and goals. The following SS reflects the objectives and thresholds used to track contractor performance for task orders awarded against the basic ID/IQ contract.

52.212-1 ITO
Addendum to FAR Provision 52.212-1 Instructions to Offerors (ITO) – Commercial Items
1.0 Contract: This Contract is a competitive small business et-aside. This acquisition will result in a Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) Contract which will have a three (3) year ordering period.
2.0 General Instructions:
2.1 ITO – Commercial Items:
2.1.1 The offeror's proposal must include all data and information requested by this ITO and must be submitted in accordance with these instructions. The offeror shall be compliant with the requirements as stated in this solicitation. Non-conformance with the instructions provided in this ITO may result in an unfavorable proposal evaluation. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume the Government has no prior knowledge of their facilities and experience and will base its evaluation on the information presented in the offeror's proposal.
2.1.2 System for Award Management (SAM): Offerors will not be eligible to receive a contract award from a Department of Defense (DoD) activity unless they are registered in SAM. Offerors must be registered in the SAM Database prior to award of any contract. Firms must register on a one-time basis and annually confirm accuracy and completeness of registration information. On-line registration and instructions can be accessed at https://www.sam.gov/index.html.
2.1.3 Complete the necessary fill-ins and certifications in provisions. The provision FAR 52.212-3, Offeror Representations and Certifications – Commercial Items, shall be returned along with the proposal.
2. 2 Points of Contact: The Contracting Officer (CO), Bumjoon J. Pak and the Contract Specialist (CS), Cynthia I Harper are the sole points of contact for this acquisition. All questions or concerns on this requirement should be e-mailed to the CO and CS by 12:00 pm Eastern Daylight Time (EDT) on 29 April 2016. The CO may be reached via e-mail at bumjoon.j.pak.civ@mail.mil and the CS may be reached via e-mail at Cynthia.i.harper.ctr@mail.mil.
2.2.1 The Government intends to provide responses via solicitation amendment on www.fbo.gov NLT noon (12:00 PM EDT) on 2 May 2016. The Government is not obligated to answer every question submitted by potential offerors. Any question submitted after the due date for receipt may not be answered by the Government. In addition, questions submitted after the due date for receipt of questions will not result in an extension of the proposal submittal date and time in order to answer a question received after the due date for submissions of offeror questions has passed.
2.3 Proposal Submission: All proposals shall be received (5 hard copies, plus CD-ROM or CD-R), by the CO or CS by noon (12:00 PM EDT on 24 May 2016. Proposals can be submitted by mail via common carrier or hand carried delivery. Submissions via e-mail will not be accepted.
Access to Joint Base Andrews for Delivery of Hand Carried Proposals:
Offerors may hand deliver proposals directly to the CS, Cynthia I Harper at 1500 W. Perimeter Rd STE 2720, between 10:00AM and 12:00PM EDT on Tuesday, 24 May 2016. Offerors who intend on hand delivering their proposal MUST complete the 11th Security Support Squadron Visitor Control Center Destination, Unofficial Visitor Base Pass Request, Attachment 2, and it must be returned to the CS no later than 12:00 PM EDT on Wednesday, 18 May 2016 to allow time for processing through the Visitor Center for base access. The main gate, off Allentown Rd., is the entry control point offerors must use. Please contact Cynthia I Harper via email cynthia.i.harper.ctr@mail.mil with any questions concerning the Visitor Base Pass or access to the base.
This process if for those vendors who do not have a current DoD CAC card or military ID. If you have a CAC or military ID it is highly recommended that you call the Visitor Center at 301-981-0689 to verify it will be accepted to enter the base.

3.0 Preparation Instructions to Offerors:
3.1 Introduction: The purpose of these instructions is to prescribe the format of proposals and describe the approach for the development and presentation of proposal data. They are designed to ensure the essential information required for evaluation of proposals is submitted. Offerors are cautioned to follow the detailed instructions fully and carefully, as the Government intends to make an award based on initial offers received without discussions.
3.2 Organization/Number of Copies/Page Limits: To assure timely and equitable evaluation of the proposal, the offeror must follow the instructions contained herein. The proposal must be complete, self-sufficient, and respond directly to the requirements of this solicitation. The response shall consist of four (4) separate volumes; Volume I – Technical Proposal, Volume II - Continuous Improvement Course (CPI), Volume III – Small Business Participation, Volume IV – Past Performance Proposal, Volume V – Price Proposal and as outlined below in Table 1.

3.3 Specific Instructions:
3.3.1 Page Limitations: Page limitations shall be treated as maximums. If exceeded, the excess pages will not be read or considered in the evaluation of the proposal. Blank pages, title pages, cover pages, table of contents, tab indexing, glossaries, list of tables and figures, and subcontractor consent letter(s) are not included in page limitation. Legible tables, charts, graphs and figures may be used to depict organizations, systems and layout, implementation schedules, plans, etc.
3.3.2 Page Size and Format: A page is defined as each face of a sheet of paper containing information. When both sides of a sheet display printed material, it shall be counted as two pages. Page size shall be 8½ x 11 inches. Pages shall be single-spaced and typed, except for displays and the reproduced sections of the solicitation document. The font shall be Times New Roman and no less than 12 point in size. Use at least 1 inch margins on the top and bottom. Pages shall be numbered sequentially by volume. When text is included within displays, it may be no smaller than 8 point, but must be clearly legible without magnification, as determined solely by the CO. The size of these displays shall not exceed the page size as defined above. Do not include foldout pages. The page size and format restrictions shall also apply to responses to Evaluation Notices. These limitations shall apply to both CD-ROM and CD-R and hard copy proposals.
3.3.3 CD-ROM or CD-R Copies: Do not compress any files. Do not submit your proposal on a flash drive or CD-RW media. The content and page size of electronic copies must be identical to the hard copies. Electronic storage media shall be submitted in one of the following formats: pre-recorded (pressed) CD-ROM or CD-R (No CD-RWs). Each volume shall be in a different directory on a CD. One electronic copy of the proposal shall be submitted in the following formats: Microsoft (MS) Word 2010, MS Excel 2010, or MS-Power Point 2010, or Portable Document Format (PDF), as applicable.
3.3.4 Title Page: Each volume must include a title page. The title pages must show:
· Solicitation Number
· Name, address, telephone numbers and e-mail address of the offeror
3.3.5 Cross-Referencing: The proposal volumes shall be written on a stand-alone basis so that its contents may be evaluated without cross referencing to another volume. Information required for proposal evaluation which is not found in its designated volume will be assumed to have been omitted from the proposal.
3.3.6 Indexing: Each volume shall contain a detailed table of contents to delineate the subparagraphs within that volume. Tab indexing shall be used to identify sections and will not count against page limitations IAW paragraph 3.3.1 above.
3.3.7 Glossary of Abbreviations and Acronyms: Each volume shall contain a glossary of all abbreviations and acronyms used, with an explanation for each. As stated above in paragraph 3.3.1, glossaries do not count against the page limitations for their respective volumes.
3.3.8 Responsive: Documents submitted in response to this solicitation must be fully responsive to and consistent with the terms and conditions of the solicitation or may result in an unfavorable proposal evaluation.
4.0 Proposal Volume Instructions: The following details the specific instructions for each volume.
4.1 Volume I, FACTOR I – Technical Approach:
4.1.1 Executive Summary (Volume I - NTE 2 pages)
The Executive Summary of the entire proposal should be concise, to include addressing the significant risks, and highlighting any key or unique features, excluding price. The salient features should tie in with evaluation factors. Any summary material presented here shall not be considered as meeting the requirements for any portions of other volumes of the proposal.
4.1.2 Format and Specific Content
4.1.2.1 Volume Organization
The Technical volume shall be organized according to the following general outline:

(2) List of Table and Drawings
(3) Glossary
(4) Cross Reference Matrix
4.1.3 Technical Approach (NTE 25 pages):
The Government will evaluate technical approach to determine offeror’s overall understanding, program management, staffing and capability to successfully create and execute a Continuous Process Improvement (CPI) Executive Leadership Course. In determining which rating to apply to the technical approach, the Government will evaluate the approach, schedule, learning methodologies and case studies that will be incorporated into the course to achieve the stated objectives. The Technical Approach will evaluate the CPI course that will provide/deliver a 2-day live, instructor led course, including training materials on the Continuous Process Improvement (CPI) for Executive Leadership as outlined in the Performance Work Statement (PWS) to an audience of executive leadership who support SAF/MG and their shareholders. The submission of a current CPI course to be evaluated as part of the technical approach as outlined below:
The Technical Approach will include the submission of a current Commercial Off-The-Shelf (COTS) CPI course (Volume IV) IAW the PWS.
4.1.4 Volume II, Continuous Improvement Process (CPI) Executive Training Course (Unlimited)
The CPI Training Course shall be evaluated as part of the Technical Approach but shall be submitted as a separate volume with no limitations on number of pages.
(i) The vendor shall submit a full version of a current or recently taught CPI Training Course for Volume III. This course shall contain all information, course material, course outline, information on the class participation that would be presented to the Executive Leadership. The delivery of a current taught CPI Course adapted to the Air Force to include SAF/MG and executive leadership or shareholders attending this training shall be a submission to this solicitation with no page limitations. The contractor's CPI Course will be evaluated based on the professional level CPI Course containing the Course Content Areas outlined IAW the PWS, and needs only minimal changes to adapt the course to be appropriate for the target audience outlined in the PWS.
*Technical volume submissions shall NOT contain any Pricing information.
4.2 Volume III, FACTOR 2 Small Business Plan (NTE 5 pages)
(1) The extent of participation of small businesses to include service-disabled veteran-owned small business concerns, HUBZone small business concerns, small disadvantaged business concerns, and women-owned small business concerns in performance of the contract shall be evaluated under this factor.
The offeror’s Small Business Participation Plan will be incorporated into and become part of the contract.
If the offeror is other than a small business, the offeror's Small Business Subcontracting Plan submitted in accordance with FAR 52.219-9, or Comprehensive Subcontracting Plan submitted in accordance with DFARS 219.702, shall also be evaluated to determine the extent to which the offeror identifies and commits to the participation of Small Businesses (SB), Historically Black Colleges and Universities (HBCU), and Minority Institutions (MI) whether as joint venture members, teaming arrangement, or subcontractor. Failure to submit such a plan will render the offeror ineligible for award.
4.3 Volume IV, FACTOR 3 – Past Performance:
