Performance Work Statement (PWS) for
Space Operations Support (SOS)

1.0. INTRODUCTION/BACKGROUND The Headquarters United States (U.S.) Air Force, Directorate of Space Operations (HAF/A3S) normalizes and integrates space operations into the Air Force for the twenty-first century. The directorate develops policy and guidance for field organizations and provides operational expertise and oversight to HAF and other defense agencies.
2.0. TASK ORDER (TO) OBJECTIVE: The objective of this Performance Work Statement (PWS) is to provide operational, technical, requirements and acquisition support to aid HAF leadership in providing for the defense of the United States and allies/coalition partner nations. To accomplish this objective, the contractor will provide the support capabilities identified below. The contractor shall interface and perform technical and programmatic liaison functions as required. The liaison functions will be with the Air Force, Department of Defense (DoD) and other federal agencies/organizations. Specific functions will include conducting or interfacing with program or system requirements, operations, planning, research development, testing and evaluation, and system acquisition and sustainment.
3.0. REFERENCE: The contract vehicle will be a Single Award IDIQ intended to meet the professional service mission requirements for the Headquarters Air Force, Directorate of Space Operations (HAF/A3S).
4.0. TASK REQUIREMENTS: The Contractor shall provide the functional support required to fulfill this requirement as described in the following subtask(s). Personnel may be required to work cross functionally with other task areas as the mission requires.
4.1. Task 1 - Missile Warning (MW). The contractor shall provide support for ground-based ballistic MW radars and space-based overhead persistent infrared ballistic MW systems and programs.
4.1.1. Subtasks
4.1.1.1. Develop and maintain working relationships as well as interface with numerous representatives within the DoD, including the Air Staff, the broader Air Force, other Armed Services, the Joint Staff, Defense Agencies, the Intelligence Community, Office of the Secretary Defense (OSD), interagency stakeholders within the U.S. Government (USG), commercial partners, and international partners, as required in support of the MW mission.
4.1.1.2. Research, define and draft recommendations for AF/A3 positions on planning, programming, budget and interagency and international issues affecting MW missions, based on operational and warfighter perspectives.
4.1.1.3. Provide support to Program Element Monitor (PEM) in development and defense of MW program budgets. Assist in coordinating with Secretary of the Air Force (SAF) and Air Force Space Command (AFSPC) A3/A5/A8 to effectively sustain and maintain current operational capability and effectively budget for future modernization efforts, including the evaluation of Major Command (MAJCOM) Financial Plans (FINPLANs) and budget documentation to provide operational inputs.
4.1.1.4. Review, evaluate, develop and support the development of formal products for public release, to include senior Air Force leadership interviews with the media, testimonies before Congressional Defense Committees, and participation in DoD and interagency forums. The incumbent will develop reports, Questions for the Record (QFR), Budget Program Fact Papers, Heartburn Appeals, staffer briefings, Skull Session material, or other products as tutorials to educate Air Force leadership on MW in the form of point papers as necessary.
4.1.1.5. Participate in the development and/or implementation of policy documentation related to MW, including reviewing and providing input to draft planning, programming and Weapon System Sustainment funding related policy and guidance such as the Annual Planning and Programming Guidance (APPG), Strategic Planning Guidance (SPG), Defense Planning Guidance, and any other relevant DoD and/or Chairman, Joint Chiefs of Staff (CJCS) Directive, Instruction, or Manual.
4.1.1.6. Provide MW impacts to the warfighter, before, during, and after the conduct of military operations in support of AF/A3 and the Air Force Crisis Action Team (CAT).
4.1.1.7. Provide subject matter expertise on operational MW issues and projects for AF/A3.
4.1.2. Knowledge Skills and Abilities (KSA).
4.1.2.1. Shall have the ability to create policy positions and analyze performance of the Defense Support Program (DSP), Space-Based Infrared System (SBIRS), Upgraded Early Warning Radars (UEWR), and other MW programs to meet DoD established requirements for MW.
4.1.2.2. At least five years knowledge and experience with the Planning, Programming, Budgeting and Execution (PPBE) system and USAF funding for space programs.
4.1.2.3. At least five years relevant space operations or systems engineering experience.
4.1.2.4. 10 years of experience in MW and a BA/BS degree.
4.1.2.5. Individual must have the ability to work independently, with minimal direction.
4.2. Task 2 - Positioning, Navigation and Timing (PNT). The contractor shall provide support for the Global Positioning System (GPS) and other PNT systems and programs.
4.2.1. Subtasks
4.2.1.1. Develop and maintain working relationships, as well as interface with numerous representatives within the DoD, including the Air Staff, the boarder Air Force, other Armed Services, the Joint Staff, Defense Agencies, the Intelligence Community, OSD, as well as interagency stakeholders within the USG, commercial partners, and international partners as required in support of the PNT.
4.2.1.2. Provide recommendations for AF/A3 positions on planning, programming, and budget as well as interagency and international issues affecting PNT, based on operational and warfighter perspectives.
4.2.1.3. Provides support to PEM in development and defense of PNT program budgets and coordinating them with SAF and AFSPC A3/A5/A8 to effectively sustain and maintain current operational capability as well as effectively budgeting for future modernization efforts. This includes evaluating the MAJCOM FINPLANs and budget documentation to provide operational inputs.
4.2.1.4. Review, evaluate, develop and support the development of formal products for public release, to include senior Air Force leadership interviews with the media, testimony before Congressional Defense Committees, and participation in DoD and interagency forums. The incumbent will develop, as necessary, in the form of point papers, reports, QFR, Budget Program Fact Papers, Heartburn Appeals, staffer briefings, Skull Session material, or other products as tutorials to educate Air Force leadership on PNT.
4.2.1.5. Participate in the development and/or implementation of policy documentation related to PNT, including reviewing and providing input to draft planning, programming & Weapon System Sustainment funding related policy and guidance such as the APPG, SPG Defense Planning Guidance, as well as any other relevant DoD and/or Chairman, CJCS Directive, Instruction, or Manual.
4.2.1.6. Provide PNT impacts to the warfighter, before, during, and after conduct of military operations in support of AF/A3 and the Air Force CAT.
4.2.1.7. Provide subject matter expertise on operational PNT issues and projects to support AF/A3.
4.2.2. Knowledge Skills and Abilities (KSA).
4.2.2.1. Shall have the ability to create policy positions and analyze performance of the GPS and other PNT programs.
4.2.2.2. At least five years knowledge and experience with the PPBE system and USAF funding for space programs.
4.2.2.3. At least five years relevant space operations or systems engineering experience.
4.2.2.4. 10 years of experience in PNT and a BA/BS degree.
4.2.2.5. Individual must have the ability to work independently, with minimal direction.
4.3. Task 3 - Satellite Communications (SATCOM). The contractor shall provide support for the space segment of Military Satellite Communications (MILSATCOM) and be familiar with commercial SATCOM and NASA’s Tracking and Data Relay Satellite System (TDRSS).
4.3.1. Subtasks
4.3.1.1. Develop and maintain relationships, as well as interface with numerous representatives within the DoD, including the Air Staff, the boarder Air Force, other Armed Services, the Joint Staff, Defense Agencies, the Intelligence Community, OSD, as well as interagency stakeholders within the USG, commercial partners, and international partners as required in support of the SATCOM.
4.3.1.2. Provide recommendations for AF/A3 positions on planning, programming, and budget as well as interagency and international issues affecting SATCOM, based on operational and warfighter perspectives.
4.3.1.3. Provides support to PEM in development and defense of MILSATCOM program budgets and coordinating them with SAF and AFSPC A3/A5/A8 to effectively sustain and maintain current operational capability as well as effectively budgeting for future modernization efforts. 4.3.2. Knowledge Skills and Abilities (KSA).
4.3.2.1. Shall have the ability to create policy positions and analyze performance of the military MILSATCOM programs, as well other SATCOM programs (both commercial and government).
4.3.2.2. At least five years knowledge and experience with the PPBE system and USAF funding for space programs.
4.3.2.3. At least five years relevant space operations or systems engineering experience.
4.3.2.4. 10 years of experience in SATCOM and a BA/BS degree.
4.3.2.5. The individual must have the ability to work independently, with minimal direction.
4.4. Task 4 - Meteorological Satellites (METSAT). The contractor shall provide support for the METSAT systems and programs.
4.4.1. Subtasks
4.4.1.1. Develop and maintain relationships, as well as interface with numerous representatives within the DoD, including the Air Staff, the boarder Air Force, other Armed Services, the Joint Staff, Defense Agencies, the Intelligence Community, OSD, as well as interagency stakeholders within the USG, commercial partners, and international partners as required in support of the METSAT.
4.4.1.2. Provide recommendations for AF/A3 positions on planning, programming, and budget as well as interagency and international issues affecting METSAT, based on operational and warfighter perspectives.
4.4.1.3. Provides support to PEM in development and defense of METSAT program budgets and coordinating them with SAF and AFSPC A3/A5/A8 to effectively sustain and maintain current operational capability as well as effectively budgeting for future modernization efforts. This includes evaluating the MAJCOM FINPLANs and budget documentation to provide operational inputs.
4.4.1.4. Review, evaluate, develop and support the development of formal products for public release, to include senior Air Force leadership interviews with the media, testimony before Congressional Defense Committees, and participation in DoD and interagency forums. The incumbent will develop, as necessary, in the form of point papers, reports, QFR, Budget Program Fact Papers, Heartburn Appeals, staffer briefings, Skull Session material, or other products as tutorials to educate Air Force leadership on METSAT.
4.4.1.5. Participate in the development and/or implementation of policy documentation related to METSAT, including reviewing and providing input to draft planning, programming & Weapon System Sustainment funding related policy and guidance such as the APPG, SPG, Defense Planning Guidance, as well as any other relevant DoD and/or Chairman, Joint Chiefs of Staff (CJCS) Directive, Instruction, or Manual.
4.4.1.6. Provide METSAT impacts to the warfighter, before, during, and after conduct of military operations to support AF/A3 and the Air Force Crisis Action Team (CAT).
4.4.1.7. Provide subject matter expertise on operational METSAT issues and projects for AF/A3.
4.4.2. Knowledge Skills and Abilities (KSA).
4.4.2.1. Shall have the ability to create policy positions and analyze performance of the military Defense Meteorological Satellite Program (DMSP) program, as well as emerging METSAT programs.
4.4.2.2. At least five years knowledge and experience with the PPBE system and USAF funding for space programs.
4.4.2.3. At least five years relevant space operations or systems engineering experience.
4.4.2.4. 10 years of experience in METSAT and a BA/BS.
4.4.2.5. Individual must have the ability to work independently, with minimal direction.
4.5. Task 5 - Air Force Satellite Control Network (AFSCN). The contractor shall provide support for AFSCN systems and programs.
4.5.1. Subtasks
4.5.1.1. Develop and maintain relationships, as well as interface with numerous representatives within the DoD, including the Air Staff, the boarder Air Force, other Armed Services, the Joint Staff, Defense Agencies, the Intelligence Community, OSD, as well as interagency stakeholders within the USG, commercial partners, and international partners as required in support of the AFSCN.
4.5.1.2. Provide recommendations for AF/A3 positions on planning, programming, and budget as well as interagency and international issues affecting AFSCN, based on operational and warfighter perspectives.
4.5.1.3. Provides support to PEM in development and defense of AFSCN program budgets and coordinating them with SAF and AFSPC A3/A5/A8 to effectively sustain and maintain current operational capability as well as effectively budgeting for future modernization efforts. This includes evaluating the MAJCOM FINPLANs and budget documentation to provide operational inputs.
4.5.1.4. Review, evaluate, develop and support the development of formal products for public release, to include senior Air Force leadership interviews with the media, testimony before Congressional Defense Committees, and participation in DOD and interagency forums. The incumbent will develop, as necessary, in the form of point papers, reports, QFR, Budget Program Fact Papers, Heartburn Appeals, staffer briefings, Skull Session material, or other products as tutorials to educate Air Force leadership on AFSCN.
4.5.1.5. Participate in the development and/or implementation of policy documentation related to AFSCN, including reviewing and providing input to draft planning, programming & Weapon System Sustainment funding related policy and guidance such as the Annual Planning and Programming Guidance (APPG), SPG, Defense Planning Guidance, as well as any other relevant DoD and/or Chairman, Joint Chiefs of Staff (CJCS) Directive, Instruction, or Manual.
4.5.1.6. Provide AFSCN impacts to the warfighter, before, during, and after conduct of military operations to support AF/A3 and the Air Force CAT.
4.5.1.7. Provide subject matter expertise on operational AFSCN issues and projects for AF/A3.
4.5.2. Knowledge Skills and Abilities (KSA).
4.5.2.1. Shall have the ability to create policy positions and analyze current operations and performance of the AFSCN.
4.5.2.2. At least three years knowledge and experience with the PPBE system and USAF funding for space programs.
4.5.2.3. At least three years relevant space operations or systems engineering experience.
4.5.2.4. Five years of experience in SATOPS and a BA/BS degree.
4.5.2.5. Individual must have the ability to work independently, with minimal direction.
4.6. Task 6 – Space Control Operations, Policy and Programming. The contractor shall provide support for Space Control systems and programs.
4.6.1. Subtasks
4.6.1.1. Develop and maintain relationships, as well as interface with numerous representatives within the DoD, including the Air Staff, the boarder Air Force, other Armed Services, the Joint Staff, Defense Agencies, the Intelligence Community, OSD, as well as interagency stakeholders within the USG, commercial partners, and international partners as required in support of the Space Control mission.
4.6.1.2. Provide recommendations for AF/A3 positions on planning, programming, and budget as well as interagency and international issues affecting the Space Control mission, based on operational and warfighter perspectives.
4.6.1.3. Provides support to PEM in development and defense of Space Control program budgets and coordinating them with SAF and AFSPC A3/A5/A8 to effectively sustain and maintain current operational capability as well as effectively budgeting for future modernization efforts. This includes evaluating the MAJCOM FINPLANs and budget documentation to provide operational inputs.
4.6.1.4. Review, evaluate, develop and support the development of formal products for public release, to include senior Air Force leadership interviews with the media, testimony before Congressional Defense Committees, and participation in DoD and interagency forums. The incumbent will develop, as necessary, in the form of point papers, reports, QFR, Budget Program Fact Papers, Heartburn Appeals, staffer briefings, Skull Session material, or other products as tutorials to educate Air Force leadership on Space Control mission.
4.6.1.5. 4.6.1.7. Provide subject matter expertise on operational Space Control issues and projects for AF/A3.
4.6.2. Knowledge Skills and Abilities (KSA).
4.6.2.1. Shall have the ability to create policy positions and analyze performance of Space Control to include Special-Access Program/Special Access Required (SAP/SAR) support.
4.6.2.2. At least five years knowledge and experience with the PPBE system and USAF funding for space programs.
4.6.2.3. At least five years relevant space operations or systems engineering experience.
4.6.2.4. 10 years of experience in Space Control and a BA/BS degree.
4.6.2.5. Individual must be able to work independently, with minimal direction.
4.7. Task 7 –Space Situational Awareness (SSA) Operations, Policy and Programming. The contractor shall provide support for Space Situational Awareness systems and programs.
4.7.1. Subtasks
4.7.1.1. Develop and maintain relationships, as well as interface with numerous representatives within the DoD, including the Air Staff, the boarder Air Force, other Armed Services, the Joint Staff, Defense Agencies, the Intelligence Community, OSD, as well as interagency stakeholders within the USG, commercial partners, and international partners as required in support of the SSA mission.
4.7.1.2. Provide recommendations for AF/A3 positions on planning, programming, and budget as well as interagency and international issues affecting SSA, based on operational and warfighter perspectives.
4.7.1.3. Provides support to PEM in development and defense of SSA program budgets and coordinating them with SAF and AFSPC A3/A5/A8 to effectively sustain and maintain current operational capability as well as effectively budgeting for future modernization efforts. This includes evaluating the MAJCOM FINPLANs and budget documentation to provide operational inputs.
4.7.1.4. Review, evaluate, develop and support the development of formal products for public release, to include senior Air Force leadership interviews with the media, testimony before Congressional Defense Committees, and participation in DoD and interagency forums. 4.7.1.5. Participate in the development and/or implementation of policy documentation related to SSA mission, including reviewing and providing input to draft planning, programming & Weapon System Sustainment funding related policy and guidance such as the APPG, SPG, Defense Planning Guidance, as well as any other relevant DoD and/or CJCS Directive, Instruction, or Manual.
4.7.1.6. Provide SSA mission impacts to the warfighter, before, during, and after conduct of military operations to support AF/A3 and the Air Force CAT.
4.7.1.7. Provide subject matter expertise on operational SSA issues and projects for AF/A3.
4.7.2. Knowledge Skills and Abilities (KSA).
4.7.2.1. Shall have the ability to create policy positions and analyze performance of SSA programs, to include Special-Access Program/Special Access Required (SAP/SAR) support.
4.7.2.2. At least five years knowledge and experience with the PPBE system and USAF funding for space programs.
4.7.2.3. At least five years relevant space operations or systems engineering experience.
4.7.2.4. 10 years of experience in SSA and a BA/BS degree.
4.7.2.5. Individual must be able to work independently, with minimal direction.
4.8. Task 8 - Integrated Tactical Warning and Attack Assessment (ITW/AA). The contractor shall provide support for ITW/AA systems and programs.
4.8.1. Subtasks
4.8.1.1. Develop and maintain relationships, as well as interface with numerous representatives within the DoD, including the Air Staff, the boarder Air Force, other Armed Services, the Joint Staff, Defense Agencies, the Intelligence Community, OSD, as well as interagency stakeholders within the USG, commercial partners, and international partners as required in support of the ITW/AA and Mobile Consolidated Command Center (MCCC) programs.
4.8.1.2. Provide recommendations for AF/A3 positions on planning, programming, and budget as well as interagency and international issues affecting ITW/AA and MCCC programs, based on operational and warfighter perspectives.
4.8.1.3. Provides support to PEM in development and defense of ITW/AA and MCCC program budgets and coordinating them with SAF and AFSPC A3/A5/A8 to effectively sustain and maintain current operational capability as well as effectively budgeting for future modernization efforts. This includes evaluating the MAJCOM FINPLANs and budget documentation to provide operational inputs.
4.8.1.4. Review, evaluate, develop and support the development of formal products for public release, to include senior Air Force leadership interviews with the media, testimony before Congressional Defense Committees, and participation in DoD and interagency forums. The incumbent will develop, as necessary, in the form of point papers, reports, QFR, Budget Program Fact Papers, Heartburn Appeals, staffer briefings, Skull Session material, or other products as tutorials to educate Air Force leadership on ITW/AA and MCCC programs.
4.8.1.5. Participate in the development and/or implementation of policy documentation related to ITW/AA and MCCC programs, including reviewing and providing input to draft planning, programming & Weapon System Sustainment funding related policy and guidance such as the APPG, SPG, Defense Planning Guidance, as well as any other relevant DoD and/or CJCS Directive, Instruction, or Manual.
4.8.1.6. Provide ITW/AA and MCCC programs impacts to the warfighter, before, during, and after conduct of military operations to support AF/A3 and the Air Force CAT .
4.8.1.7. Provide subject matter expertise on operational ITW/AA and MCCC issues and projects for AF/A3.
4.8.2. Knowledge Skills and Abilities (KSA).
4.8.2.1. Shall have the ability to create policy positions and analyze performance related to ITW/AA and MCCC programs.
4.8.2.2. At least five years knowledge and experience with the PPBE system and USAF funding for ITW/AA and/or MCCC programs.
4.8.2.3. At least five years relevant ITW/AA and/or MCCC operations or systems engineering experience.
4.8.2.4. 10 years of experience in ITW/AA and a BA/BS degree.
4.8.2.5. Individual must have the ability to work independently, with minimal direction.
4.9. Task 9 – Program Management.
4.9.1. Sub-task 1 – Key Personnel Responsibilities. The Contractor shall provide a Program Manager (PM) responsible for the overall management of the effort, including quality of work performed and the quality of the deliverables in this task order. The PM shall have the authority to make decisions regarding task order work, schedule, and accommodating Government direction.
4.9.2 Sub-task 2 – Staffing. The Contractor shall furnish cleared, professional and technically qualified personnel to meet the required level of effort to support the requirements of this PWS. The Contractor’s Staffing Plan, contained in the Contractor’s Program Management Plan (PMP) (Deliverable # 003) shall provide sufficient detail to demonstrate the Contractor’s ability to fill personnel vacancies within two weeks of notification for performance of all work, including emergent or surge requirements, with qualified personnel. The Staffing Plan shall also include the Contractor’s plan to provide 100% of the required qualified personnel who possess TOP SECRET/SCI security clearances.
| 4.9.3 | Sub-task 3 – Substitution and Rotation of Personnel. The Contractor shall provide a stable work force assigned to this contract. All proposed key personnel replacements must meet or exceed the minimum professional experience, qualifications, capabilities, and security clearances required by this contract. The Contracting Officer’s Representative (COR) will evaluate the experience, qualifications, and capabilities of any proposed key personnel substitutes and recommend acceptance or rejection to the Contracting Officer (CO). The Contractor shall provide the Government two week notice prior to the departure of contractor personnel. |
| 4.9.4 | Sub-task 4 – Technical, Cost and Schedule Management. The Contractor shall provide Contract Funds Status Reports (CFSRs) to the Government with sufficient detail to enable the Government to monitor progress, identify significant problems, and make recommendations to implement corrective action. It is expected that these requirements will include, but are not limited to: |
Hours and dollars expended during the previous reporting period by CLIN and labor category Hours and dollars expended during the current reporting period by CLIN and labor category Hours and dollars expected to be expended during the next reporting period by CLIN and labor category Cumulative hours and dollars expended by CLIN and labor category Contract funds earned during the reporting period Description of the past month’s activities (summary of the work accomplished during the reporting period and percent complete) Any issues or problems impacting work progress along with their ultimate resolution.
Schedule of planned activities and estimated hours for the next reporting period This report of the past month’s activities is due not later than the 10th calendar day of each month (Deliverable # 001)
| 4.9.5 | Sub-task 5 – Program Management Reviews (PMR). The Contractor shall conduct quarterly PMRs at the A3SO facility in the Pentagon, Washington DC, unless directed otherwise by the CO. PMRs shall include, but are not limited to, the status of contract performance, schedule, future activities, cost performance and deviations, and recommended corrective actions. The Contractor shall provide the Government with copies of all presentation materials two business days in advance of meetings. The Contractor shall provide meeting minutes and track Action Items associated with the aforementioned reviews. (Deliverable# 002) |
| 4.9.6 | Sub-task 6 – Program Management Plan (PMP). The PMP shall describe the Contractor’s management approach. The Contractor shall maintain, implement, and manage the PMP provided 30 days after contract award. The Contractor shall update the PMP upon Government request throughout the execution of the contract. The PMP shall be used throughout the contract as a management tool to assess progress and determine success in achieving requirements. The Contractor shall report on work in progress in accordance with the PMP at the monthly PMRs as specified by the CO. (Deliverable# 003). |
| 4.9.7 | Sub-task 7 – Quality Control Plan. The Contractor shall develop, maintain, enforce, and document a Quality Control Plan (QCP). The QCP shall ensure that the government receives the level of quality that is consistent with the requirements specified in the contract. The Contractor shall be responsible for overall responsiveness, cost control, adherence to schedules, responsible and cooperative behavior, technical quality of work, management of Contractor team’s efforts including level of understanding of A3SO mission, and commitment to customer satisfaction. . 5.0. GOVERNMENT FURNISHED PROPERTY: Workstations/Information Technology Equipment (ITE), office space, etc. will be made available for Contractor personnel. The following will also be provided to the Contractor: internet-capable Personal Computers (PCs), internal and external classified networks, printers, Microsoft Office software, copiers and other typical office equipment. Commercial Off-The-Shelf (COTS) and government-unique software will be provided as required to perform specific tasks as defined in section 4.1 through 4.8.
6.0. DATA: The Government has unlimited rights to all documents/materials produced under this contract to include deliverables and intellectual property rights. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.
7.0. TRAVEL: The Contractor shall be required to travel to attend meetings in support of tasks 4.1 through 4.8 listed above to fulfill PWS requirements. All trips will be in accordance with FAR 31.205-46 – Travel Costs regulatory requirements and actual travel shall be coordinated and pre-approved by the Government Contracting Officer’s Representative (COR) in writing. Trips scheduled below are subject to change. The Government will only reimburse allowable costs in accordance with FAR 31.205-46 -- Travel Costs. The Contractor shall be required to provide travel receipts to the COR for all allowable costs. Travel projections are subject to change based on Government requirements. Estimated annual travel cost is $ 75,000.
7.1. International Travel Some travel overseas is anticipated and will require a current passport.
7.2. Local Travel Local travel to attend meetings within the local city or base of assignment commuting vicinity shall be considered a cost of doing business and shall not be separately reimbursed.
7.3. Trip Report Document significant activity/information resulting from business-related travel within five (5) business days of return from travel (Deliverable# 0005).
8.0 SECURITY INSTRUCTIONS: A DD-254 will be required for this contract.
8.1 Physical Security. The Contractor shall safeguard all Government property and controlled forms provided for Contractor use and adhere to the Government property requirements contained in this contract. At the end of each work day, all Government facilities, equipment and materials shall be secured.
8.2 Performance under this PWS shall require a final Top Secret/SCI clearance (to include SI, TK, G, and HCS). There may be special program access requirements in support of this contract.
8.3 Classified Information. For all contract requirements with classified work or access to classified information, the Contractor shall:
8.3.1 Clearance Requirements - DD Form 254. Comply with, coordinate and complete a DD Form 254, Department of Defense Contract Security Classification Specification requirements. Upon execution of award, the CO will sign the DD Form 254 for incorporation into the contract. The customer/requiring activity will provide security classification guidance for contract performance. The Government will oversee handling and storage of classified information and provide appropriate storage capability for all classified material. All classified information shall be returned to the government upon termination of the contract.
8.3.2 The Contractor shall request security clearances (submit clearance paperwork to the Defense Security Service) for personnel requiring access to classified information within 15 days after receiving a facility clearance or, if the Contractor is already cleared, within 15 days after contract award. Due to costs involved with security investigations, requests for Contractor security clearances shall be kept to an absolute minimum necessary to perform contract requirements. Contractor personnel shall have appropriate clearances prior to commencing work on any contract unless otherwise approved in writing by the CO. The Contractor shall also complete visit requests for each individual that will be performing work on a contract in the Defense Security Service (DSS) Joint Personnel Adjudication System (JPAS) prior to performance start unless JPAS is not available.
8.3.2.1 The Contractor shall notify the Government Contracting Agency (GCA) and the Information Security Program Manager of contract award within 30 days after basic contract award. The notification shall include:
| • | Name, address, and telephone number of company representatives |
| • | The contract number and contracting agency |
| • | The highest level of classified information to which Contractor employees require access |
8.3.2.2 Program managers and all government site contractors must have and maintain an active TS/SCI security clearance upon task order award. This effort will require access to classified information. Contractor personnel performing under this PWS are required to have and maintain a minimum of a TOP SECRET/SCI security clearance. It is possible that some tasks may require access to additional levels of access. A Top Secret Single Scope Background Investigation (SSBI) for access to SCI and Special Access Programs (SAP) is required. All personnel on this effort shall be subject to a Counterintelligence Screening Polygraph (CSP). Required contractor personnel shall possess appropriate security clearances as of contract start date. Future requirements for SCI eligible personnel shall be established by contract modification. The contractual documents and attachments are unclassified. Contractor personnel shall not release or remove system documentation, data, or reports generated by or through use of government systems. The Contractor shall forward all requests for information to designated Government leads.
8.3.3 Visitor Group Security Agreement (VGSA). The contractor shall enter into a long term visitor group security agreement if contract performance is on base for 90 days or more. This agreement shall outline how the Contractor integrates security requirements for contract operations with the Air Force to ensure effective and economical operation on the installation. Enter into a long term VGSA through the host base Information Security Program Manager, when applicable. Provide the information requested by the Notification of Government Security Activity and Visitor Group Security Agreements Clause, AFFARS 5352.204-9000. Visitor Groups shall safeguard all collateral classified information IAW DoD 5200.1-R, Information Security Program; AFI 31-401, Information Security Program Management; AFI 31-601, Industrial Security Program Management, and other directives deemed necessary by the servicing Information Protection office. In addition to the items required by AFFARS 5352.204-9000, the VGSA shall outline how the Contractor integrates security requirements for contract operations with the Air Force to ensure effective and economical operation on the installation, the use of security forms and conducting inspections required by DoD 5220.22-R, Industrial Security Regulation, and protection of high value pilferable property.
8.3.4 Security Training. The Sponsoring Government Security Manager will provide initial and follow-on training to Contractor personnel who work in Air Force controlled/restricted areas IAW AFI 31-101, Air Force Installation Security Program and DoD 5220.22-M.
8.3.5 Pass and Identification Items. Ensure the pass and identification items required for contract performance are obtained for employees and non-Government owned vehicles prior to the contract start date.
8.3.6 Retrieving Identification Media. Retrieve all identification media, including vehicle passes, when the contract expires or from employees who depart for any reason before the contract expires, e.g., terminated for cause, retirement, etc. The Contractor shall return the items to the COR within 3 business days after the occurrence of the previously listed events.
8.3.7 Traffic Laws. Ensure all Contractor employees comply with installation traffic regulations.
8.3.8 Weapons, Firearms and Ammunition. Not possess weapons, firearms, or ammunition, on themselves or within their Contractor-owned vehicle or privately-owned vehicle while on any installation or any office/working location covered under this contract.
8.3.9 For Official Use Only (FOUO). Comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting and safeguarding FOUO material.
8.3.10 Reporting Requirements. Report to an appropriate authority (i.e., CO, PM, COR) any information or circumstances which they are aware of that may pose a threat to the security of DoD personnel, Contractor personnel, resources and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.
8.3.11 Controlled/Restricted Areas. Implement local base procedures for entry to DoD controlled or restricted areas where Contractor personnel shall work. The Government will complete an AF Form 2586, Unescorted Entry Authorization Certificate, completed and signed by the sponsoring agency’s Security Manager, before a Restricted Area Badge will be issued. Contractor employees shall have a favorably completed National Agency Check plus written Inquiries investigation before receiving a Restricted Area Badge. Interim access may be granted IAW AFI 31-501, Personnel Security Program Management. Contractor personnel must have appropriate clearances prior to commencing work on the contract.
8.3.12 Theater/Country Clearances. Obtain special theater and/or country clearances, and comply with theater/country specific requirements, for applicable OCONUS work. These requirements will be identified in the PWS. The Electronic Foreign Clearance Guide at https://www.fcg.pentagon.mil/fcg.cfm states the requirements for travel to specific countries.
8.3.13 Restricted/Formerly Restricted Data. Obtain a final U.S. Government clearance at the appropriate level before obtaining access to RESTRICTED DATA and FORMERLY RESTRICTED DATA.
8.4 Communications Security (COMSEC). Contractors may require access to COMSEC information on DoD installations. The Contractor shall not require a COMSEC account. Access will be controlled by the sponsoring agency. Access to COMSEC material by personnel is restricted to US citizens holding final US Government clearances. Such information is not releasable to personnel holding only reciprocal clearances.
8.5 The Contractor shall provide a National Agency Check with Inquiries (NACI) for all contractor employees who are to be provided access to Government e-mail/internet, LAN/WAN and other Government information networks.
8.6 Clearance Requirement. If access to classified information is a requirement at the Contractor’s facility, a SF 312 Non-Disclosure Agreement (NDA) initiated by the company’s Facility Security Officer (FSO) is required. Program managers and all government site contractors must have and maintain an active TS/SCI security clearance upon task order award. This effort will require access to classified information. 8.7 Listing of Employees. The contractor shall maintain a current listing of employees. The list shall include the employee's name, social security number and level of security clearance. The list shall be validated and signed by the company Facility Security Officer (FSO) and provided to the Contracting Officer, Program Manager, and (SSA). An updated listing shall be provided when an employee's status or information changes.
9.0 TRANSITION PLAN: Reserved
10.0 ADMINISTRATION CONSIDERATIONS:
10.1 Performance Schedule: Total contract requirements may not exceed a period of three (3) years or one (1) base year and two (2) one-year option periods for Tasks 4.1 through 4.9 of the PWS.
10.2 Place of Performance: The Contractor shall be located at A3SO offices in the Pentagon where all tasks identified in this task order shall be performed and accomplished.
10.2.1 Telework: Telework shall not be permitted for this contract.
10.3 Duty Hours: The Contractor shall perform services for 8 hours per day Monday through Friday, during the HAF/A3SO business hours of 0630 - 1730. Flexible work hours shall be coordinated with the COR and PM in advance. Federal Holidays (as published by OPM) will be observed. However, on occasion, services may be required to support activation or exercise of contingency plans outside the normal duty hours, but the 40 hour work week will not be exceeded without coordination and approval with the COR and PM. The Government will provide advance notice to the maximum extent possible.
10.4 Base Shutdown/Inclement Weather: The Contractor will follow guidance of the installation containing their place of performance to determine reporting schedules whether due to a base closure or inclement weather. The website for guidance regarding status of performance in the NCR locations is http://www.opm.gov/status/. If shutdowns or delays occur, these incidents will not cause a decrease to total contract value.
10.5 The Contractor shall attend a kick off meeting specific to the contract requirement with the COR, Administrative CO, and other government personnel within ten (10) days of contract award. The Contractor shall provide concurrence with the date, time and location for the meeting via email notification to AFDW/PK CO at least three (3) business days prior to the scheduled meeting.
10.6 Contractor Inventory: In accordance with Section 8108 of Public Law 112-10 of the Department of Defense and Full-Year Continuing Appropriations Action, 2011:
10.7 The Contractor shall report ALL labor hours required for performance of services provided under this task order via the secure Contractor Manpower Reporting Application (CMRA) data collection site. The Contractor is required to completely fill in all required data fields at: http://www.ecmra.mil. Reporting inputs shall be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported anytime during the FY, all data shall be reported not later than 31 October *of each calendar year. The Contractor may direct questions to the CMRA help desk.
NOTE *: Reporting Period: Contractors are required to input data by 31 Oct of each year.
10.7.1 Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contractor number and the Contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the Contractor name and contract number associated with the data.
10.7.2 User Manual: Data for the AF services requirements must be input at the AF CMRA link. However, user manuals for Government personnel and Contractors are available at the U.S. Army CMRA link at http://www.ecmra.mil.
10.7.3 Other Direct Costs: This category includes the purchase of materials (such as computer equipment or specialized software) and training activities deemed necessary by the Government to ensure the contractor has the tools necessary to meet the dynamic analysis demands of the Government. All purchases will be approved by the Contracting Officer.
10.7.4 Organizational Conflict of Interest: Contractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.
10.7.5 Professionalism:
10.7.5.1 Contractor personnel shall familiarize themselves with the Air Force Core Values and military customs and courtesies.
10.7.5.2 As Contactor personnel are supporting HAF/A3S and the USAF in their day to day duties they shall conduct themselves in a professional manner and display the appropriate customs and courtesies. Contractor personnel shall identify themselves as Contractors in all correspondence.
11.0 NON-DISCLOSURE AGREEMENT (NDA). To ensure the integrity of Government operations, all Contractor personnel shall execute a Non-Disclosure Agreement before each individual begins work on the contract. This requirement will be upheld for any Contractor personnel added to the contract after the beginning of the original period of performance. Non-Disclosure Agreements shall be submitted to the Contracting Officer within 5 business days after award and before employees begin work for each employee provided throughout the term of the contract – See NDA at Attachment D.
12.0 PPBE Access. If access to PPBE information is required, a SF 312 NDA initiated by the company’s Facility Security Officer (FSO) is required.
13.0 Transition. Contractor shall furnish phase-in, phase-out services for up to 30 days after this contract expires.
