Addendum to FAR Provision 52.212-1 Instructions to Offerors (ITO) – Commercial Items 1.0 This is a full and open competitive procurement on Federal Business Opportunities (FBO). This acquisition will result in one Firm Fixed Price Requirements contract with cost reimbursable line items for Travel.
2.1 General Instructions:
2.2 ITO – Commercial Items:
2.2.1 The offeror's proposal must include all data and information requested by this ITO and must be submitted in accordance with these instructions. The offeror shall be compliant with the requirements as stated in this solicitation. Non-conformance with the instructions provided in this ITO may result in an unfavorable proposal evaluation. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal shall not simply rephrase or restate the Government's requirements but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume the Government has no prior knowledge of their facilities and experience and will base its evaluation on the information presented in the offeror's proposal.
2.2.2 The positions on this contract are all at the TOP SECRET/SCI level (to include SI,TK, G, and HCS). Personnel performing work on this contract are required to have and maintain a valid final adjudicated TOP SECRET clearance. See the full breakdown of the security levels in the Performance Work Statement (PWS).
2.2.3 Facility Security Clearance (FCL): Due to the clearance requirements, all prospective offerors must possess a TOP SECRET Facility Security Clearance (FCL). The FCL shall be approved/issued by the Defense Security Service (DSS) and FCL must be posted in the DSS Industrial Security Facility Database (ISFD). A verifiable TOP SECRET FCL must exist in the ISFD at time of proposal. Offeror’s FCL will be assessed as “responsive/non-responsive” at proposal submission. Offerors must have a FCL of Top Secret. Offerors without the required FCL will be deemed “non-responsive” and their proposal will NOT be evaluated.
2.3 Points of Contact: The Contracting Officer (CO) and the Contract Specialist (CS), are the sole points of contact for this acquisition. All questions or concerns shall be e-mailed to the CO and CS by 22 May 2015. The CO may be reached via e-mail at melissa.s.tamayo.civ@mail.mil and the CS may be reached via e-mail at marlon.k.christie.ctr@mail.mil.
2.4 Proposal Submission: All proposals shall be received in 5 hard copies, plus one CD-ROM or CD-R (Technical – Volume I, Past Performance - Volume II and Cost/Price - Volume III), by the CO or CS by 10:00am ET on 18 June 2015. Proposals can be submitted by mail via common carrier or hand carried delivery. Submissions via e-mail will not be accepted. Hand carried proposals must be delivered to the Visitor Control Center located at 1840 Westover Drive, Joint Base Andrews, MD 20762. The sealed package used to submit your proposal must show the time and date received by CO or CS (if hand carried), the Solicitation Number, and the name and address of the offeror. Offerors shall notify the CS or CO if they intend to hand deliver their proposal. SOME DELAY SHALL BE ANTICIPATED WHEN HAND CARRYING PROPOSALS AS WELL AS MAILING BY COMMON CARRIER DUE TO POTENTIAL BASE MAILROOM DELAYS. If hand carried, offerors shall allow sufficient time to arrange for the CS or CO to meet them at the Visitor Control Center PRIOR to the time specified for receipt.
2.5 Communications: Exchanges between Government and offerors will be controlled by the CO. E-mail will be used to transmit such information to offerors. The Government intends to send answers to questions via FBO. In the event of conflict between the answer to any questions and the RFP, the RFP shall take precedence.
2.6 Amendments to Solicitation: If this RFP is amended, all terms and conditions that are not amended remain unchanged.
2.7 Oral Presentations: Oral Presentations will not be permitted.
2.8 Period of Acceptance of Offers: The offeror agrees to hold the prices in its offer firm for 180 calendar days from the date specified for receipt of offers.
