1. For the purpose of providing the client uniformity between contractors, can the assumption be made that pricing quotes are based on one student participant on each LASI or RASI program?

Yes

2. Of the countries listed within each particular region, does the contractor (vendor) decide which country or countries to conduct (in country) immersions?

Contractor should provide pricing for all countries in which they are currently able to conduct immersions. If the contractor does not have an existing capability within a country, the price should be left blank.

3. In PWS, section 1.0, end of first paragraph indicates that “in general terms, the contractor will take over responsibility for the student after the student has arrived in-country….” And 2.3 indicates that the contractor “shall provide the following for each type of immersion: LASI…. Roundtrip airline tickets and visas…) same in RASI and mini immersions.

Contractor must provide round trip tickets to/from LASI and RASI locations.

4. Where should we propose the cost of the ISO immersions?

Annotate ISO immersions on the comprehensive pricing chart – mark with “ISO”

5. In PWS Section 2.6 Language Instruction; one of the requirements is to provide “one on one tutor sessions for each student- average of 1 hour per day”. If the classes have more than 4 students, then this adds more than 4 hours per day, that added to the 4 hours of class instruction can be up to 10 hours of instructor/day. Please clarify.

Typically, a class of 4 would be taught in the morning for 4 hours, break for lunch, and then all 4 would get tutoring for 1 hour after lunch. This can be accomplished by 1 instructor over a 4-hour period (not preferred), or 4 instructors in a 1 hour period (highly preferred).

6. In PWS Section 2.6, Materials, the PWS seems to indicate that the vendor has to provide a tape or CD player which will become the property of the student. Is this correct? (Electronic hardware to support the audio materials)

Electronic hardware will remain with the contractor.

7. In PWS Section 2.11, RASI Timeline 30 days from departure, and A001. Should we provide lodging location and school pictures? Should we provide instructor’s resumes? Why the requirement for “tutor credentials”? Are the tutors expected to be other than the instructors?

Pictures are required for the lodging and school. Instructors and tutors do not have to be the same individuals; however, they have to meet the same criteria as described in the PWS.

8. A004. Some cultures in a whole region do not agree to be in pictures. Are family pictures mandatory?

Pictures are preferred. If not available for cultural considerations, contractor should provide statement explaining the situation.

9. Medical/Dental Insurance. Are US issued travel policies accepted?

Students will be active duty military members on official travel orders, and therefore covered by TRICARE and United Concordia. Contractor should provide any paperwork required to facilitate the use of TRICARE and United Concordia, or establish alternate procedures.

10. Pricing. All prices should be per student at an individual class? Does the Government expect to have prices on all countries listed? The breakdown of weekly and daily cost will vary depending on the factors the Govt. wants to include in the 1, 3, 4 and 6 months immersions (i.e. airfare, excursions, etc). How does the Government calculate the daily and weekly cost? Is this price firm and fixed in case of award? Is any adjustment provision for exchange rates or similar?

Contractor must complete the pricing table for all countries in which they are currently able to provide immersion training. As stated in the PWS, all mini-immersion costs (transportation, lodging, etc.) should be included in the 3, 4, and 6 month pricing. Weekly requirements are described in the PWS. Daily requirements are limited to Lodging and language training – no excursions.

11. Who is the incumbent(s)?

REEP

12) The 1449 of the RFP identifies that this is an “unrestricted” opportunity. P. 12 of the RFP identifies that the contractor should complete a Utilization of “Small Business Plan” in the case that we are using subcontractors. P. 13 of the RFP has some verbiage that we should fill out if we are a woman-owned business. In regard to these three items, we have the following request for clarification:

a. Is there a preference for a particular business type, i.e., woman-owned or is this a full and open competition? Full and open competition

b. Is the purpose of the woman-owned verbiage for inclusion in the “Small Business Utilization Plan”? The Clause was deleted.

(2) Pp. 15-16 of RFP discusses items for inclusion on the coversheet (6) (d) state to list “date of proposal and validity date”. Does this equate to “date of submission and proposal due date”? Yes

(3) A date of “14 April” is listed on the sample letter for the Past Performance Questionnaires (the date the other contracting offices should have their references returned). Can we assume that this date is a fictional date and that the RFP requirement on P. 17 of RFP (20 April due date for return) is the desired timeline? Past Performance is extended until 1 May 2009

13. We are completing the Past Performance Information (PPI) pieces and

The following are items currently listed in the PPI:
