AIR FORCE OFFICE OF SMALL BUSINESS PROGRAMS (SAF/SB)
STRATEGIC COMMUNICATIONS Technical Requirements Document
1. Background: The Air Force Office of Small Business Programs (SAF/SB) promotes maximizing the utilization of small businesses (SB) in Air Force contracts and subcontracts through education, training, outreach, data analysis, market research new requirement reviews, strategic sourcing participation to propose small business solutions, and program management of various small business programs. The Air Force Small Business (AFSB) Programs reaches beyond goals to offer solutions to the war fighter to meet the mission of the Air Force by providing responsive, innovative and cost effect solutions. The mission directly supports the President’s Small Business management agenda, as well as the SECAF’s strategic plan, allowing full leverage of the strengths and capabilities of the SB industrial base.
2. Scope: The intent of this contract is to provide a strategic communications approach to support the AFSB programs.
3. Description of Specified Tasks:
a. Strategic Communication
i. Community Relations Program with senior leadership, commanders, small business specialists, contracting officers, small businesses, and other government agencies to promote AFSB programs.
ii. Media outreach – create, implement and oversee communication programs that effectively promote AFSB programs using cable television talk shows, and other multi-media products for SAF/SB and MAJCOMs.
iii. Develops, writes and designs quarterly SAF/SB newsletter and other media and print material to promote SB programs. This includes development and presentation of talking points for the Secretary of the Air Force and the Director of Small Business Programs.
iv. Marketing
1. Provides documents such as brochures, flyers, press releases, articles and newsletters for AF Small Business Programs for internal and external audiences. Displays a unified Air Force small business image for tabletop and booth displays as well as for educational and informational materials.
v. Liaison with Public Affairs at HQ, Command and Local level.
1. Maintains a comprehensive command information plan that is responsive to internal communication needs of the organization and provides the AF acquisition community information to help maximize utilization of small business to reach Congressional goals.
2. Attends and provides input to Air Force PA meetings
vi. Command Information Plan to provide AF acquisition community information to increase awards to small businesses.
vii. Conference Support - Provides strategic approach to conference support to maximize use of government and budgetary resources and includes logistical support in establishing and implementing conferences, seminars and other activities to meet the needs of the small business community.
1. Duties includes scheduling, securing appropriate facilities, advertisement, invitation, registration, audio-visual requirements, agenda development, conference brochures and welcome packages, speaker arrangements, amenities, room layout/display space, exhibit development and graphics support, media coverage and feedback/evaluation.
b. SAF/SB IT Support
i. Host, maintain, enhance and provide technology upgrades to the SellToAirForce .org website. This website integrates all Ai r Force Small Business Programs.
1. Includes necessary hardware, software, and communications mediums within the contractor’s facility. Access to website must be maintained 24 hours/per day.
2. Edit and create web pages with approval of SAF/SB.
3. Provide corrective, adaptive maintenance including a helpdesk to assist users in resolving errors and communicating operational instructions within a one week time frame.
4. Maintain records for all assigned work for tracking and reporting including workload statistics and web utilization data.
5. Provide monthly status reports showing accomplishments and planned activities.
ii. Host, maintain, enhance, develop and provide technology upgrades for web-based training modules for the Small Business Learning Center (SBLC) on the SellToAirForce.org website. Maintain a web-based training (WBT) environment that provides necessary information and training opportunities to Air Force Small Business Communities in government and industry.
iii. Review all aspects of current IT Communications methods provided by SellToAirForce.org website. Research new and developing methods of IT communications and provide recommendations to SAF/SB to enhance the strategic communications ability of the SellToAirForce.org website including the feasibility of joint websites with the Army and Navy.
