STATEMENT OF OBJECTIVES

STRATEGIC COMMUNICATIONS

FOR

AIR FORCE OFFICE OF SMALL BUSINESS PROGRAMS

(AS OF 24 AUGUST 2008)

Develop a thorough Performance Work Statement to provide for non-personal services for both in-house and off-site support for the Air Force Office of Small Business Programs (SAF/SB). SAF/SB requires comprehensive strategic communications to meet the strategic vision, mission and goals of this Office. Customers include, but are not limited to senior leadership, contracting officers and specialists, small business specialists, commanders, requirements and other acquisition personnel, large businesses and small businesses. They must promote the Presidents Small Business Management Agenda, the Secretary of the Air Force’s Strategic Plan and the AFSB Strategic Plan, and Air Force initiatives such as the Service Disabled Veteran Owned Small Business Program and small business participation in Air Force Cyber Command. It is of utmost importance that strategies and capabilities include the capacity for the Air Force to aggressively pursue and reach the DoD 23% small business goal, and “Beyond Goals” initiatives outlined in the Air Force Strategic Plan.

1. STRATEGIC COMMUNICATIONS

SAF/SB needs a comprehensive approach with innovative ideas that go beyond traditional media methods to reach target audiences. The approach must relay SAF/SB messages, both internally and externally, capitalizing on selected opportunities that will maximize the goals of the AFSB. It must include a methodology for selection of outreach events and Government speaking engagements to maximize the use of time, budget, director, and staff resources, in order to obtain the greatest exposure of the SAF/SB message. It must also include ways to develop working relationships with AF public affairs personnel, as well as public affairs media across the country, to represent SAF/SB in meetings, publications, and events to ensure SAF/SB exposure across all levels of the Air Force and the business community. Media will include, but not be limited to such things as:

a. COMMUNICATION MEDIA SAF/SB needs comprehensive strategic communication that includes, but is not limited to, multiple media such as Selltoairforce.org website that demonstrates and fosters all facets of SAF/SB for public and internal use. Any suggested website must be uploaded and maintained with a variety of information from learning opportunities, long range acquisition estimates, Air Force small business specialists, and tools and information designed to promote SAF/SB initiatives and programs. The media must incorporate methods and novel ideas to disseminate information on how to do business with the Air Force, and ways to identify and promote both prime and subcontracting opportunities across the Air Force.

b. PUBLICATIONS SAF/SB requires development, design and distribution, both electronically and in hard copy, of a “Beyond Goals” newsletter that contains accurate, up-to-date information, success stories and SAF/SB messages. Information is for both Government and business communities. Articles are needed for electronic and hard copy dissemination to local Air Force bases when requested by Air Force personnel. Development and presentation of talking points, white papers, power point presentations, and other written media for the Secretary of the Air Force and other DoD Senior leadership are also needed.

2. BRANDING

SAF/SB needs a unified and recognizable Air Force small business image to promote the mission and goals of the Air Force Small Business Programs to both internal and external customers. It must increase the recognition level of Air Force Small Business. It includes development and production of tabletop and booth displays along with brochures and educational information that represent the full spectrum of SAF/SB programs.

3. CONFERENCE SUPPORT

SAF/SB requires a strategic method of addressing conference support to maximize the use of government and budgetary resources to promote small business programs. The effort must outline full logistical support in establishing and implementing seminars, conferences and other activities to meet the needs of the Air Force Small Business community.

4. SECURITY

A Secret Clearance is required.
