Combined Synopsis/Solicitation

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Please be advised that this request for quote (RFQ) in no manner obligates the government to award an agreement as a result from the issuance of the RFQ.

2. The Request for Quotation (RFQ) number FA700024Q0997 shall be used to reference any written quote provided under this RFQ.

3. The RFQ document and incorporated provisions and clauses are those in effect through

Federal Acquisition Circular 2024-05; Effective 05/22/2024.

4. This is NOT a set-aside. This requirement is Full and Open competition.

5. The North American Industry Classification System (NAICS) code for this project is 721214 with a size standard of $9.0 Million.

6. The purpose of this combined synopsis and solicitations for the purchase and delivery of firm fixed price contract for a Cadet Chapel Retreat in accordance with the attached Performance Work Statement (PWS) (Attachment 1). The bid schedule and contract CLIN schedule are below:

7. The estimated period of performance is 23-25 August 2024. Alternate dates will NOT be considered.

8. The following non-personal commercial service is requested in this solicitation: The Cadet

Chapel Protestant Community is seeking a retreat center on 23-25 August 2024 to provide meals and two nights lodging (separate rooms/buildings for males/females) for approximately 200 cadets and a separate building with rooms/not dormitory style for 4 staff members (204 total participants). We require five-six meals to be provided. Vegetarian and gluten free options are needed. Meals would be dinner on Friday (if location is less than 2 hours away), breakfast/lunch/dinner on Saturday, breakfast and lunch on Sunday for up to 200 Cadets and staff. A large meeting room to accommodate the same number equipped with AV and sound system equipment, and areas for small breakout groups is required. A large area in which to hold Protestant Service (can be the same at the large meeting room) is also required. The retreat center should also host and/or be near outdoor activities that can

CLIN Service Quantity UNIT 0001 Cadet Chapel Retreat services in accordance with the performance work statement to include lodging, meals, facility, and activities.

1 Each enhance the cadets' experience along with a bonfire pit to conclude a night of worship. The commute needs to be no more than 3hrs one way. The accommodations for this retreat need to be an outdoor camp environment and not a hotel environment.

9. FAR Provision 52.212-1, Instructions to Offerors—Commercial Products and Commercial

Services.(SEP 2023) applies to this acquisition and the following addendum applies:

The following words stating “offer”, “offeror”, and “proposal” are replaced with “quotation”, “vendor”, and “quote”.

Paragraph (a) first sentence revised as follows: “The NAICS code and small business size standard for this acquisition appear above.”

Within Far part 52.212-1, Paragraph (c) first sentence revised as follows: “The vendor agrees to hold the prices in its quote firm for 60 calendar days from the date specified for receipt of quotes, unless another time period is specified in an addendum to the quote.”

10. Notice to Vendors providing Quotes: The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse a quoter for any costs.

Please provide the following information within the quote: Company Name, Sam.gov unique number, Number, Cage Code, and Current size standard. Include descriptive literature such as illustrations and drawings if needed.

All companies must be registered in the System for Award Management at https://www.sam.gov/portal/public/SAM/ to be considered for award for NAICS in paragraph 5.

11. . FAR Provision 52.212-2, Evaluation—Commercial Products and Commercial Services, applies to this acquisition and the following evaluation is applicable: The evaluation factors to be included in paragraph (a) of this provision are Price, Technical, and Past Performance.

Evaluation will be based on best value for the three factors.

ADDENDA TO FAR 52.212-2:

a. Price - Complete the Price Schedule. In doing so, the offeror agrees to the contract terms and conditions as written in the SOLICITATION along with the attachments. Please state the last date you can accept a contract and still perform this requirement.

b. Technical - Offeror shall submit their technical approach to meeting the requirements of the performance work statement.

c. Past Performance – No more than two examples of similar performance.

d. Other Documentation – Any other documentation. The offeror shall complete all necessary fill-ins and certifications required by this solicitation and submit those pages unless available on sam.gov (https://www.sam.gov/portal/public/SAM/).

12. A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful vendor within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

13. Interchanges: The government intends to award a purchase order without interchanges with respective vendors/quoters. The government, however, reserves the right to conduct interchanges if deemed in its best interest.

14. FAR Provision 52.212-3, Offeror Representations and Certifications - Commercial Products and Commercial Services (Nov 2023) applies to this acquisition. All vendors must be registered in System for Award Management at https://www.sam.gov/portal/public/SAM/ at the time of Quote submittal.

15. FAR clause at 52.212-4, Contract Terms and Conditions - Commercial Products and

Commercial Services (Nov 2023), applies to this acquisition with the following Addendum:

Paragraph (c) of this clause is tailored as follows: Changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes, such as changes in the paying office, appropriations data, etc., which may be changed unilaterally by the Government.

16. Note: The vendor acknowledges that should the quote terms and conditions and/or agreement conflict with mandatory provisions of the Federal Acquisition Regulation (FAR) and other Federal law applicable to commercial acquisitions, to the extent of such conflict the FAR and Federal law govern and conflicting vendor terms and conditions and/or agreement are unenforceable and are not considered incorporated into any resultant contract.

17. FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or

Executive Orders—Commercial Products and Commercial Services (Dec 2023) applies to this acquisition. See provision and clause attachment.

18. All provisions and clauses regulations references are found either in the FAR; Department of

Defense Federal Acquisition Regulation Supplement (DFARS); Air Force Federal Acquisition Regulation Supplement (DAFFARS) and may be viewed under https://www.acquisiton.gov. These applicable provisions and clauses will be incorporated either by reference or in full text and made part of the contract upon award. See provision and clause attachment. NOTE: ALL PROVISIONS WILL BE REMOVED AT TIME OF

AWARD BUT SHALL REMAIN PART OF THE CONTRACT FILE.

19. Defense Priorities and Allocations System (DPAS) and assigned rating do not apply to this acquisition.
