About this file

This document contains a Question and Answer (Q&A) sheet related to a Request for Quote (RFQ) for the USAFA Sijan Hall Dormitory Furniture Disposal project, Solicitation Number FA700024Q0105.

The key details are:

  • This is a new requirement by the Department of the Air Force to clear excess furniture and trash from the USAFA Sijan Hall dormitory storage areas, including approximately 5,000 metal bookshelves, 200 office chairs, 5,000 lounge chairs, and 100 specialized desks.
  • All government furniture will be turned in to the DLA Disposal Services at Fort Carson, and the contractor is expected to coordinate the transportation, loading, palletization, and banding of the items. Items not requiring DLA disposal will be disposed of per federal/local policies.
  • Questions were asked related to site visits, inventory requirements, disposal percentages, timeframes, forklift requirements, access to the facilities, and coordination with DLA. Responses indicate that details are provided in Amendment 0001 to the solicitation.
  • The work is expected to begin upon contract award, with the period of performance detailed in Amendment 0001. This appears to be a firm fixed price requirement.

QUESTION ANSWER

1 Who is the current contractor? This is a new requirement.

2 What is the current contract amount? This is a new requirement.

3 If you are unable to provide the current contract amount, what is the current budget your agency has for this project? Budget information is not offered.

4 Will there be a site visit for the solicitation? See Amendment 0001 5 Will there be a formal or informal pre-bid opportunity for bidders to see the site(s)? See Amendment 0001 6 Also, the documents state that we must submit (2) bids. But I only see one project. Please advise. Offerors are advised to follow the quotation preparation instuctions

I am inquiring as to if there would be a site visit for this solicitation as most vendors are stating to see the dormitory to know the extent of work that needs to be done. See Amendment 0001

Could you please provide available dates and times for a site visit, as well as any specific procedures we need to follow to arrange access to the installation? See Amendment 0001

After reading the request for quote I noticed the period of performance dates were left blank, also just to clarify, the office furniture is being broken down and moved to another building on the base, what furniture is deemed to be unfit is either trashed which is also on base or donated to a reputable business. If this is correct, we just need the dates of performance, please.

See Amendment 0001

10 Will there be a site visit or are we able to set up a site visit? See Amendment 0001

Will the government please clarify if there is an incumbent providing service on this contract or is this levlel of effort a new need? This is a new requirement.

12 If there is an incumbent, can the government please provide the most recent contract award number & contract value? This is a new requirement.

13 Is this a new requirement or a contract recompete? This is a new requirement.

14 If this is a recompete, what is the current contract number and who is the incumbent? This is a new requirement.

15 Also, the period of performance was left blank in the attachments, can I have the PoP please? See Amendment 0001 16 Will there be an opportunity for contractors to conduct an in-person inspection of the project prior to bidding? See Amendment 0001 17 Is there a specific date when work needs to begin? Work is expected to begin upon contract award.

18 Is there a specific date when the work needs to be completed? See Amendment 0001

The Specific Requirements sections of the proposal mentions "excess furniture from other locations will be relocated" to room 1D9. Are items to be relocated to room 1D9 by the contractor? Are the excess items already included in the estimated quantities described in the Background section?

See Amendement 0001 - Furniture in Groups 1-4 will be relocated to room 1D9 by the Government.

20 Is the government going to entertain or schedule a future site visit for the interested vendors? See Amendment 0001

In one section, it says 5000 metal bookshelves 200 office chairs 5000 lounge chairs 100 specialized desk and in another section it says 5000 metal welded Bookshelves 6000 lounge chairs 3000 metal desk and upper desk 4500 metal bed with drawers 40 AOC/AMT wood desk with large tables hundreds of office chairs and other items lamps bookings, etc. which gives a rough number of over 15,000 piece ls of furniture. Can the government please give a more accurate number and list of items that are being disposed of?

See Amendment 0001

22 How many forklifts are on location to have access to? Forklifts will not be provided by the Government.

What are the percentage of items being disposed of at Ft. Carson DLA disposal yard And what percentage are being disposed of at a potential landfill?

DLA is responsible for disposal of excess Department of Defense personal property, foreign excess personal property, scrap, hazardous waste, and property requiring demilitarization.. Approximately 5% to 10% may be potentially landfill disposition.

Primarily wood products which have no resale value.

24 How long do we have to complete the task? See Amendment 0001 25 Is this RFQ just for inventorying the items on site? Or inventory and relocation services? See Amendment 0001

What would need to be included in the inventory? Everything in every room? Or will there be some items, like curtains, staying in the rooms?

See Amendment 0001 - Furniture to be transported to DLA/DRMO for turn-in will be inventoried and documented prior to transport.

27 What is the estimated timeframe and duration for this project? See Amendment 0001 28 Are the moves expected to be phased? Or will a team be able to work continuously on this removal? See Amendment 0001 29 Will there be a walk-through for the building? See Amendment 0001 30 Can pallets be reused or do we need to account for pallets to stay at DRMO? Advance coordination with DLA/DRMO is expected.

Since we are unsure about what will be accepted at DRMO can we work on a time and material for items to be disposed of? Firm Fixed Price is expected.

32 Is there an estimated percentage of items that will be DRMO, Recycle and disposed? Advance coordination with DLA/DRMO is expected.

33 When will a detailed inventory be provided? See Amendment 0001

34 Do the items that are on pallets, staged outside, need to be covered and protected from the weather?

Items that can be damaged from weather, yes. (If DRMO states the item is disposable and no use to the government, then no).

What are the forklift requirements? Electric, propane? Can it be stored inside the warehouse for the days we are actively loading the product on trucks?

Any type of forklift can be used as long as it does not exceed 110db sound level or produce excessive smoke. If the forklift can fit inside and meets the requirement for CO2 and other gases requirement it can be parked inside (if it fits the doors) or outside on the sidewalk locked up when not used, Please follow the general safety rules on use of forklifts within enclosed areas.

Is there a possibility of getting contractor badges to minimize the time spent getting onto both, the Air Force Academy and Fort Carson? Coordination with program manager for installation access.

37 Is there a possibility of starting this project earlier than March 15, 2025? If the funds are allocated earlier. Work is expected to begin upon contract award.

Is there any way to determine exactly what will need to go to DLA? There is a drastic price difference between palletizing 3646 bookshelves, loading, and transporting them to Fort Carson or just renting a roll of dumpster and tossing all of them.

Advance coordination with DLA/DRMO is expected.

Can any work (palletizing, cleaning, organizing) be done on the weekends? I know DLA will not be open on the weekends.

The hours should not be worked in excess of 40 in the workweek if weekend work is identified by the Program Manager to be available.

If DLA determines a "sale in place" will be needed, will the items be able to be stored at their current location until the "sale is place" is finalized?

This is appears to be a hypothetical question which would require coordination after award with the Contracting Officer.

Please confirm the estimated time frame. The amount of product moving to Fort Carson is roughly 145 box truck loads and if DRMO will only take 1 truck a day it will take over 3 months to complete the move to DRMO. See Amendment 0001 - Advance coordination with DLA/DRMO is expected.

42 Can items hang over the edge of the pallets? Advance coordination with DLA/DRMO is expected.

43 Confirm that the center mullion of D109 will or will not be able to be removed to fit pallets out of the room.

The center column on the door does remove and standard size pallets can pass through them without issue.

How far can we have pallets spread throughout the quad? Can pallets be staged the entire length of the building? I do know we can only use ½ the walkway so the cadets can use the sidewalk.

To the west of the 1D9 entrance 60 feet, pallets can be stored long term. East of 1D9 entrance may be used to pre-stage pallets for up to two days prior of removal having access maintained for customer drop off of additional turn in items. Internal storage within 1D9 is authorized and access to enter and drop off additional items shall be maintained. Program manager will coordinate as required.

45 Would we have weekend access to the D109 area?

The hours should not be worked in excess of 40 in the workweek if weekend work is identified by the Program Manager to be available.

46 Would our crew be able to get base passes? Or would we have to go through the day badge process every day? Coordination with program manager for installation access.

47 Is there a certain pallet material DRMO will accept? Would they accept pressed wood? Plastic? ect? Advance coordination with DLA/DRMO is expected.
