Evaluation -- Commercial Products and Commercial Services

1. Evaluation:

By submission of its offer, the offeror agrees to all solicitation requirements, including terms and conditions, representations and certifications, and prices. Failure to adhere to all solicitation requirements may result in an offer being determined unacceptable and ineligible for further evaluation. The determination to eliminate an offeror from further evaluation for failure to adhere to solicitation requirements is at the Government’s sole discretion. The evaluation process shall proceed as follows:

Step I – Solicitation Requirements

All quotes submitted will be reviewed for completeness to determine if they contain all information requested in the instructions to offerors. Quotes that are incomplete or missing information may be excluded from the evaluation.

Step II – Price Quotation Quotes will be ranked according to total price of CLIN 0001- 4002. n. Price quotes must be firm-fixed price. Price quotes must include unit prices and extended amounts for each line item (i.e., multiply the unit price and quantity for each line item). Include the total price (i.e., sum of all extended amounts) in the price quote. Include delivery terms and schedule, any discounts, and payment terms with the price quote.

Step III – Capabilities Narrative

The offeror shall provide a summary of their abilities to successfully perform the services that are necessary for this requirement to include business hours, clinic location, and other pertinent information.

Initially, the Government will place all quotes that meet the requirements of the solicitation in order by price, beginning with the lowest price technically acceptable.

5 | P a g e

BASIS FOR CONTRACT AWARD: This is a competitive acquisition in accordance with NAF Standard Clauses. The evaluation process will proceed as follows:

If the lowest price, technically acceptable offeror receives an “Acceptable”, that quote represents the most advantageous offer to the Government, evaluation of that quote is complete, award will be made to that offeror, and the evaluation process will stop. If the lowest priced, technically acceptable offeror receives and “Unacceptable” rating, evaluation of that quote will stop. In that instance, the next lowest priced offeror will be evaluated using the methodology above and the process will continue (in order by price) until a technically acceptable offeror is evaluated to have an acceptable rating, or until all offerors are evaluated.

Clarifications conducted to resolve minor or clerical errors will not constitute discussions and the Contracting Officer reserves the right to award a contract without the opportunity for a quote revision.

The Government intends to award a contract without discussions The Government, however, reserves the right to conduct discussions if deemed in its best interest.
