Request for Information – Solicitation FA700024Q0022 (Portable Sanitation Services)
Below are the responses to requested information regarding Portable Sanitation Services at the United States Air Force Academy:
1. Question: In the main solicitation FAR 52.219-14 Limitations on Subcontracting is referenced on page 13. Is the limit of at least 50% of the revenue must go to small business partners or is a different limit in place for this solicitation?
Response: FAR 52.219-14 Limitations on Subcontracting is incorporated into this solicitation by reference through FAR 52.212-5. The subcontracting limits described in this clause (available at www.acquisition.gov) apply to this acquisition.
2. Question: In the main solicitation on age 6, there is a reference to Attachment 5 – SCA Wage Determination 2015-5417 Rev 25. Can you provided that document for review?
Response: Attachment 5- SCA Wage Determination 2015-5417 Rev. 25 has been added to the solicitation posting.
3. Question: In the PWS for the solicitation the pricing matrix for the February Lacrosse Season is below:
Does the Services column mean 1x per week service? What does the Quantity column of 7 each indicate? It seems to contradict the length, unit, and services columns.
Response: 1x Service means one stand alone service on a date specified at the time of order not 1x per week. The quantity refers to how many 1x services are ordered for the rental period. For example, if Lacrosse plays 7 home games over the course of the season (3 months) a 1x Service is scheduled following each game (7 each).
4. Question: Are you asking for daily quality control or monthly or after each placement?
Response: In Attachment 4- Technical Form, the government asks for affirmation that on-site quality control will be provided. There is no set condition for how often quality control inspections should be conducted by the vendor. The vendor should be capable of providing on-site quality control by someone other than the technician placing/servicing the units. The quality control inspector should have the authority to make corrections to ensure the units are placed/serviced as ordered. The larger or more important the event (i.e. Graduation, football home games, parades, etc.) the higher the need for quality control by the vendor.

5. Question: What is the difference between weekly and monthly standard rentals?
Response: A Weekly Standard Rental is a rental for a standard portable toilet for 1 week. A Monthly Standard Rental is a rental for a standard portable toilet for 1 month.
6. Question: Is the 1x weekly equivalent to 1x weekly service or 1x service a month?
Response: 1x Service is one stand-alone service on a date specified at time of order.
7. Question: Does "No Additional Service" mean no service at all?
Response: “No Additional Service” means that the order does not require service between drop-off and pick-up. For example, If the order is for a single day event no service will be required until pick-up.
8. Question: Since there are 4 separate locations in this bid requirement, do all locations have to be bid or can individual location be bid on and others not bid (i.e. bid on all but the Model CO location)?
Response: To ensure adequate competion among BPA holders a price must be provided for each item on the price sheet.
9. Question: Do service prices include rental prices?
Response: Price for rentals and service are separate. Each unit rental will include service at pick-
up. Other than that, prices for services are separate from prices for rentals.
