Performance Work Statement for
Portable Sanitation Rentals and Services at
The United States Air Force Academy, CO Farish Recreation Area in Woodland Park, CO
Bullseye Auxiliary Airfield in Ellicott, CO and
Piñon Canyon Maneuver Site Near Model, CO
15 January 2023
1. DESCRIPTION OF SERVICES: The Contractor shall provide all equipment, tools, materials, transportation, personnel, labor, management, supervision, and quality control necessary to provide rental toilets, hand washing stations, greywater tanks, and servicing of all units at the United States Air Force Academy (USAFA), Farish Recreation Site (Farish), Bullseye Auxiliary Airfield (Bullseye), and Piñon Canyon Maneuver Site (PCMS).
1.1. PROVIDE RENTAL UNITS: The Contractor shall provide standard and ADA portable chemical toilets, handwashing stations, and greywater storage tanks to be delivered, secured, and removed as specified by the Government. The Contractor shall use maps and GPS coordinates provided by the Contracting Officer (CO) or authorized caller for locations of rental emplacements. At no time shall the Contractor place a unit in a location that differs from the prescribed locations unless approved by the CO. The Contractor shall ensure each unit is clean and free of major stains, gouges, graffiti, mold, chemical residue, human waste, and dirt. The contractor shall ensure each unit is fully operational. All units shall be in place, secured, and useable no later than 6:00 A.M. on the first day of the order. The contractor shall remove all units no later than two (2) business days after the rental completion date.
1.1.1. TOILETS: The Contractor shall ensure all units are fully operational including door locks, seats, seat lids, hand sanitizer dispensers, and toilet paper dispensers. The Contractor shall ensure that urinals are clean and free from blockages. Each toilet will be stocked with no less than 1,000ml of liquid hand-sanitizer and no less than four (4) full rolls of toilet paper.
The Contractor shall ensure that each unit is staked to the ground or otherwise secured in a manner that prevents tip-overs from high winds.
1.1.2. HAND WASHING STATIONS: All hand washing stations must have a fully functioning water distribution and drain system, mounted liquid hand soap dispenser(s), and paper towel dispenser(s). The contractor shall ensure that each unit is stocked with no less than 1,000ml of liquid hand soap per dispenser and each paper towel dispenser is stocked to capacity. The Contractor shall ensure that each unit is staked to the ground or otherwise secured in a manner that prevents tip-overs from high winds.
1.1.3. 300-GALLON GREYWATER TANKS: The Contractor shall provide 300-gallon greywater tanks placed in locations specified by the government. The Contractor shall ensure that each Greywater tank is fully operational. The Contractor shall ensure that each tank is properly secured to prevent any movement.
1.2. PROVIDE SERVICE TO RENTAL UNITS: The Contractor shall service each toilet, handwashing station, and greywater tank according to the schedule and frequency ordered by the Contracting Officer or authorized caller.
1.2.1. TOILETS: The Contractor shall empty and refresh each unit IAW industry standard. Each toilet will be restocked with no less than 1,000ml of liquid hand-sanitizer and no less than four (4) full rolls of toilet paper. The Contractor shall inspect each unit for damages and ensure that all parts are operational. The Contractor shall provide a legible service record depicting the date of service and initials of the employee that completed the service. The service record shall be affixed to each unit in a manner which provides protection from the weather but still visible.
1.2.2. HAND WASHING STATIONS: The Contractor shall remove hand washing wastewater and used paper products, refill with fresh potable water, and restock paper towels and liquid hand soap. The Contractor shall inspect each unit for damages and ensure that all parts are operational.
1.2.3. 300-GALLON GREYWATER TANKS: The Contractor shall empty the grey-water storage tanks off-site and return it to its original position as ordered by the Contracting Officer or authorized caller.
1.3. PROVIDE SERVICE TO GOVERNMENT OWNED UNITS: The Contractor shall provide service to government owned toilets at USAFA and Farish Recreation Area as ordered. The Contractor shall empty and refresh each unit IAW industry standard. Each toilet will be restocked with no less than 1,000ml of liquid hand-sanitizer and no less than four (4) full rolls of toilet paper. The Contractor shall inspect each unit for damages and ensure that all parts are operational. The Contractor shall provide a legible service record depicting the date of service and initials of the employee that completed the service. 1.3.1. USAFA: The Contractor shall service 15 government owned toilets placed in various locations around USAFA. Specific locations will be provided at time of ordering. Each location is easily accessible. Government owned toilets are serviced once per week November-April and twice per week May-October.
1.3.2. FARISH: The Contractor shall service 15 government owned toilets placed in various locations around Farish recreation area. Specific locations will be provided at time of ordering. Each location is easily accessible. Government owned toilets at Farish are serviced twice per week from May-October including 1 service the last week of April and 1 service the first week of November.
1.4. TIP-OVER RESPONSE: The Contractor shall set upright any toilets or hand washing stations tipped over by the wind and perform services IAW PWS section 1.2 within six (6) hours of notification by the CO or authorized caller at no additional cost to the Government.
1.5. DISPOSAL OF WASTE: The Contractor shall comply with all applicable federal, state, and local, laws and regulations regarding the transportation and disposal of waste. The Contractor shall dispose of all waste at an off-site location. The Government will not provide a location for waste disposal under this contract.
1.6. ORDER FORM: The Contractor shall provide an Order Form to the Contracting Officer for use by Authorized Callers under this Agreement. The Order Form shall be reflect the structure of the Agreement Price List.
2. GENERAL INFORMATION
2.1. STAGING AREA: The Contractor may establish a Facility-Use-License with the 10th Civil
Engineering Squadron for the use of a staging yard on USAFA if desired. The Government does not guarantee the availability of staging areas.
2.2. CONTRACTOR POC: Upon award of the contract, the Contractor shall provide the Contracting Officer a point-of-contact for all order related matters. The POC should be responsible for order scheduling, placement, and quality control.
2.3. PERSONNEL: Contractor personnel shall present a neat appearance and wear distinctive clothing identifying them as an employee of the Contractor. The Government is authorized to restrict the Contractor employees’ access to federal installations if they are identified as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.
2.4. CONTRACTOR VEHICLES AND TRAILERS: The contractor shall comply with all federal, state, and local laws. The contractor shall maintain all vehicles and equipment trailers so as not to present a danger on PCMS roadways. All vehicles and trailers shall be in safe working order and be fully functioning. All vehicles must be easily identifiable as Contractor Property.
2.5. DAMAGE CAUSED BY THE CONTRACTOR: The Contractor shall not damage any
Government property during rental emplacement. If any damages occur, the Contractor shall notify the CO and return the damaged area to its previous condition.
2.6. VANDALISM: The Contractor shall document and report to the CO, vandalism, theft, or apparent willful acts of damage to government-owned toilets. If necessary, the Contractor shall cooperate with Government personnel and provide a written statement of facts for the security Forces.
2.7. NORMAL BASE HOURS: Base hours of operation are 7:00 A.M. through 4:30 P.M. Monday through Friday. The Contractor may be required to perform outside of base hours of operation and on weekends to ensure timely completion of work under this PWS at no additional cost to the Government.
2.8. FEDERAL HOLIDAYS: The Contractor is not required to perform work under this contract on federal holidays.

If the scheduled services fall on a holiday, the Contractor shall coordinate with the CO and arrange an alternate service date.
2.9. SAFETY REQUIREMENTS AND REPORTS: Contractor employees shall comply with the
Occupational Safety and Health Act (OSHA). The Contractor shall display the appropriate caution signs when work operations might pose a risk to injury for any personnel that are present. The Contractor shall provide a verbal report to the CO as soon as possible after each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact. The Contractor shall provide a completed copy of required accident investigation reports to the COR within five (5) calendar days of each occurrence.
2.10. COMPLIANCE WITH LAWS AND REGULATIONS: The Contractor shall be cognizant of and comply with all applicable federal, state, and local laws, regulations, and requirements governing the work required under this contract. In the event applicable laws and regulations, change during the term of this contract, the Contractor shall be required to comply with such changes. This PWS will not be revised to incorporate changes in laws, regulations, or requirements.
2.11. PARTICIPATION IN EXERCISES: Contractor personnel are required to participate in base exercises (e.g. fire drills, Random Anti-terrorism Measures (RAMs), or active shooter exercises) if they are working in an areas where such an exercise is implemented. Contractor personnel shall follow instructions given to them pertaining to the exercise and report to the COR any delays in performance.
2.12. WEAPONS, FIREARMS, AND AMMUNITION: Contractor employees are prohibited from possessing weapons, firearms, and ammunition while on Federal property.
