Request for Qualifications (RFQ) Questions and Answers – Part 2
Q17. In Attachment 5_Selection Criteria, Item b) Specialized Experience and Technical Competence states, “Offerors will utilize Section F of the SF 330 to provide evidence of their Specialized Experience, no more than ten (10) pages in length.” Does this mean it is acceptable to provide a total of ten (10) different projects? Of these ten (10) projects, should five (5) be the same projects shown on our Attachment 2_Past Performance Form? Alternatively, are these ten (10) projects in addition to the five
(5) shown by the Past Performance Form? Are all projects shown required to be completed within the past 60 months/5 years or only the five (5) shown on the Past Performance Form?
A17. These questions were previously answered in Q&A’s numbers 4, 10, 11, 15, and 16.
Q18. For ease of use, we’ve translated the SF330 forms into an inDesign file following the same format and margins, but with our firm’s brand fonts. Will the forms be acceptable in this format?
A18. As stated in the RFQ, “All required documents shall be in Microsoft Word or Adobe .pdf file format.
No alternate file formats will be accepted.”
Q19. Are external links to videos to further illustrate visualization of concepts, plans or data allowed within the SF330?
A19. Any embedded information not printable within the forms and page limits stated will not be considered in the selection process.
Q20. 2. Can we recreate the fillable form SF 330 Part I and Part II to allow for the inclusion of images and/or graphics?
A20. Images and/or graphics within the SF330 are acceptable.
Q21. Under a) Professional Qualifications (in Attachment 5-Selection Criteria and Process), there are resumes required for total of 10 disciplines and a narrative in section H of no more than 10 pages, however project engineer(s) requires us to address civil/transportation and environmental. Please confirm it is advantageous to provide two or three project engineer resumes so that all three civil/transportation and environmental areas of engineering can be covered under professional qualifications, and total page of resumes under Section E is not limited to 10 pages.
A21. Provide ten (10) resumes with a limit of ten (10) pages.
Q22. Under “Instructions” in the solicitation document, the instructions for Document 2 state “Part I, Block 17: Current Professional Registration shall include state, discipline if any, and year.” Please clarify if the year requested is year first registered or year of expiration for the highlighted registration.
A22. Verify that the individual currently has professional registration in Colorado.
Q23. Can you clarify if SF330 Section G will be scored (ie more points given for more collaboration)?
A23. Section G supports Section F, and will be considered in scoring Specialized Experience and Technical Competence of the offeror.
Q24. Regarding Section A (Professional Qualifications) on page 3 of Attachment 5, can one resume be used for multiple categories (for example, “Higher education trends and requirements” and “Project Planner”)?
A24. Yes, if the individual is responsible for work done in multiple categories.
Q25. In addition to the 11 pt font requirement, will the USAFA allow a smaller font size (8pt) for graphics, tables, captions, and the organization chart?
A25. 8pt is acceptable for graphics, tables, captions and organizational chart. All other narrative shall be no less than 11pt font.
Q26. Because the margins of the Standard Form SF330 (.pdf) are inconsistent and differ from page to page, will the USAFA allow the use of .5 margins (top/bottom/left/right) to provide a consistent layout of our 50-page submission?
A26. As stated in the RFQ, “Document format” paragraph, submittals shall utilize the existing margins on the provided forms.
Q27. On the past performance document, provided we stay in the 1 inch margins and page count, are we able to include imagery in the submission?
A27. Yes.
Q28. Will you be awarding this contract to one or multiple firms?
A28. The government anticipates awarding one contract, but reserves the right to award none, one, or more than one contract for A-E services.
Q29. We understand that the entire SF330 should be no more than 50 pages. Our page count with the criteria outlined in the RFQ equals 45 pages. It is assumed that we can just those remaining 5 pages can be used as desired in section H?
A29. Offerors are not required to submit all 50 pages. After the required information is provided, any additional pages available in the overall submission may be utilized at the discretion of the offeror unless expressly limited in the RFQ and Attachment 5. The entire SF 330 Part I submission shall be no more than 50 pages. All pages in excess of 50, beginning with page 51, will be discarded.
Q30. Who from the project team would be required to attend the interview and do you anticipate that the interview will be virtual or in person?
A30. Attachment 5 – Selection Criteria and Process – states, “The most highly qualified A-E firms will be issued a notification of their status as a Finalist. Each Finalist will be provided detailed instructions and a Final Selection Board Agenda to begin preparing their presentation.” The government anticipates conducting the Final Selection Board virtually, but as stated in Attachment 5, “The presentations may be made in person at USAFA if permitted under current COVID-19 restrictions on base at that time.
Alternatively, offerors may present via video teleconference (VTC). Detailed instructions will be provided upon Finalist notifications.”
Q31. Referencing Attachment 2 – Past Performance Form, for the line item labeled ‘Number’ (next to the Planning Project Title) are you seeking:
a. Client’s Internal Project Number
b. Proposer’s Project Number
c. A generic, sequential number – i.e. 1,2,3….for referencing use in the Part II narratives
d. Or another ‘number’ type not listed above
A31. The government prefers that the number provided is the contract number for the project, or the client’s project number, or similar, to be utilized in verifying the offeror’s past performance when contacting the listed Client. The government recognizes that an identification number may be unavailable, and in that case, “Number” may be answered “N/A.”
Q32. Referencing Attachment 2 – Past Performance Form, for the line item labeled ‘Scope of Work’, what extent of information and/or content are you seeking:
a. A single line description such as ‘Comprehensive Campus Master Planning’ or
b. A brief narrative or bulleted list describing the services, disciplines, size, etc. of the project
If the latter, can the response to Attachment 2 – Past Performance Form be extended to 10-pages with individual projects identified to be no longer than a single page each with the remaining pages utilized for the narrative responses to Part II questions?
A32. Offerors shall answer within the space provided. A brief, general description of the scope of the work is sufficient. Past Performance Form submission shall be no more than 8 pages. All pages in excess of 8, beginning with page 9, will be discarded.
Q33. Please confirm the page requirements for Section H. We understand it to be: 10 pages for Specialized Experience; 10 pages for Technical Competence; 1 page for Capacity; 1 page for Consistency for a total of 22 pages.
A33. Page limits and topics for each required narrative to be included in Section H are given in Attachment 5 – Selection Criteria and Process – and shall be strictly enforced as stated.
Q34. The current page requirement as outlined does not add up to 50 pages. Please clarify where we may use any additional pages.
A34. Offerors are not required to submit all 50 pages. After the required information is provided, any additional pages available in the overall submission may be utilized at the discretion of the offeror unless expressly limited in the RFQ and Attachment 5. The entire SF 330 Part I submission shall be no more than 50 pages. All pages in excess of 50, beginning with page 51, will be discarded.
Q35. Please confirm if ‘environmental’ for this project is considered as a part of the Civil Engineering discipline. Can the scope intentions for the environmental discipline be clarified?
A35. Civil engineering and environmental services are distinct disciplines. Scope of environmental services required will be commensurate with planning at other universities and the specific context of the Academy site.
Q36. Please describe what duties will be expected of the project roles provided on page 3 of Attachment 5 for this scope of this IDIQ.
A36. During performance of the contract, duties will be project-specific, according to the requirements described in each task order Statement of Work.
Q37. We understand that the IDIQ scope will be limited to a concept level and construction documents will not be required on any task orders. Please describe what level of design completion is intended by concept level. Does it translate to 30% design? How does USAFA anticipate completing the concept level of design for each task order?
A37. During performance of the contract, level of conceptual design will be project-specific, according to the requirements described in each task order Statement of Work.
Q38. Does the USAFA anticipate using the IDIQ to enlist the AE to develop “Bridging Documents”?
A38. The IDIQ may be used to produce bridging documents.
Q39. Does USAFA anticipate using the IDIQ to design specific buildings for the campus?
A39. Preliminary/conceptual designs of specific campus structures, including new or renovated buildings, may be required during contract performance. The work will not extend to technical design or production of construction documents.
