FA700021R0001 - Planning and Conceptual Design A-E Services

Request for Qualifications (RFQ) Questions and Answers

Q1. We want to understand the “Conflict of Interest” implications for submitting qualifications as a consultant to a Prime Offeror A-E firm. We have reviewed IAW FAR Subpart 9.5, but want to confirm our interpretation of the guidance. Would a member of the consultant team (not Prime Offeror), be subject to Conflict of Interests requirements, and therefore would not be permitted to construct or repair any facility at the US Air Force Academy unless agency approval is granted IAW FAR 36.209?

A1. As stated in the RFQ, this contract is for conceptual design only, and will not extend to technical design. Therefore, conflicts of interest (COI) arising from the circumstance described in FAR 36.209 are not expected. However, offerors are encouraged to consult their legal counsel with any COI questions or concerns.

Q2. Does Solicitation FA700021R0002 supersede Solicitation FA700021R0001, and are the two solicitations related?

A2. Notice numbers FA700021R0001 and FA700021R0002 are for two separate acquisitions. One does not supersede the other.

Q3. Please confirm that experience in high education master planning work at 5 division I universities completed within the last 60 months to be shown in the past performance section (Attachment 2-Past Performance Form) does not necessarily need to be the same 5 projects highlighted in the SF 330 Part I Section F of the submittal.

A3. The five (5) projects, and corresponding point of contact data, required in the Past Performance Form are for the Selection Board to verify performance based on discussions with representatives of those institutions. These five projects may come from the information required in the SF 330, part 1, Section F, or from other projects that meet the criteria.

Q4. The Past Performance form asks for 5 projects. SF330 forms ask for 10 projects unless noted otherwise. Would you like 10 projects on the SF330 forms or just the 5 projects that correspond with the Past Performance projects?

A4. The SF330 Section F shall be no more than ten (10) pages. The five (5) projects from the Past Performance Form (Attachment 2) may also be included in Section F or can be additive.

Q5. On Attachment 5, it states the Past Performance narratives are to be no more than 5 pages. Is that per project? OR on the Announcement it states the PP submission should be no more than 8 pages.

A5. The Past Performance narrative at the end of Attachment 5 shall be no more than 5 pages, making the entire attachment no more than 8 total pages.

Q6. The job announcement highlights meeting Small Business requirements. How is this weighted in the scoring?

A6. If a large business is selected for this contract, it shall furnish an acceptable subcontracting plan in accordance with (IAW) FAR Clauses 52.219-8 and 52.219-9 prior to contract award. The subcontracting plan is not requested to be submitted with SF 330’s and will not be considered during evaluations.

Q7. Can there be additional resumes to those addressing the noted jobs/discipline areas? OR do you just want one resume for each of the disciplines?

A7. Provide resumes for individuals listed.

Q8. Would the Government please consider allowing one 11 x 17 page to present Section D - Organization Chart?

A8. As stated in the solicitation, submissions shall be printable on standard 8.5 x 11 inch paper.

Q9. Please clarify the maximum page allowance for Section H – for all Criterion.

A9. The SF 330 Part I submission (including Section H) shall be no more than 50 pages. All pages in excess of 50, beginning with page 51, will be discarded.

Q10. Please clarify the period of performance (if any) for project examples presented in Section F.

A10. No specific period of performance is required.

Q11. Please clarify the number of project examples to be provided in Section F.

A11. No specific number of project examples is required.

Q12. Please clarify the maximum page allowance for Past Performance Form (Attachment 2) is 8 pages.

Are we allowed an additional 5 pages for the PART II – NARRATIVE? Or is the entire Attachment 2 limited to 8 pages?

A12. The Past Performance narrative at the end of Attachment 5 shall be no more than 5 pages, making the entire attachment no more than 8 total pages.

Q13. Please clarify if the Past Performance Form (Attachment 2) and Past Performance Narrative should be presented behind a Tab after Section H or should it be included within Section H, under “E. Past Performance of the Prime”. If the latter, we respectfully request additional page allowance for Section H (and Part I, respectively).

A13. The Past Performance Form shall be submitted as a separate document (listed as “Document 4” on the RFQ instructions). The SF 330 Part I submission shall be no more than 50 pages. All pages in excess of 50, beginning with page 51, will be discarded.

Q14. Because the margins vary throughout the standard form SF330, we respectfully request .5 margins (all sides) to be used for consistency for this submission.

A14. As stated in the RFQ, “Document format” paragraph, submittals shall utilize the existing margins on the provided forms.

Q15. Please consider allowing 11 pages for Section F, so that we may present a summary introduction for Criterion B. This will not change the total of 50 page allowance for Part I.

A15. As stated in RFQ Attachment 5, “Offerors will utilize Section F of the SF 330 to provide evidence of their Specialized Experience, no more than ten (10) pages in length, plus an additional Specialized Experience and Technical Competence narrative in Section H of no more than ten (10) pages in length.”

Q16. Should the five projects the Prime consultant provides on the Past Performance Form (Attachment

2) also be shown in Section F of the 330?

A16. The five (5) projects can be listed in Section F or can be additive.
