1. PROJECT INFORMATION:

A. PROJECT NUMBER - XQPZ160143

B. PROJECT TITLE - Rpr Multi-Media / Sound System – Arnold Hall

C. PROJECT LOCATION - Bldg 2302, Arnold Hall, USAF Academy, CO

2. DESCRIPTION OF PROJECT:

A. PROJECT BACKGROUND: This project will provide for replacement of existing inadequate multi-media equipment used for various productions and venues hosted in the Arnold Hall Theater, ranging from slide presentations, speakers, and theater productions. The new equipment provided in this project will be state-of-the-art, and will include electrical and communications upgrades in support of the equipment upgrades. The project includes replacement of existing speakers with new speakers throughout the Theater, and includes multi-media and electrical equipment upgrades in the Projector Booth and above the Stage.

This project also includes replacement of existing architectural, mechanical, and electrical items within the Theater and in spaces adjacent the Theater to reduce outside ambient noise transfer into the Theater. This project includes structural work within the Theater and above the stage to support items provided in this project. The project provides THX capability for selected Theater productions.

B. CONSTRUCTION SCOPE: The contractor shall execute the project as shown in this SOW (Statement of Work), Project Drawings, and Specifications. In case of conflicts between documents, the order of precedents will be Contract, SOW, Specifications, and Project Drawings.

3. GENERAL PROVISIONS:

A. GENERAL - The Contractor shall supply all labor, materials, transportation, equipment, and supervision to provide a complete, finished, functional product meeting USAFA Specifications.

B. ENVIRONMENTAL - The Contractor must comply with USAFA Environmental Standards 2020 and Erosion Control Revegetation and Tree Care Standards which outlines provisions to help ensure Contractor compliance with environmental law.

C. PERIOD OF PERFORMANCE (POP) - Include in the proposal a POP duration including on-site construction time. An acceptable period of performance for this project shall be between 330 - 390 calendar days.

D. PRE-CONSTRUCTION SITE SURVEY - Prior to the start of any on-site construction activities, the Contractor shall:

a. Conduct a project site condition survey with the 10 CES Construction Inspector.

b. The Contractor shall note the condition of existing building elements, and any structural damage that may exist immediately within or adjacent to the work site.

c. The Contractor shall field verify all dimensions or examine unseen connections before ordering materials or performing any work.

E. WORK CONFORMANCE - The work area will be confined to the applicable areas as shown in the design drawings and as listed in this SOW.

F. SUBMITTAL REGISTER - A submittal register is provided for this project, as part of the Specifications. Provide submittals and maintain the Submittal Register throughout project construction period of performance. This list of submittals is not all-inclusive; other submittals and forms may be required by the Contract Documents. Contractor shall submit the Master Submittal Register to Contracting within fourteen (14) calendar days after the Notice to Proceed (NTP).

G. BASIS OF DESIGN - Any brand name items listed in this SOW and drawings are intended as a Basis of Design only.

The Contractor may substitute a product, or products, for the brand name items as long as the substituted product(s) meet the minimum performance standards established by the listed salient characteristics. Refer to Specifications. An ‘Or Equal’ product shall be submitted with the initial proposal and will be reviewed for technical acceptability.

The Contractor is responsible for how the substituted product(s) affect the design and schedule of the project. 10 CES will review the substituted products for General Conformance only. All substituted products will be reviewed for compliance with the USAFA Design Standards, any SHPO or historical considerations, Environmental regulation compliance and any other review processes that are applicable to this project.

As a part of the 10 CES review process for substituted products, and prior to the substituted product being used or installed, the Contractor must demonstrate in writing that the substitution will meet all project requirements listed above.

H. HAZARDOUS MATERIALS. Refer to Environmental Standards 2020 for requirements.

I. HAZARDOUS MATERIALS REPORT – A Hazardous Materials report and related testing was accomplished for this project. There are some amount of asbestos-containing materials (ACM) present that will need to be addressed as a part of this project. Contractor shall include in their Proposal the costs for removal/encapsulation of asbestos-containing materials that will be removed and/or disturbed as a part of this project. In addition to the suspected ACM in the report, for Proposal pricing purposes, Contractor shall assume that the

Last Updated 20 February 2020 mechanical exhaust fan ductwork assembly to be demolished contains ACM, and shall include costs for removal.

J. Form 1354 – For all projects, the Contractor shall prepare and submit a DRAFT DD Form 1354, Transfer and Acceptance of Military Real Property, Current Version. This DRAFT establishes the level of detail and the different components of a project for all work accomplished under the project. This 1354 includes installed property, by building/facility number, and shall be submitted to the Contracting Office (CO). The DRAFT DD Form 1354 shall be submitted no later than thirty (30) calendar days after the Notice to Proceed (NTP). This DRAFT DD Form 1354 will be reviewed by Real Property Office (RPO) to resolve any issues and provide clarity to the Contractor for the inclusion in the INTERIM DD Form 1354. Please request a sample DD Form 1354 document if not provided in the RFP.

K. TRAFFIC CONTROL – Traffic control will be required and must conform to MUTCD. A traffic control plan must be submitted for approval prior to starting any demolition. The roadway and/or parking lot shall be left in a safe and usable condition at the end of each work day. All traffic control plans must be re-submitted by the Construction Contractor, with a time schedule for placement, at least two weeks prior to the requirement to ensure it is clear when and where the traffic control devices will be placed.

L. BUILDER – The request for proposal (RFP) has a blank form and guidance on items to be included in BUILDER. Contractors shall complete an electronic BUILDER form for all equipment or structure addition, deletion, or replacement components. If there is a component-section (Uniformat II Level IV) listed in the BUILDER catalog that was included in the scope of the project for adding, deleting, or replacing it is to be accounted for on one of the BUILDER forms. In addition to completing the BUILDER forms the Contractor is to attach a photo of the component-section. For structure type components a photo showing the overall item. For equipment type components a photo showing the overall item and a close-up photo of the data plate. Label the photos clearly so they can easily be associated with the BUILDER component-section. At the conclusion of the project, prior to the BOD final inspection, the Contractor shall submit the CD that contains all the BUILDER forms and photos.

4. SPECIFIC REQUIREMENTS:

Project Specifics - The following specific requirements apply to this project:

Construction Staging – Due to other on-going construction projects in the Arnold Hall vicinity, there are no available parking spaces for laydown, storage, or Contractor parking. Contractor shall plan on shuttling materials, equipment, and personnel from the remote Contractor Staging Area located east of Stadium Boulevard as required, with portions of the materials and equipment brought in on a daily basis and as needed.

Contractor CONEX and Trash Container – The Contractor shall coordinate location of CONEX and project trash container with the Facility Manager and Construction Inspector. Tentative location for these is outside the east side

Last Updated 20 February 2020 of Arnold Hall, in the area adjacent the Theater backstage area. Contractor shall maintain trash truck access to the nearby trash compactor that serves Arnold Hall.

Dust Protection – The Contractor shall provide dust protection as required to contain dust within the project area, and to prevent dust migration to areas of the building that are outside the project area.

Work Dates and Times for Construction – The areas of the building outside the project work area will remain open and occupied during construction.

Contractor shall coordinate with the Construction Inspector and the Facility Manager for dates and times that work is restricted due to events elsewhere in the building. Arnold Hall hosts numerous events throughout the year. The Facility Manager and Construction Inspector will provide periodic building schedules and updates to keep the Contractor informed on current events.

A. UTILITY COORDINATION AND CSU INSPECTOR NOTIFICATION – The Construction Contractor shall provide utility coordination and notify the CSU Inspectors prior to starting excavation work or related utilities work associated with this project.

a. Academy Dig Permits and UNCC – NOTE - Due to the location and nature of this project, it is anticipated that coordination with UNCC and Dig Permits will not be required.

b. CSU Inspector Notification – NOTE - Due to the location and nature of this project, it is anticipated that coordination with CSU (Colorado Springs Utilities) will not be required.

c. Utility Outages – For the duration of the project, Contractor shall provide information to the CE Inspector for coordination of outages thirty-five (35) calendar days in advance.

B. Work Sequencing - A detailed construction schedule must be submitted along with the Contractor’s proposal. As required, Contractor shall provide a proposed construction phasing plan for execution of the work.

CLARIFICATION – Project Requirements and Solicitation Requirements – The construction schedule is not included in the evaluation requirements or process regarding the Contractor Proposal. For purposes of the Project execution after award, however, the Project Schedule remains a requirement.

C. Coordinate work schedules with the 10 CES CM at least fourteen (14) calendar days in advance.

D. CLIN Schedule – Contractor shall provide two separate estimates in their Proposal, one for Repair, and one for Equipment. Equipment is to include all of the audio equipment, visual equipment, speakers, wiring, and related systems that support and are a part of the equipment items. Equipment CLIN is funded by Others, Equipment is provided and installed by the Contractor. Repair is to include all architectural, structural, mechanical, electrical, and related systems in this project. Repair is also to include the infrastructure items, including conduits, for the equipment portion of the project.

E. WIRELESS FREQUENCIES CHANGES – Subsequent to the completion of this project’s design phase in March 2018, it has been discovered that the Federal Communications Commission (FCC) has made changes to wireless frequencies that will affect the equipment to be provided as a part of this project.

Background - The FCC auctioned spectrum that had been licensed to broadcast television stations operating on TV Channels 38 – 51. The results of the auction, completed in April 2017, will affect the availability of spectrum for wireless microphone operation on the 600 MHz frequencies that correspond to these TV channels, specifically the 614 – 698 MHz frequencies.

2019 Updated Excerpt from FCC Website – The amount of TV band spectrum available for wireless microphones has decreased as a result of the incentive auction, which was completed on April 13, 2017. Specifically, most (but not all) of the spectrum on TV channels 38-51 (614-698 MHz), has been repurposed for use by wireless services and will not continue to be available for wireless microphone use. Wireless microphones that operate in the 600 MHz service band (the 617-652 MHz and 663-698 MHz frequencies) will be required to cease operation by no later than July 13, 2020, and may be required to cease operation sooner if they could cause interference to new wireless licensees that commence operations on their licensed spectrum in the 600 MHz service band. Reference FCC 15-140 for more information. Spectrum will continue to be available for wireless microphone use on TV channels 2-36 (TV band frequencies that fall below 608 MHz), on portions of the 600 MHz guard band (the 614-616 MHz frequencies), and the 600 MHz duplex gap (the 653-663 MHz frequencies), and in various other spectrum bands outside of the TV bands. F. MULTI-MEDIA EQUIPMENT SUBMITTALS AND UPDATED 2020

REQUIREMENTS – Subsequent to the completion of the Design process in 2018, many of the required audio-visual and related equipment requirements in the design may have changed, due to updates and changes to digital equipment

Numerous equipment and component models may have been upgraded in types, power, and features, along with various other changed and updated requirements, from 2017 to 2020. For this project’s requirements, Construction Team shall provide overall coordination of these updated systems and individual equipment items. As a part of this effort, the Construction Team shall include a Construction Contractor, an Audio-Visual (AV) Coordinator/Facilitator, and a Professional Sound Engineer, to coordinate and provide the updated multi-media equipment requirements, including wireless microphones and assisted listening systems, building construction services, and final RF analysis report,` indicated elsewhere in this SOW. The overall systems shall operate as originally intended in the design, with the updated requirements included, such that these systems and all components are fully integrated and fully operational, functional, and complete and usable in the final construction.

The updated CLIN0002 Equipment List – Audio Visual Systems has been included in the Construction Package, complete with the original list of equipment items from the 2017/2018 Design.

Equipment Submittals and Reviews – The Contractor shall provide the RF analysis results to the Arnold Hall Theater personnel, Construction Inspector, 10 CES Project Manager, and equipment suppliers, including Lectrosonics or other suppliers. Equipment items listed in the Product Information Cut Sheets for use with this project, shall be vetted and reviewed by the Construction Team, the equipment supplier(s), and Theater personnel for acceptability for use with this project, and to ensure RF spectrum compatibility among the new equipment items and the Arnold Hall Theater requirements.

G. ASSISTIVE LISTENING SYSTEMS – Subsequent to the completion of the Design process in 2018, it has been determined that this Theater project needs to incorporate assistive listening systems. General – Assistive listening systems required in assembly areas shall comply with ADA Section 706. Selecting and specifying an effective assistive listening system for a large or complex venue requires assistance from a professional sound engineer. ADA Section 706 Requirements include (a) 706.2 Receiver Jacks. Receivers required for use with an assistive listening system shall include a 1/8 inch (3.2 mm) standard mono jack, (b) 706.3 Receiver Hearing-Aid Compatibility. Receivers required to be hearing aid compatible shall interface with telecoils in hearing aids through the provision of neckloops, (c) 706.3 Receiver Hearing-Aid Compatibility. Neckloops and headsets that can be worn as neckloops are compatible with hearing aids.

Receivers that are not compatible include earbuds, which may require removal of hearing aids, earphones, and headsets that must be worn over the ear, which can create disruptive interference in the transmission and can be uncomfortable for people wearing hearing aids. Contractor shall coordinate as required with the audio-visual (AV) Coordinator/Facilitator as required to fully integrate the assistive listening systems with the related systems in this project.

H. WIRELESS MICROPHONES UPDATES REQUIREMENTS – Subsequent to the completion of the Design process in 2018, it has been determined that this Theater project needs to incorporate wireless microphones, per the following. All wireless microphones specified were the required Lectrosonics encrypted wireless, per USAFA requirements, and are available in many frequency “blocks” that are in the unaffected RF spectrums. The design did not identify the exact

Last Updated 20 February 2020 frequencies required for this project’s documentation. The Contractor shall perform an RF Analysis on-site before determining the exact individual frequencies to be used for new wireless equipment for this project. While Lectrosonics does still show the affected frequencies in their product data, it is required that Lectrosonics (or other equipment suppliers) do not fulfill any orders for the affected frequencies involving new equipment in the affected spectrum until requirements have been verified by the Construction Contractor. Contractor shall coordinate as required with the audio-visual (AV) Coordinator/Facilitator as required to fully integrate the wireless microphones systems with the related systems in this project.

I. PRE-CONSTRUCTION MEETING – Due to the considerable changes anticipated with the wireless frequencies changes, the Contractor shall conduct a pre-construction meeting with the Arnold Hall Theater personnel, Construction Inspector, Project Manager, and equipment supplier(s), to ensure overall acceptability and compatibility of the new equipment for use with this project.

The equipment submittals shall be coordinated as required to accommodate the wireless frequencies changes, and to provide equipment in frequencies that are permitted after July 13, 2020 without any changes or adjustments after completion of this project.

J. EQUIPMENT REPLACED SINCE DESIGN COMPLETION – Several equipment items have been replaced in the Arnold Hall Theater since design was completed in 2018. Equipment information has been included in the project Cut Sheets for coordination as required with related equipment items.

a. Projector and Lens – The Theater purchased and installed a new projector/lens. Contractor, AV Coordinator/Facilitator, and sound engineer shall coordinate project requirements as required for equipment to interface with the installed projector. Cut sheets for the new projector and lens have been included in the Construction Package. Adjust venting system as required to work with the new projector.

K. Any exceptions to this statement of work must be detailed in the contractor proposal.

L. CAD Requirements - CAD files that comply with USAFA CAD standards are included as part of this Statement of Work. The construction contractor shall provide as-built drawings using the CAD files provided by the government. The Design Drawings were produced a couple of years ago (2018), so they may have been drawn using a previous version of the CAD standards. The construction contractor shall ensure their as-built CAD submittal is compliant with the latest USAFA CAD Standards. USAFA CAD standard template files are available upon request.

M. Contractor shall provide monthly reporting for all materials disposed of or recycled to the 10CES CM.

5. PROJECT MEETINGS:

A. PRE-CONSTRUCTION MEETING - A pre-construction meeting will be held at the Contracting conference rooms within two (2) weeks after the contract award.

B. WEEKLY MEETINGS - Weekly planning meetings will be held at the contractor’s jobsite trailer or similar agreed-to location. The date and time will be the same each week, and will be set by the construction manager at the pre-construction meeting.

6. SUBMITTALS:

A. Provide submittals for all materials and equipment items as outlined in the project Submittal Register.

B. 10 CES CM must review all submittals before commencement of relevant work.

C. Contractor shall submit monthly waste report for each project that will outline total tonnage/cubic yards of solid waste removed, total tonnage/cubic yards of recyclable waste removed, and total tonnage/cubic yards of recyclable waste used on the project (crushed concrete, asphalt, etc.), if applicable.

D. Post-Construction Sound Study – Toward the end of the construction POP, and before Project Closeout, the Contractor shall hire an acoustics/sound study firm to provide a sound study and report to validate the acoustics of the Arnold Hall Theater.

7. PROJECT CLOSEOUT:

A. AS-BUILT DRAWINGS - Supply as-built CADD drawings at the conclusion of the project on CD, three (3) copies and two (2) hard copies. The CAD drawings must be in the format in adherence to USAFA CADD standards. All CADD Standards requirements and associated files, templates, blocks, border sheets, etc., are available upon request from 10 CES.

B. O&M MANUALS – Supply three (3) hard copies O&M manuals and two (2) on

CD.

C. PROJECT CLOSEOUT DELIVERABLES – At 80% of project completion, or no later than sixty (60) days prior to total asset placed-in-service date or partial asset placed-in-service date, submit an INTERIM DD Form 1354 (per project number) to the CO for Real Property review. At Total or Partial Placed-In- Service-Date (PISD, a.k.a. BOD), the closeout package must include INTERIM DD Form 1354 with list of all Real Property Installed Equipment (RPIE). Any deficiencies and/or punch list items identified during the pre-final/final inspection must be included in Box #27 or attached to the INTERIM DD Form 1354. At project completion, the following items shall be delivered to the Contracting Office: Final INTERIM DD Form 1354, all As-Built CAD and PDF Drawings, O&M Manuals, Warranties, BUILDER Forms & Photos, Post-Construction Sound Study, and CDs.

D. ENVIRONMENTAL REPORTS - Before project closeout, ensure that all Environmental reports have been submitted and approved by the 10 CES Environmental group (CEIEC) in USAFA Civil Engineering.

E. TRAINING – Toward the end of the construction POP, Contractor, sub-contractors, and/or manufacturers/suppliers representatives shall provide training sessions as required for the Arnold Hall Theater personnel, on the multi-media and sound systems equipment and components provided as a part of this project.

8. TYPICAL USAFA YEARLY CALENDAR EVENTS: These USAFA events are typical each year. The Contractor is required to include all events within the overall project construction schedule. (Note: events may occur more than once in a given project schedule). Many of these dates are approximate, and are accurate as of the date of this Statement of Work. If these dates change, the Contractor will be informed of the change by the Construction Inspector.

* Indicates USAFA Institutional Events. Three (3) days prior to each of these Institutional dates, the Contractor shall clean up the project site, and any laydown and storage areas. Due to the project location inside Arnold Hall, it is possible work on this project can proceed during some of these events; coordinate with the 10 CES Construction Inspector and 10 CONS. Future dates are only estimates, but as the project work progresses, and USAFA has determined event days and times, the Construction Inspector shall inform the Contractor. The Contractor shall coordinate these dates in their proposed construction schedule. NOTE: Due to the ongoing concerns worldwide with the Coronavirus (COVID-19) pandemic, the above Calendar Events are subject to change, including cancellations, per the USAFA Administration.

9. PROPOSAL RFI QUESTIONS AND RESPONSES: During the Proposal process, Contractor RFIs and Responses that change the SOW will be added to this paragraph of

Last Updated 20 February 2020 the SOW. The changes in the SOW will include a new revision number and date, and the changes will be identified with colored text and a vertical line in the right-hand margin.

The following RFIs were received during the Contractor Proposal phase, and the responses to the RFIs have been included below.

A. RFI-001 - Please confirm the Government’s intent to include the older version of FAR 52.219-14 LIMITATIONS ON SUBCONTRACTING (JAN 2017) in the solicitation.

RESPONSE - Yes, the March 2020 version will be used.

B. RFI-002 – Will there be any consideration in the price or schedule allowed for asbestos removal in the building if it is required?

RESPONSE – A Hazardous Materials Report was included in the Construction Package delivered to the Proposers. The report does contain information regarding the presence of ACM and the locations affected by this project. The information provided is adequate for the Proposers to estimate schedule and cost involved with ACM.

C. RFI-003 – Both the progress payments clause 52.232-5, and the invitation to propose performance based payments clause 52.232-28, are included in the solicitation. Is there any expectation that the awardee will choose which financing method is best suited for the effort, or will the Government decide?

RESPONSE – FAR clause 52.232-28 will be deleted.

D. RFI-004 – Please provide sheet TA-112. It is listed on the cover sheet but it is not included in the drawing set.

RESPONSE – Drawings for both PDF and DWG files include Drawing TA-112.

E. RFI-005 - What is the distance between floors? There are no elevation drawings to show the distances.

RESPONSE – For the distances between floors, reference Drawings A-200, A- 201, A-202, A-300, and A-301. These drawings contain Building Sections and Wall Sections that show many floor levels and their elevations, from which the floor-to-floor distances can be determined.

F. RFI-006 - On page A-102, Keynote 4, the note states “Contractor to remove seating and aisle carpet to perform necessary work.” “Aluminum Edge Strips at removed aisle carpet to be replaced with new to match existing when carpet is re-installed.”

a. Is the intent to re-install the existing carpet that is removed, or is the contractor to find material that matches existing?

b. If the contractor is to install new carpet to match existing, please provide a spec for this carpet that we could use.

c. Would owner stock be available for the carpet replacement?

d. If the carpet is to be re-used, is the carpet broadloom or carpet tile?

e. Please provide a product or a spec for the aluminum edge strip that would be an acceptable match to existing.

RESPONSE – Carpet requirements include: (1) Provide new carpet to match existing carpet. (2) Carpet required to match existing is Collins & Aikman, #05849, Tandus Infinity Moonstone (Base Standard). (3) Carpet stock by owner is often available. However, Contractor shall provide new carpet to replace the removed section of carpet. (4) New carpet is to be broadloom. (5) Edge Strip Requirements, in lieu of installing new aisle lighting/carpet edging, Contractor shall carefully detach existing combined lighting/edging from the concrete substrate, protect from damage, and reinstall same aisle lighting/carpet edging in the original location. G. RFI-007 – There are two versions of the DSP in the Local Rack for the Soundcraft Vi5000, 48kHz and 96kHz. Which version is desired?

RESPONSE – For the DSP in the Local Rack for the Soundcraft Vi5000, Theater personnel preference is 48kHz if available. The 96kHz is acceptable if 48kHz is not available. The board typically comes provided such that the theater can choose which to use.

H. RFI-008 – Drawings Sheet TA-503 shows Connector Outputs 1-4 on the BSS BLUDIGIALCARDOUT on the DSP (BSS BLU806) connecting to four amplifiers.

Connector 1 on the card is capable of connecting to two amplifiers but Connector 2 is only capable of connecting to (2) Clock Input cables. Thus, only two amplifiers can connect to one card. This results in the requirement for twice the number of output cards and a BSS BLU-326DA Network Signal Processor for the additional cards. Please advise.

RESPONSE – Provide BSS expander with additional output cards as recommended.

I. RFI-009 – “Attach_07_Proposed_Equipment_List” shows 20 Surround Speakers, 7 for each side and 6 for the rear, which concurs with Drawings Sheets TA-101 and TA-102. Drawing A-200 shows 8 surround speakers on each side. Which is correct? If 8 surround speakers are used, an additional amplifier and DSP card will be required.

RESPONSE – The requirements on Drawings TA-101 and TA-102 are correct.

J. RFI-010 - “Attach_07_Proposed_Equipment_List” shows a rigging frame, JBL VTX VT4889-AF, for the Stage Lip Fill Speakers. Was this frame, but with a different model, intended for the VTX V20 array speakers? Please advise.

RESPONSE – The six (6) array frames listed in 274116 are intended for the main L/C/R arrays and the cinema L/C/R arrays. The part number in the 274116 equipment list is not correct. See Drawings TA-512 through TA-514 for correct array frame part numbers.

K. RFI-011 – “Front Fill Speakers” are listed in Excel spreadsheet Line 37 in “Attach_07_Proposed_Equipment_List” without a manufacturer or model

RESPONSE – The “Stage lip fill speakers” and “front fill speakers” are the same item which was inadvertently listed twice in 274116.

L. RFI-012 – How does one (1) Crown DCi 4x1250 4-channel amplifier specified for the “Front Fill Speakers” in Item 6 above connect to (10) “Front Fill Speakers” and/or (20) “MONITOR” speaker receptacles shown on Drawing Sheet TA-508?

See “Attach_07_Proposed_Equipment_List” Excel Line Items 37 and 38. There is no one-line drawing. An additional equipment rack will be required if more amplifiers are desired, e.g. (4) Crown DCi 4x1250, to provide a connection to all the speaker “Monitor” receptacles. Please advise.

RESPONSE – There are six (6) front fill speakers and eight (8) connection points. Parallel each amplifier channel to two (2) receptacles in inside/outside pairs, providing two (2) connection points for future use. Monitor outputs are line level with XLR connectors for use with powered monitor loudspeakers – see Drawing TA-502 for wiring.

M. RFI-013 – Drawing Sheet TA-502 shows a JBL VTX V20 for the Control Booths.

Since this is the large loudspeaker used in the suspended line arrays on the left and right of stage, it is logically a drawing error and should be a small monitor speaker. If correct, what is the manufacturer and model number?

RESPONSE – This is an error on Drawing TA-502. Provide JBL Control 5 compact monitor loudspeakers with mounts.

N. RFI-014 – Are chain hoists required for the Center Array even though the array is stationary? 230 VAC receptacles for chain hoists are shown for the Center speaker on Sheet TA-110.

RESPONSE – Regarding chain hoists for the Center Array, theater personnel need the chain hoists for maintenance purposes.

O. RFI-015 – Is the wireless intercom system shown on Drawing Sheet TA-509 owner furnished? If not, what is the manufacturer and model number on the wireless intercom base station, cards, transceivers, and accessories? This information is now shown in “Attach_07_Proposed_Equipment_List” nor in the drawings. “Attach_02_Equipment_List_Cut_Sheet” shows multiple possibilities for the Clearcom wireless intercom.

RESPONSE – For the wireless intercom system shown on Drawing Sheet TA- 509, the wireless intercom was inadvertently not included on the Equipment List.

Provide a Clear-Com Freespeak II system consisting of base station, eight (8) beltpacks, single ear headsets (six (6) in addition to those listed), double ear headsets (two (2) in addition to those listed), two (2) battery chargers, and eight

(8) batteries, and all required accessories. Contractor shall coordinate transceiver quantity with Clear-Com based on field RF conditions. Provide transceivers as required to cover Control Booth, House, and Stage.

P. RFI-016 – What is the number of intercom headsets desired? The quantity in “Attach_07_Proposed_Equipment_List” conflicts with the Drawing Sheet TA-509.

RESPONSE – Regarding the number of intercom headsets required, provide six

(6) single-ear sets, and two (2) double-ear sets, per the “Attach_07_Proposed_Equipment_List”.

Q. RFI-017 – Are lavalier microphones required with the Lectrosonics belt pack transmitters in the wireless microphone system? If desired, what is the manufacturer, model number, and quantity?

RESPONSE – Regarding the lavalier microphones required with the Lectrosonics belt pack transmitters; yes, the microphones are required, and they must be compatible with the belt pack transmitters, which are 5-pin locking TA5F, quantity of six (6) microphones is required.

R. RFI -018 - Who provides the USAFA Campus LAN and Audio-Visual Control network to the multimedia system or where are the connection points in the building?

RESPONSE – Regarding the USAFA Campus LAN and Audio-Visual Control Network; the USAFA LAN connections will be available from the nearest communications equipment room. The Audio-Visual Control Network is internal to the system installed as a part of this project, and is the responsibility of the Contractor.

S. RFI-019 – Who provides the “Big Voice” (probably meaning Falcon Voice) and fire alarm cable to the amplifier equipment racks or where are the connection points in the building? See Drawing Sheet TA-503.

RESPONSE – Regarding the “Big Voice” question; the “Big Voice” public address system identified on the Drawings is actually called “Falcon Voice” inside the building, such as for this project. Note – the exterior “outdoor” version known as “Giant Voice” is not a part of this project. The USAFA 10 Communications Squadron will provide a feed from the Falcon Voice system to the applicable equipment rack where it ties into the new AV system. Regarding the fire alarm cabling, the Contractor and fire alarm sub-contractor shall be responsible for installation of the fire alarm conduit, cabling, and devices. USAFA requires the fire alarm to be Notifier.

T. RFI-020 – In reference to Drawing Sheet TA-501, conduit is not shown for the Upper Balcony Speakers and for the antennas for the wireless mics, wireless intercom and assisted listening systems. Please advise.

RESPONSE – Provide one (1) ¾” to under-balcony speaker locations and wireless intercom locations. Provide one (1) 1 ¼” to wireless microphone and assisted listening antenna locations.

U. RFI-021 – Can the Contractor reconfigure the conduit to better match the cable requirements of the system?

RESPONSE – Regarding conduits and cabling requirements for this project, the conduits may be reconfigured as required to better match the cabling requirements of the systems. The locations of conduits and cabling indicated on the Drawings are conceptual, with the understanding that the actual conduit/cabling pathways through the building must be “threaded” around existing objects and other systems components as required.

V. RFI-022 – There is a conflict in the number of electrical circuits for the amplifiers in the amplifier racks and what is shown on Drawing Sheet TA-105, Sheet E-104 (Keynotes 1 and 2 ), and Sheet E-601 (Top Left). There are (10) Crown I-Tech 4x3500HD and (4) I-Tech 2x12000HD amplifiers specified which require a total of fourteen 30A NEMA L6-30R receptacles, each on a dedicated circuit. There are

(9) Crown DCi-Series amplifiers specified which require a 20A NEMA 5-20R receptacle, each on a dedicated circuit. Note: the quantity of Crown DCi Series amplifiers may change depending upon the response to RFI-007 above.

RESPONSE – Provide fourteen (14) 30A circuits and ten (10) 20A circuits.

W. RFI-023 – In reference to the Buy American Act in the solicitation, a number of equipment items designed into the multi-media system are manufactured in Mexico and Hungary. See Drawing Sheets TA-502 through TA-514, and “Attach_07_Proposed_Equipment_List”. A few items are made in Asian countries. Please advise if these items can be used in the project.

RESPONSE – FAR Clause 52,225-9, Buy American-Construction Materials, is included in the solicitation. This clause applies only to construction materials, not to the equipment.

X. RFI-024 – Does the Government have a preferred method for cable management to be utilized in the proposed left and right speaker arrays?

RESPONSE – Regarding the preferred method for cable management for the left and right speaker arrays, the Government does not have a preferred method.

Y. RFI-025 – Can the Government provide the bearing weight for the stage?

RESPONSE – 100 lbs. per square feet

Z. RFI-026 – The theater cannot be THX certified as specified because of the aspect ratio and other physical characteristics of the room. The cinema sound system can be tuned as close as possible to the THX standards by experienced movie theater sound engineers using the audio and video equipment in the solicitation. The video projector can be adjusted as close as possible to the THX standards. Please advise if this is acceptable?

RESPONSE – Regarding the THX requirement and limitation for this project, it is acceptable to tune the cinema sound system to be as close to THX as possible, and it is acceptable that the video projector can be adjusted to be as close as possible to the THX standards.

AA. RFI-027 – Potential Scope. Arnold Hall encompasses a 3000 seat theater, a 2000 capacity ballroom, and several conference rooms and meeting spaces.

How many of these spaces will receive an AV upgrade?

RESPONSE – The project scope is as indicated on the project Drawings, Specifications, and this Statement of Work. The only primary space involved in this project is the Arnold Hall Theater, along with its supporting and ancillary spaces as indicated.

BB. RFI-028 – Will there be architectural and/or structural modifications to any of the AV related spaces that might impact the acoustics of the space, and require additional acoustic analysis?

RESPONSE – Regarding architectural and structural modifications, and additional acoustic analysis, the project scope and spaces involved are as indicated on the project Drawings, Specifications, and this Statement of Work. In the spaces above the stage, there are structural alternations that could possibly affect the acoustics of the theater, even though the primary acoustics target for this project is the Theater public seating area. In addition, refer to this Statement of Work, paragraph 6.D Submittals, Post-Construction Sound Study and Report.

The study and report will establish the end conditions for the “state of the acoustics” after the construction project is substantially complete.

CC. RFI-029 – Is this a complete overhaul of the entire audio system and infrastructure or is it their intention to keep or re-use any of the existing system or sub-systems?

RESPONSE – Regarding the project scope of the audio system and infrastructure, this project scope is intended to be a complete overhaul.

DD. RFI-030 – Are there any architectural drawings of the current available infrastructure related to the affected spaces (conduit, electrical, structural, floor and ceiling plans)?

RESPONSE – Historical drawings will be provided to offerors via DoD SAFE.

EE. RFI-031 – Is this a complete overhaul of the entire video system and infrastructure or is it their intention to keep or re-use any of the existing system?

RESPONSE – Regarding the project scope of the video system and infrastructure, this project scope is intended to be a complete overhaul.

FF. RFI-032 – Are there broadcast considerations that would impact the overall system design?

RESPONSE – Regarding the question of broadcast considerations and requirements that would impact this project, the answer is no.

GG. RFI-033 – Is this a complete overhaul of the entire lighting system and infrastructure or is it their intention to keep or re-use any of the existing system?

HH. RFI-034 – If the existing system is analog, and runs on conventional dimming, is it their desire to convert to a digital/DMX/LED base solution?

RESPONSE: Regarding the question about the existing system being analog with conventional dimming, the Government does need the new work in this project to convert to digital/DMX/LED based solutions and formats.

II. RFI-035 – Is there an existing 3rd party control system and if so, what type is it (AMX or Crestron)?

RESPONSE – Regarding the question about an existing 3rd party control system, the answer is NO, there is no existing for 3rd party control system.

JJ. RFI-036 – If not, is there a desire to include 3rd party control to the new AV solution package, and would it be inclusive to all related spaces?

RESPONSE – Regarding the 3rd party control system for the new AV package, YES, AMX is desired and is a requirement included on the “Attach_07_Proposed_Equipment_List”.

KK. RFI-037 – Does the AV system upgrades include replacing or supplementing the “in house” production inventory or is it their intention to keep or re-use any of the existing equipment?

RESPONSE – Regarding the question of AV system upgrades to include replacing or supplementing production inventory, or intent to keep/reuse existing equipment; the answer is NO. Refer to project Drawings, Specifications and this Statement of Work.

LL. RFI-038 – Are we designing the systems or is there an assigned consultant that will be providing a design? If so, who is that and who is the contact?

RESPONSE – Regarding the question of an assigned consultant and a design, the Contractor will be providing the project requirements as indicated on the project Drawings, Specifications, and this Statement of Work.

MM. RFI-039 – Is there a primary production contact that we can direct questions to?

RESPONSE – All post award questions will be directed through 10 CONS and the project inspector.

NN. RFI-040 – Is there a desire to keep and utilize any existing components, will there be a list provided, by whom, and when?

RESPONSE – Regarding the question asking for a list of existing components to keep/utilize, the answer is NO, there is not a list.

OO. RFI-041 – Will there be a need for additional acoustic analysis and/or treatments in new or existing spaces? If so, is there an assigned Architect who will be generating the necessary CAD drawings?

RESPONSE – Regarding the questions about additional acoustic analysis, an assigned architect, and CAD drawings; the Constrictor shall provide (a) Acoustic Analysis requirements are contained in paragraph 6.D Post-Construction Sound Study. (b) There is not an assigned architect, though the 10 CES Project Manager is involved with the design and construction of this project, and (c) CAD Drawing requirements are located in paragraph 4.L in this Statement of Work.

PP. RFI-042 – Drawing M-601 – Mechanical Insulation Schedule, Remark 1 calls for existing, damaged pipe and duct insulation to be replaced. There are no notes on the drawings indicating these repairs. Please clarify.

RESPONSE – Regarding damaged pipe and duct insulation to be replaced, the intent is replace damaged insulation located within the scope of work of this project.

QQ. RFI-043 – Statement of Work. In the Statement of Work, it states: “B.

Work Sequencing – A detailed construction schedule must be submitted along with the Contractor’s proposal. As required, Contractor shall provide a proposed construction phasing plan for execution of the work.” However, in the Solicitation document, the Schedule is not listed as being evaluated; is this current?

RESPONSE – See Paragraph 4.B in this Statement of Work.

RR. RFI-044 – Drawing Sheets M-103 and M-109 General Note 3 says to provide and install balancing dampers at each branch take-off of Supply, Return, and Exhaust Air. This would appear to be a copy and paste item. There are no Keynotes listed for this and there are no designations listed on the drawings.

Please confirm we are only proposing on the locations marked on the plans and shown under the Keynote section. If additional dampers are required per the general notes, please identify sizes and locations.

RESPONSE – At Drawing M-103, provide balancing damper at both new exhaust grill connections (1 restroom, 1 projector). For Drawing M-109, provide balancing damper indicated in the Keynote 1.
