Dear Mr. Pasley:
The purpose of this report is to present the results of the Limited Asbestos Containing Material (ACM) Testing and Lead-Based Paint (LBP) Testing conducted by Empirical Environmental, LLC (Empirical) on August 11th and August 23rd, 2017 in the Stage area of Arnold Hall at the United States Air Force Academy (USAFA) in Colorado Springs, Colorado (subject site). This testing was performed prior to renovation activities.
1.0 LIMITED ASBESTOS CONTAINING MATERIAL TESTING
The limited ACM testing included a visual inspection of suspected ACM at the renovation areas, bulk sample collection of suspect ACM, and sample analysis of collected bulk samples. This testing did not include materials that were not going to be impacted during renovation activities, such as materials in other areas of Arnold Hall and exterior materials.
A visual survey and select bulk sample collection for suspected ACMs were performed by Ms.
Sheila Sealander, Colorado State Certified Asbestos Building Inspector (Certification Number 8737). A copy of Ms. Sealander’s certification is presented in Appendix A. Additionally, a copy of Empirical’s Asbestos Firm certification is presented in Appendix A. A visual survey and limited sampling for suspect materials were completed on August 11th and 23rd, 2017. Sample nomenclature is as follows: XX-YY-ZZ where XX indicates the building name of the subject site;
YY indicates the homogenous area; and ZZ indicates the consecutive sample number.

Bulk samples were collected from select materials in the theater that were reportedly going to be impacted during renovation activities. These samples were submitted to EMSL Analytical, Inc.
(EMSL) in Denver, Colorado for analysis of asbestos utilizing Polarized Light Microscopy (PLM).
EMSL is an accredited laboratory for the analysis of bulk asbestos samples and is a member of the National Voluntary Laboratory Accreditation Program (NVLAP #200828-0). EMSL’s NVLAP certification is presented in Appendix A. The laboratory results are presented in Appendix B. This report is based on the bulk sample analysis results.
Suspect materials are considered positive for asbestos if the materials contain greater than 1% asbestos. As required by the U.S. Environmental Protection Agency’s (EPA’s) National Emissions Standards for Hazardous Air Pollutants (NESHAP) regulations, point counting analysis should be performed if the analyst detects asbestos in the sample and estimates the amount by visual estimation to be less than 10%, or the owner or operator of the building may either assume the amount to be greater than 1% and treat the material as ACM or require the verification of the amount by point counting.
Three (3) areas were included in this testing event: the Catwalk, Cloud and Stage. Five (5) samples were collected in the Cloud area. Grout that was lying on top of a horizontal beam on by the east wall was sampled, sample number AH-01-01 and was reported as containing less than (<) 1% Chrysotile asbestos. The laboratory was requested to point count this sample material. The point count results were reported as <0.25% Chrysotile asbestos and would not be considered ACM. Sound insulation was observed throughout the theater and sampled in the Cloud area, sample number AH-02-20. This insulation was reported as not containing asbestos.
Fireproofing on the steel beam on the east wall was sampled, sample number AH-03-03 and was reported as containing <1% Chrysotile asbestos. The laboratory point counted this material and reported the results as <0.25% Chrysotile asbestos. This material would not be considered ACM.
A speaker enclosure wall was observed in the Cloud area south of the ladder and sampled, sample number AH-04-04. This sample was reported as not containing asbestos. The east wall in the Cloud area was composed of concrete masonry units (CMUs). The concrete was sampled behind the south door, sample number AH-0-05. This sample was reported as not containing asbestos.
One (1) sample was collected from the Catwalk area. This sample was collected from the east plaster wall, sample number AH-06-06. This sample was reported as not containing asbestos.
Two (2) samples were collected from the Stage area in Arnold Hall. The wrapping or backing on the sound insulation was sampled from the left side of the Stage, sample number AH-07-07. This backing was reported as not containing asbestos. The second sample was collected from the
Empirical Environmental, LLC 3 column on the left side of the Stage that had beveled edges, sample number AH-08-08. This sample was reported as not containing asbestos.
EMSL laboratory results and Chain of Custodies are presented in Appendix B.
2.0 LIMITED LEAD-BASED PAINT TESTING
This limited lead-based paint (LBP) testing was performed on August 11th and August 23rd, 2017 by Ms. Sheila D. Sealander, (Colorado Lead Risk Assessor Certification number 8950). This testing was performed prior to renovation activities at the subject site. This testing was not intended to be a LBP Inspection or Risk Assessment as defined by the U.S. Department of Housing and Urban Development (HUD).
Testing was performed using a Niton XLi-702a Series Lead Analyzer (Serial Number 14719) that utilizes X-Ray Fluorescence (XRF) technology. The XRF’s testing mode was set at K & L Spectra Mode during this testing and the assay (source) date was February 1, 2015. This type of sampling is non-destructive. Empirical calibrated the XRF according to manufacturer’s directions prior to and at the end of the testing. Substrate correction is not recommended for this XRF instrument.
The Niton XRF does not have inconclusive readings or ranges, therefore paint chip sampling is not necessary.
Twenty-two XRF readings were taken during this testing event: 14 were for calibration purposes;
two (2) were null or incomplete readings; and six (6) were at select locations at the subject site.
Three (3) XRF readings were taken in the Cloud area. Two (2) of these XRF readings were below the EPA’s standard for lead-based paint of 1.0 milligram per square centimeter (mg/cm2) and would not be considered LBP. These readings were on the black CMU wall and the black column on the east wall. One (1) XRF reading was above 1.0 mg/cm2 and would be considered LBP.
This readings was on the black horizontal I-Beam. Disturbance of this paint or work that will be performed on this and other like I-Beams will need to comply with the Occupational Safety and Health Administration’s (OSHA’S) Lead Standard, 1926.62. I-beams not tested should be presumed to have LBP.
Three (3) XRF readings were taken on the left side of the Stage. Two (2) of these XRF readings were on the gold wall panels and one (1) was on the black concrete column with beveled edges.
These readings were below 1.0 mg/cm2 and would not be considered LBP.
The XRF readings and locations are enclosed in Table 1, Appendix C. The Lead Risk Assessor’s certification and Empirical’s Firm certification are included in Appendix A.

3.0 CONCLUSIONS AND RECOMMENDATIONS
Upon completion of the limited ACM testing and review of the sample results, asbestos containing materials were not reported in the samples collected in the Theater of Arnold Hall. XRF readings indicate LBP was detected in the Cloud area on the black horizontal I-Beam. Personnel that will disturb this paint will need to comply with 29 CFR 1926.62.
4.0 LIMITATIONS
Empirical has performed limited ACM and LBP testing on the materials that were reportedly going to be impacted during renovation activities in the Theater in Arnold Hall at the USAFA in Colorado Springs, Colorado. Empirical used analytical results to assess whether ACMs were present in the samples and XRF results to determine if the paint was LBP. This limited testing is not a guarantee that ACMs or LBP are limited to those areas where identified in this report. Other sampling data at a different time or location may provide different results. The limitations of this limited testing should be recognized as conclusions are formulated on the environmental risks associated with this property. Empirical does not warrant the work of regulatory agencies or other third parties supplying information which may have been used during the preparation of this report.
This limited ACM and LBP testing report was prepared for the exclusive use of Schendt Engineering for specific application to the subject property. No warranties, either expressed or implied, are made or intended. The material contained herein shall not, in whole or in part, be disseminated or conveyed to any other party or be used or relied upon by any other party without Empirical’s written consent.
