STATEMENT OF WORK
1. DESCRIPTION OF SERVICES: The Service Provider (SP) shall provide both; A) New propane storage tanks (SP-owned tanks) and B) Monthly service to deliver and fill all tanks. The service provider shall provide all management, tools, vehicles, equipment and labor to provide Liquid Petroleum (LP) gas service in three general locations; 1) USAF Academy 2) Farish Recreational Area (See Appendix B for location), and 3) Bullseye Airfield (See Appendix C for location). SP shall provide new propane tanks per schedule (below), delivered and connected to government distribution piping, together with any and all required accessories normally provided at the tank, such as level indicators, shut-off valves, pressure safety valves, pressure regulators. All SP-owned equipment shall be furnished in new condition (not refurbished), and shall be maintained by SP, as required, to insure continuous operation for the duration of this contract.

1.1. BASIC SERVICES:
1.1.1. INSTALLATION AND MAINTENANCE: The Service Provider (SP) shall install, maintain and perform maintenance on all SP-owned tanks in accordance with all local, state, federal regulations, OSHA Standard 29 CFR 1910.110 and National Fire Protection Association (NFPA) regulations.
1.1.2. APPEARANCE: The service provider shall maintain all tanks in an appealing appearance (painted and/or touched up as necessary and marked with all appropriate labels).
1.1.3. NEW SERVICES: In the event that a new, or additional propane service is required, or in the event that propane service needs to be removed, SP shall be notified in advance and shall provide an estimate to deliver or remove such service for the duration of this contract.
1.1.4. SCHEDULING WORK: The service provider shall schedule the deliveries in order to maintain the tank content at a serviceable level, without interruption caused by lack of propane. SP should plan, generally, on monthly deliveries, adjusted to accommodate weather conditions and seasonal usage patterns (Ref: Appendix A)
1.1.5. EMERGENCY SERVICE: The service provider shall provide 24 hour emergency service. The service provider shall provide the Academy with contact information (names and phone numbers) of personnel to be contacted in case of an emergency during off duty time prior to start of this contract. The service provider will be expected to respond within 4 hours after being contacted.
1.1.6. TRANSITION TIME AND COORDINATION OF TANK REPLACEMENT: Existing propane tanks are scheduled to be replaced with new, SP-owned tanks. This includes one (1) government-owned tank and twelve (12) tanks owned by the current Propane Provider. SP shall coordinate with the current Propane Provider to remove existing tanks from service and install new replacement tanks, in a planned, coordinated manner. This transition from existing tanks to new tanks shall be completed from 15 – 31 July 2020. All tanks must be transitioned out by 31 July 2020. Propane remaining in existing tanks shall be transferred to new tanks, where it is reasonably feasible to do so. The transition is to be performed in a manner in which no building will remain without propane service for more than a few hours. Service
Provider, upon replacing the government-owned tank, shall place the tank in a nearby level-area for future pick-up by others. Provide to USAFA Contracting Officer, in advance, written plan/schedule for tank replacement, coordinated with current Propane Provider. Perform complete leak testing following installation of new tanks.
