Performance Work Statement (PWS)

Falcon Stadium/TV Trucks Cabling

1 June 2018

1. GENERAL DESCRIPTION. This is a non-personal service contract to provide all required materials, equipment, and labor to install, test and label cabling and termination and connection panels in installed junction boxes and conduits at various locations in Falcon Stadium to be used for TV cable patching.

1.1. Specific Requirements:

1.1.1. Contractor shall install cabling as specified in Attachment 1.

1.1.2. Contractor shall install connection panels specified in Attachment 2 in junction boxes and areas identified in Attachment 3.

1.1.3. Testing:

1.1.3.1. The Contractor shall test XLR/Triax cable system by performing an operational test, demonstrated by using customer’s audio/video equipment, to demonstrate and validate the quality and capability to transport audio/video from each field location to distant end. Demonstration testing shall be performed prior to acceptance, and must meet the intended purpose of this PWS.

1.1.3.2. Fiber Optic and Coaxial cables shall be tested and meet performance specifications IAW BICSI TDMM Chapter 11

1.1.3.3. The Contractor shall provide both hard/soft copies in Adobe format (.pdf) of post installation test results for all cables for review by the government. Provide results NLT 30 days prior to end of Period of Performance to allow for adequate time for government review.

1.1.4. Labeling:

1.1.4.1. The Contractor shall label all cables/equipment IAW BICSI Telecommunications Distribution Methods Manual (TDMM) Chapter 10. Specific attention to equipment labels for elements of the system that are exposed to an outdoor environment for durability/longevity in temperature extremes, sunlight and UV exposure, etc.

1.1.4.2. Handwritten labels shall not be used

1.1.4.3. Label equipment (cabinets, panels, cables) as indicated on Attachment 1.

1.1.5. Contractor shall provide the following Project Closeout Deliverables: Redline Drawings, Operation and Maintenance (O&M) Manuals, Reports, Test Results/Records and other submittal documentation within 30 days of project completion unless otherwise specified in the PWS.

3. GOVERNMENT FURNISHED PROPERTY.

None.

4. GENERAL INFORMATION.

4.1 HOURS of WORK: IT support’s normal work hours are 0600 until 1800 daily. Normal maintenance outage window is Fridays from 2200 hours until 0600 hours on Saturday. Any required service outages outside of this time frame have to be coordinated in advance with mission elements to ensure no impact to USAFA activities.

4.2 Work Location: Contractor will be expected to work in and around the area of building 4900, Falcon Stadium.

4.3. Holidays: Work on Federal Holidays is not required and shall be coordinated in advance.

4.4. Installation timeline: performance shall start no earlier than 4 June 2018 and performance completion date is no later than 10 August 2018.

5. Type of contract: The government will award a firm-fixed priced contract.
