UNITED STATES AIR FORCE ACADEMY PURCHASE DESCRIPTION
SWEAT SUIT, CADET
A. Scope
This purchase description covers a two-piece heather (silver) gray sweat suit in a heavy weight cotton/polyester fabric; to be worn by cadet personnel at the United States Air Force Academy.
B. First Article
Before production is commenced the contractor shall submit First Articles and Supplier Certificates of Compliance on all components to the contracting office for evaluation and approval. One sweatshirt size large (L), and one pair of sweat pants size large (L) complying with the salient characteristics described in this purchase description, shall be submitted to the contracting office for evaluation after the contract award and prior to production. The First Articles shall be constructed, in the required color and fabric as described by this purchase description. The first articles will be evaluated for compliance to this purchase description.
C. Materials
I. SWEAT SHIRT
A. Fabric
Basic Fabric – The overall fabric blend shall be extra heavy 90% preshrunk cotton (white), 10% polyester (black), hereafter known as a 90:10 blend, reverse weave, sweat suit fleece.
The fabric shall be a 14-cut 3-end fleece. The color shall be an ash grey achieved by a top layer finish of 99:1 blend. No variation in the color blend is acceptable. Fiber blend may vary +5% in either the cotton percent or polyester percentage, with the understanding that the variance shall be +5%, only. Variation of weight may range from 11.0 to 12.0 oz per square yard. These variations are acceptable with the understanding that the minimum weight shall be 11.0 oz per square yard. Shrinkage may not exceed 6% in either direction.
Note: The Government reserves the right to require proof of such conformance prior to the first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Rib (ribbed) Knit Fabric - The rib trim is 1 X 1 cotton/polyester or cotton/nylon. Due to fabric manufacturing, the variation is from 90%/10% to 99%/1% cotton polyester or cotton/nylon;
either one is acceptable. The variation in yarn blends should match closely to the basic fabric’s color. Up to 10% spandex is acceptable as long as cotton content is at least 90% of composition.
B. Thread
A three ply thread made of 90% cotton, 10% polyester shall be used. Alternately, two-ply polyester cord, polyester wrapped or 100% spun polyester will be acceptable.
C. Design
1. Hood: The hood shall be a double thick attached hood made of ribbed material with brass grommets set at the front face opening for a drawstring. The drawstring shall be 60 inches long, 100% cotton, rounded of appropriate weight with a white barrel lock to hold it in place.
2. Sleeves: The sweat shirt shall have set in sleeves.
3. Cuffs/Waistband/Side Inserts: The shirt shall have one piece ribbed cuffs, waistband, and action side inserts.
4. Muff Pockets: The pockets shall be graded as follows:

5. Screen Printing: The lettering and chevron shall be screen printed with light-retro-reflective ink. The color shall be PMS 877 also known as 17-4405 TCX. The letters shall be athletic block style letters, also know as Machine BT, 4" in height and 13 ½" long, measured at the bottom of the letters. The letters shall be centered on the front of the shirt +3/8".

The width of the chevron stripe shall be 2" wide, and shall be placed to scale with a gap 1/8" to 5/8" from the shoulder seam. The ink shall be bonded to the fabric so that the reflective quality remains for the normal life of the product (approximately 4 years).
D. Sizes:
The sizes shall be standard commercial sizes Extra Small (XS), Small (S), Medium (M), Large (L), Extra Large (XL), Double Large (XXL), and Triple Large (XXXL). For finished measurements see Table II.

Measuring: All measurements shall be done with the garment lying flat on a surface.
1. Chest: Measure across the front of the sweatshirt at the bottom armhole seam.
2. Sleeve Length: Measure from the center back of the neck hole, across the top of shoulder and down the outside edge of the sleeve to the end of the cuff.
3. Back Length: Measure from center back neck seam down to the bottom, to include the rib waistband.
4. Across Shoulder: Measure from one side of the armhole seam, along the shoulder seam, across the neck, to the other armhole seam.
5. Hood Height: Fold hood in half and measure at front of the hood, starting from bottom to the top.
6. Hood Width: The hood width shall be measured 7" down the top, front of the hood when folded.
II. SWEAT PANTS
A. Fabric

C. Design
1. Waistband: The sweat pants shall have an elastic waistband with a drawstring cord with a barrel lock. The drawstring opening shall be reinforced using brass grommets. The drawstring shall be 100% cotton of appropriate weight shall be at least 60" long. The barrel lock for the waist drawstring shall be white plastic, adjustable, and shall prevent the drawstring from pulling into the waist tunnel. The leg bottoms shall also have elastic bottoms. The width of the elastic waistband shall be 1-1/2" wide.
2. Crotch: The sweat pants shall have an extended crotch gusset. The gusset shall be 3- 1/4" in width and 8" in length, with a tolerance of 1/4".
3. Hems: The pants shall have elasticized leg bottoms with the elastic being ½" wide.
4. Screen Printing: The inverted chevron design on the lower half of the leg will be silk-screened with PMS 877 also known as 17-4405 TCX light-retro-reflective ink and shall be 2” wide. The silk-screening shall be placed approximately 10" up from the bottom of the leg +3/8". The point of the chevrons shall be in the center front and center back of the leg. The distance from the point of the chevron to the bottom shall be 8" + ¼". The stripe shall be aligned at the inseam + ¼". See figures 2 and 3. The outside leg needs to be a continuous screening. The ink shall be bonded to the fabric so that reflective quality remains for the normal life of the product.
D. Sizes
1. Sizes shall be standard commercial sizes Extra Small (XS), Small (S), Medium (M), Large (L), Extra Large (XL), Double Extra Large (XXL) and Triple Extra Large (XXXL). For finished measurements see Table III.

Measuring: All measurements shall be done with the garment lying flat on a surface.
1. Waist Relaxed: Fold pants in half at the side seams and measure ½ of waist.
2. Hip/Seat: Measured with the pants folded in half at the side seams, 10" from the top of the waistband.
3. Thigh: The thigh shall be measured at the leg area of the pants. Fold pant in half at the side seams and measure, 1" below the extended gusset found at the crotch area.
4. Inseam: The inseam shall be measured from the lower edge of the seat seam at the extended gusset, to the bottom leg hem, (The gusset is not measured).
5. Bottom: The bottom of the pants shall be measured relaxed with the pants folded in half at the side seams.
IV. OTHER REQUIREMENTS
A. Instruction Label
1. Standard labels shall be placed in all garments giving size, care instructions and manufacturer name. A Code 39 bar code label shall also be affixed to the individual garment package. The Code 39 bar code shall be a removable paper ticket of commercial quality with the USAFA 10ABW/LGLC stock number and Code 39 bar code. The paper ticket shall contain a short item description to include size in plain text.
B. Patterns.
Standard patterns will be furnished by the Government. The patterns provide for a 3/8” seam allowance for all seams unless otherwise specified here-in. The standard patterns shall not be altered in any way, and are to be used as a guide for cutting the contractor’s working patterns. The working patterns shall be identical to the standard pattern. The contractor shall have the ability to develop and grade working patterns to all sizes required by the procuring activity.
C. Regulatory Requirements
The contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation
(FAR).
1. Flammability Requirements: The basic material shall conform to the rules and regulations of the Flammable Fabrics Act without the application of a flame retardant finish to the material or to the end item.
2. Workmanship: The finished Sweat suit outfit shall conform to the quality of product established by this document. The occurrence of defects shall not exceed the contractor’s own quality assurance standards and the quality assurance standards defined by this purchase description and the technical data in the bid package.
3. Certification: The contractor shall certify that the product offered meets the salient characteristics of this description and that the product conforms to the producer’s own drawings, specifications, standards and quality assurance practices. The Government reserves the right to require proof of such conformance prior to the first delivery and thereafter as may be otherwise provided for under the provisions of the contract. Reliance on contractor quality assurance systems shall not relieve the contractor of the responsibility of ensuring that all products or supplies submitted to the Government for acceptance comply with all requirements of the contract.
4. Certificates of Compliance: Unless otherwise specified in the contract or purchase order, certificates of compliance shall be requested by government on all components, if the government deems necessary.
5. Inspection: The contractor shall inspect the finished products 100% for compliance with this purchase description prior to submitting to the USAFA for final inspection by 10LRS/LGRCU Quality Control personnel.
6. Final Inspection: The point of final inspection and acceptance of the finished articles shall be at the USAF Academy, using ANSI/ASQC Z1.4-2008 and this purchase description.
D. Inspection Levels And Acceptable Quality Level
1. Sampling, inspection levels and acceptable quality levels (AQL’s) will be in accordance with ANSI/ASQC Z1.4. This sampling plan is available from The American National Standard, at 800-854-7179, or write: American Society for Quality Control, 600 N.

Sweat Shirt Chevron Details:
1. The foundational triangle is an equilateral right triangle, the hypotenuse of which must be horizontal and centered on the back-length center line. Tolerance is +3/4” vertically.
2. The arms of the chevron must end between 1/8” and 5/8” from the shoulder seam.
The arms of the chevron shall be no more than 1.5” from the armhole seam and no less than ½”. The gaps should be equal on both shoulders. The arms of the chevron do not necessarily follow the same line as the legs of the triangle.
3. The gap between the chevron arms and the triangle is ¼” +1/16”.
4. Contractor must have no less than three chevron sizes as specified below. The specified distances in the below table are in inches. The specifications in bullets 1 through 4 of this diagram take precedence.
