COMFORTER, REVERSIBLE

1. SCOPE. This purchase description covers the requirements for one type reversible comforter, 50% polyester, 50% cotton-blend cloth, with l00% polyester filling.

2. CLASSIFICATION. Comforters shall be of one type, size and color (AFA Blue, Shade 500 - color sample furnished on request), and shall have edge binding in one of four class colors in accordance with the Standard Color Reference of America (l0th Ed.) or the Pantone Fashion and Home Planner (www.pantone.com).

3. FIRST ARTICLE. Before production is commenced, the contractor shall submit to the contracting officer, for approval, one finished comforter in each color edge binding being ordered conforming to the requirements of this purchase description. The comforter/s shall show colorfastness to cleaning. The contractor shall supply Manufacturer Certificates of Compliance for all components of this product with the first article and shall specify the percentage of recovered material used. These certificates must come from the component manufacturer.

4. MATERIALS.

A. Basic Fabric. The basic fabric for the comforters shall be tight-weave, preshrunk, 50% polyester, 50% cotton-blend cloth, no less than 3.8 oz/sqyd.

B. Quilt Batting. The batting shall be high loft l00% polyester fiberfill.

C. Edge Binding. The edge binding shall be nylon in accordance with Military Specification MIL-DTL- 5038K, Classification Type 3, plain weave, and one inch wide or equal.

D. Thread. The thread used shall be nylon or polyester of a closely matching color for the operation. i.e.

blue for the quilting stitch and class color for the binding.

5. DESCRIPTION/DESIGN.

A. Finished Measurements: The dimensions for the comforter-bedspread shall be 98" long by 52" wide before binding. Tolerance shall be +2”.

B. Weight: The total weight of the finished bedspread shall be no less than 3 l/4 lbs. + 8 oz.

C. Bedspread Style and Stitching Design: The bedspread shall be rectangular in shape with two square ends and two rounded ends. The quilt design shall be diamond shape measuring 4"x 6", see figure 1 and 2 http://www.pantone.com/

6. LABELS.

A. Identification/Care Label: The blanket shall have a white cloth identification label, measuring 2 l/2" long by 2" wide. The identification label shall be made of good quality label material. The label shall have printed the words: Cadet Name, Cadet Squadron, and SSN and have space for the cadet to fill in this information. The label shall also have dry cleaning instructions, see Label below. Stitch label centered at square end of comforter, see figure 1 & 2.

B. Bar Code: A Code 39 bar code label shall also be affixed to the individual garment package. The Code 39 bar code shall be a removable paper ticket of commercial quality with the USAFA 10ABW/LGROC stock number and Code 39 bar code. The paper ticket shall contain a short item description to include size in plain text.

7. OTHER REQUIREMENTS.

A. Flammability Requirements: The basic material shall conform to the rules and regulations of the Flammable Fabrics Act without the application of a flame retardant finish to the material or to the end item.

B. Workmanship: The finished product shall conform to the quality of product established by this document. The occurrence of defects shall not exceed the contractor’s own quality assurance standards and the quality assurance standards defined by this document and the technical data in the bid package.

C. Certification: The contractor shall certify that the product offered meets the salient characteristics of this document and that the product conforms to the producer’s own drawings, specifications, standards and quality assurance practices. The Government reserves the right to require proof of such conformance prior to the first delivery and thereafter as may be otherwise provided for under the provisions of the contract. Reliance on contractor quality assurance systems shall not relieve the contractor of the responsibility of ensuring that all products or supplies submitted to the Government for acceptance comply with all requirements of the contract.

D. FAR 23.403 Content Requirements. Per FAR 23.403 the comforter/blanket shall be the highest percent of recovered material practicable, and biobased content shall meet or exceed the minimum biobased content of an USDA-designated product, located here:

8 INSPECTION.

A. Inspection: The contractor shall inspect the finished products 100% for compliance with this purchase description prior to submitting to the USAFA for final inspection by USAFA Cadet Uniform Quality Assurance Personnel.

B. Final Inspection: The point of final inspection and acceptance of the finished articles shall be at the USAF Academy, using ANSI/ASQC Z1.4 sampling plans and this purchase description.

C. Inspection Levels And Acceptable Quality Level: Sampling, inspection levels and acceptable quality levels (AQL’s) shall be in accordance with ANSI/ASQC Z1.4. This sampling plan is available from The American National Standard, at 800-854-7179, or write: American Society for Quality Control, 600 N.

D. Table I shows AQL Levels for defects listed in Table II. General and Detailed Defects:
